In the early morning of August 17, 1991, under this pump, a transparent and bright underground spring gushed out from the mouth of the pipe, and people rushed forward, holding a sip of it, and sweet into the lungs. This is the first well water produced by the Waigaoqiao Free Trade Zone that year, and it is precisely because of this deep well water that the farmers in the first phase of waigaoqiao can smoothly move into the relocation houses, and the country's first bonded area, the Waigaoqiao Free Trade Zone, can be sealed and operated on time.

All the way through the thorns, all the way rain, snow, wind and frost. For more than 30 years, Pudong has always been at the forefront of China's reform and opening up, and has continuously created a benchmark for national reform, opening up and innovative development in the new era; for more than 30 years, Pudong has transformed from a piece of unfamiliar farmland into a modern new city with concentrated functions, complete elements and advanced facilities, with 350 regional headquarters of multinational companies gathered, the Shanghai Stock Exchange, the Futures Exchange, cinching the circumference and other factor markets, and thousands of high-tech enterprises are ready to go.
On November 12 last year, General Secretary Xi Jinping announced at the celebration meeting of the 30th anniversary of Pudong's development and opening up that the Party Central Committee is studying and formulating the "Opinions on Supporting the High-level Reform and Opening Up of Pudong New Area and Building a Leading Area for Socialist Modernization Construction", which will give Pudong New Area a new major task of reform and opening up. He demanded that Pudong should have the courage to pick up the heaviest burden and gnaw the hardest bones, strive to become a pioneer of reform and opening up at a higher level, a vanguard in the comprehensive construction of a modern socialist country, and a practical example of the "four self-confidences", so as to better show the world the Chinese concept, Chinese spirit, and Chinese road.
Today, Shanghai and Pudong are deeply implementing the spirit of the General Secretary's important speech, unswervingly eating reform meals, taking the road of opening up, playing the innovation card, striving to create a new miracle that will impress the world, and showing the new atmosphere of building a modern socialist country.
Lead reform with ideological emancipation
At the beginning of the development and opening up of Pudong, the economic conditions were limited, and the municipal party committee and municipal government required three development companies such as Lujiazui, Jinqiao and Waigaoqiao to set up first to carry out the "seven links and one level" land development work according to the current situation. However, registered companies need funds, development and construction also need funds, and the biggest problem faced at that time was the shortage of funds.
Where does the money come from? When things reached an impasse, an accounting voucher gave everyone the inspiration for reform: can we use the form of check endorsement to achieve "idling of funds and real transfer of land"? Specifically, first, the government land department signs a land transfer contract with the development company; second, the government, the bank, and the company endorse the cheque at the same time; and then, the industrial and commercial registration is carried out after capital verification.

The government land department, the Shanghai Investment Company, and the development company sat together and publicly endorsed the same check, successfully realizing the "idling of funds and the actual transfer of land". This incident eventually became a classic of Pudong's development and opening up.
In the past 30 years, the reason why Pudong has been able to achieve leapfrog development lies in leading the reform with ideological emancipation, from taking the lead in promoting the paid transfer of land use rights to creating a platform for the market-oriented allocation of production factors, from the first comprehensive supporting reform pilot to the first free trade pilot zone, breaking the shackles of traditional concepts, breaking a new road in the first trial, accumulating experience and providing an example for national reform.
Since the Eighteenth National Congress of the Communist Party of China, in the face of the new situation and new tasks, the Party Central Committee with Comrade Xi Jinping as the core has decisively decided to launch the establishment of the Shanghai Pilot Free Trade Zone, and Pudong has been entrusted with the important task of "accelerating the transformation of government functions, innovating the mode of opening up to the outside world, and further exploring and deepening the experience of reform and opening up".
On September 29, 2013, the China (Shanghai) Pilot Free Trade Zone was officially established. In the past 8 years, Pudong has more than 300 pilot experiences in the reform of the free trade pilot zone replicated and promoted nationwide, the reform of fine seeds has spread in the land of Shenzhou, and the "head goose" of the pilot free trade zone has led the new pattern of opening up.
At present, reform has reached a new historical juncture, and the complexity, sensitivity, and arduousness of promoting reform are no less than in the past. Pudong is well aware that it is necessary to take the emancipation of the mind as the guide, break through the shackles of ideology and concepts with greater determination, break down the obstacles of the system and mechanism, and constantly forge the courage of reform to boldly break through, boldly try, and make independent reforms.
The story of Hema is a typical case of Pudong stimulating market vitality in the reform. At the beginning of the establishment of Hema in Pudong in 2015, this "four unlikes" format that integrates catering, supermarkets and online ordering has become a problem for a time, how to handle certificates and how to supervise. In order to help enterprises solve the problem of access and at the same time solve the problem of government supervision, Pudong took the lead in piloting, issued a "quasi-birth certificate" for Hema and strengthened daily supervision, which effectively promoted the development and growth of Hema. Today, Hema has become a representative enterprise of new retail, and its global headquarters has officially settled in Pudong.
On November 11 last year, the executive meeting of the State Council decided to carry out the pilot reform of "one industry and one certificate" for market access in Pudong New Area, integrating multiple licenses that enterprises need to handle into one comprehensive industry license, so as to achieve "one license for market entities" and be effective nationwide. The "one industry, one certificate" pilot is the state's affirmation of Pudong's long-term continuous promotion of market access reform, and Pudong, which stands at a new starting point for development and opening up, is also taking "one industry, one certificate" as the traction to launch more system integration reform measures, continuously amplify the reform effect, and stimulate market vitality even more.
In March this year, the National Development and Reform Commission issued the Notice on Promoting innovative measures and experiences and practices in Shanghai Pudong New Area. The Notice sorts out 25 items and 51 articles in 3 categories of Pudong's innovative measures and experience practices, involving three aspects: reform system integration, institutional openness, and high-efficiency governance. The new batch of "Pudong Experience" copied and promoted to the whole country shows that emancipating the mind, deepening reform, facing the world, expanding opening up, breaking conventions, and innovating and making breakthroughs have always been the strongest vitality of Pudong.
Plan innovation with a global perspective
In the 1990s, Pudong cadres wrote the phrase "thinking about Pudong development next to the globe" and posted it in the canteen of the organ, which is well known to everyone.
Today, dialogue with the world on behalf of the country is still the most urgent task in Pudong.
Openness is the trend of the times and Shanghai's greatest advantage. The reason why Shanghai can develop from a small fishing village into an international metropolis, and the reason why Pudong can change from an agricultural-based area to a modern new city, lies in bravely embracing the trend of the times, implementing a high starting point, wide-ranging and all-round opening up, and becoming an important bridge connecting the international and domestic markets and an important hub for allocating global high-end element resources in the process of opening up.
Today's Pudong is focusing on promoting the opening up of rules, regulations, management, standards and other systems, providing high-level institutional supply, high-quality product supply, high-efficiency capital supply, better participating in international cooperation and competition, especially taking the lead in implementing a more open and convenient talent introduction policy, and actively introducing high-level talents, top-notch talents and teams.

At the end of last year, two Japanese people who came to Shanghai to start a business, Kazunori Kurosawa and Hiroaki Osaka, as overseas talents introduced by Shanghai Apprentice Jungle Entrepreneurship Incubator Management Co., Ltd., obtained the first batch of "Foreigner Work Permits" issued to foreign entrepreneurs in Pudong. The issuance of the first certificate breaks through the restriction that foreign talents cannot apply for work permits because they have not hired a subject, and creates a more convenient environment for Pudong's global "wisdom introduction".
2095 Jinjing Road, Jinqiao Area, Shanghai Free Trade Zone, is home to Volvo Construction Equipment (China) Co., Ltd. At first, it was just an assembly line at volvo's Korea plant, producing only 1 to 2 units a day. With the continuous improvement of the level of opening up to the outside world, the status of the Jinqiao factory has rapidly improved, and the flexible production line in the factory can manufacture 25 large-scale engineering equipment in one day, accounting for 1/4 of Volvo's global market share. During the pandemic last year, Volvo Construction Equipment officially moved its Asian headquarters from Singapore to Pudong, and one of the reasons for its move was that "we are eager to do global business in Pudong".
Openness is always inseparable from innovation, and planning innovation from a global perspective is the "hard-core responsibility" on Pudong's shoulders when facing international cooperation and competition. In 2018, when General Secretary Xi Jinping visited Zhangjiang Science City, he stressed that it is necessary to enhance the sense of urgency and mission of scientific and technological innovation, put scientific and technological innovation in a more important position, kick the "door to the door", and let scientific and technological innovation play a major role in implementing the innovation-driven development strategy and accelerating the transformation of new and old kinetic energy. In his 2019 New Year's message, General Secretary Xi Jinping once again mentioned Zhangjiang Science City - "Shanghai Zhangjiang is full of vitality".
Since the beginning of this year, BeiGene's self-developed PD-1 terelizumab (Bai Ze'an), Huang Pharma's innovative oncology drug sofatinib (Sutera), and Innovent Bio's self-developed star monoclonal antibody drugs have been successfully listed overseas, bringing hope to patients around the world. These new domestic drugs from Zhangjiang ushered in the highlight moment of "going to sea", and also strengthened the determination of Chinese to be the world's first innovative drug.
At present, Pudong New Area has made it clear that by 2025, 10 large scientific facilities will be built to form a world-class cluster of large scientific facilities. "Cities are places where people live in concentration, and urban construction must put making people livable and safe in the first place, and leave the best resources to the people." At the celebration of the 30th anniversary of Pudong's development and opening up, General Secretary Xi Jinping's exposition on the people's city was loud and clear.
Over the past 30 years, Pudong has creatively implemented the decision-making and deployment of the Party Central Committee, achieved leapfrog economic development, and its GDP has jumped from 6 billion yuan in 1990 to 1.3 trillion yuan in 2020, creating 1/80 of the country's GDP and 1/15 of the total import and export of goods with an area of 1/8000 of the country.
What is even more proud is that Pudong has always insisted on implementing the new achievements of development in the field of people's livelihood, especially since the Eighteenth National Congress of the Communist Party of China, Pudong's people's urban construction has stepped onto a new level.

In the hinterland of Lujiazui Financial City, there is a secluded place hidden in the bustling city: Lujiazui Rong Study. In this three-story space of more than 1,400 square meters, there are more than 50,000 books of various types, of which about 20% are foreign language books to meet the borrowing needs of the surrounding white-collar workers.
