Wu Zhiming, chief of the grain regulation and control section of the Yiyang Municipal Grain and Material Reserve Bureau, has been engaged in grain work since graduating in 1989 and participating in the work, and before being transferred to the chief of the regulation and control section in 2015, he has experienced in many positions such as the supervision and inspection section and the industry development section of the municipal bureau. The early rice harvest in 2021 is approaching, and the grain collection and storage work will usher in a new round of tests. In early to mid-May, Wu Zhiming visited and discussed large grain growers and grain enterprises, and communicated with the Municipal Agriculture and Rural Affairs Bureau and other departments to fully grasp the current situation of early rice production and procurement in Yiyang. At the end of May, the first draft of the 2021 Yiyang Early Rice Production and Acquisition Survey Report was written. The reporter flipped through and saw that the data such as planting area and estimated output, warehouse capacity preparation, inventory digestion progress, and cost budget in various districts and counties were detailed and comprehensive, and the problems and countermeasures and suggestions that may be encountered in the work have also been refined.

In recent years, Wu Zhiming has personally written or organized more than 60 research and analysis materials on grain conditions, grain purchases, and the balance between grain and oil supply and demand, which have been approved by superior leaders and 37 have been adopted by relevant publications.

The management of local grain reserves is the "key play" in grain regulation and control work. In order to fully implement the task of local grain reserves issued by the province and establish a reserve system at the city and county levels that is compatible with the economic and social development of Yiyang, Wu Zhiming led the department to repeatedly calculate with the finance and the Agricultural Development Bank through the process of research and solicitation of opinions, improved and introduced the management measures for local grain reserves at the city and county levels, and established the scale of grain and oil reserves at the city and county levels, providing a solid material guarantee for the macro-control of grain in local governments.

When problems arise in the work, Wu Zhiming never avoids, always chooses to face the dilemma squarely and quickly break the situation.

At the end of 2014, a county-level grain reserve storage enterprise in Yiyang faced bankruptcy, making it difficult for the Agricultural Development Bank to recover its reserve grain loans. To this end, the bank issued a risk warning and made it clear that it would suspend all county-level grain reserve loans in Yiyang City.

"Pull a hair and move the whole body." If this risk prompt is 'cashed in', it will undoubtedly bring great obstacles to the completion of the purchase of reserve grain. Wu Zhiming, who has just taken the post of chief of the regulation and control section, took the initiative to communicate with the court, asked the enterprise to repay the loan in the first order after bankruptcy, won the support of government leaders, coordinated with the Agricultural Development Bank for many times, adopted various methods such as partial repayment of the financial part of the county-level government, and obtained the understanding and support of the Agricultural Development Bank.

Grain regulation and control work directly serves grain farmers and grain enterprises, and whether the service is done well or not has a bearing on the image of the party and the government in the hearts of the masses.

Before the annual acquisition of the scale, the string of "how to reassure and satisfy the grain farmers" was always tight in Wu Zhiming's mind. Is it reasonable to set up the acquisition network? Are the personnel trained in place? Are tea and anti-heat medicines available? Whether the purchase policy, price, grade and other information is clearly informed to the farmers selling grain... During the acquisition period, Wu Zhiming almost gave up all rest days and went to each acquisition site to carry out inspections to prevent the acquisition enterprises from implementing the policy "deviation" and service "lack" and harming the interests of grain farmers.

In the face of enterprises, Wu Zhiming is dedicated to helping solve problems, guiding enterprises to adjust reserve varieties in a timely manner within the scope of policies, grasping favorable opportunities to carry out rotational sales, and helping enterprises to develop healthily and sustainably. However, in the face of the declaration of reserve grain storage enterprises, the standard of subsidies for profits and fees, and the rotation and acceptance of reserve grain and oil, he acted in strict accordance with the relevant policy requirements and systems, never favoritism, and consciously accepted supervision from higher levels and society.
