In 2000, the municipal government organized a number of units to jointly build a new commercial complex "Auspicious Building", and reserved the 789 floors of the building for the reconstruction of the Auspicious Theater. In 2008, the auspicious building was completed, but due to various reasons such as unclear property rights, the site reserved for the auspicious theater could not be started.

In those years, Mei Baojiu, who was a member of the CPPCC National Committee, insisted on raising the issue of the reconstruction of the auspicious theater every year in the CPPCC proposal.
