After the efforts of all parties, in late October, more than half of the villages in Huaxian County entered the busy season of autumn ploughing and autumn planting, and the roar of agricultural machinery drifted in the fields. At the same time, other counties (cities) and districts have also begun autumn ploughing and autumn planting work, and the results of drainage work have been prominent. On October 25, when the news reached the Municipal Water Conservancy Bureau, the cadres and workers of the bureau showed a long-lost smile.

From July to October this year, the city suffered multiple rounds of heavy precipitation, and farmland in various counties (cities) and districts suffered from different degrees of internal waterlogging, and the autumn harvest and autumn planting work faced great challenges. The municipal government held a meeting to promote the "Three Autumns" production work, and demanded that the party committees, governments, and relevant departments directly under the municipal government in all counties (cities) and districts must conscientiously grasp the implementation of the work, earnestly grasp the "Three Autumns" work as a major event at present, rush to harvest and rush to sow seeds, and find ways to minimize the damage caused by the disaster and lay a solid foundation for next year's bumper grain harvest.

A special action with the theme of "cadres and groups join forces, sow wheat to protect people's livelihood" kicked off. The Municipal Water Conservancy Bureau attaches great importance to the drainage of farmland as a concrete practice of practicing the people-centered development concept, and goes all out to carry out the drainage of farmland.

"Immediately after the 'Three Autumns' production work promotion meeting, we convened a meeting of the bureau's party group to study the problem of farmland drainage, and at the same time set up a special class for farmland drainage work with Fu Wenbin, secretary of the party leading group and director of the bureau, in charge of leaders and relevant departments participating, to strengthen leadership over farmland drainage work." According to the relevant person in charge of the Municipal Water Conservancy Bureau, "in accordance with the deployment, the members of the special class went to the counties (cities) during the National Day, went deep into the fields, and learned about the waterlogging of the farmland on the ground. ”

In a flooded farmland in Tangyin County, several villagers stood in water more than half a person deep to harvest corn. Not far from the county seat of Huaxian County, a high-speed rail bridge stands in the middle of the ocean, and under the water is farmland. At this time in previous years, it was already a busy autumn harvest scene. Seeing these scenes, the members of the special class of the investigation reddened their eyes one by one, and strengthened their determination to step up drainage and help farmers seize agricultural time and reduce losses.

The survey situation is not optimistic, and the city's 18,000 hectares of farmland have been flooded to varying degrees. An expert group composed of 8 farmland water conservancy experts immediately went to each county (city) district to provide technical guidance on farmland drainage. In view of the serious waterlogging of tangyin, anyang and huaxian counties in farmland, the municipal water conservancy bureau has set up an independent expert group to formulate plans according to local conditions and provide technical support for farmland drainage.

Drainage, first of all, there must be a place to drain. Most of the city's rivers flow into the HaiHe River through the Wei River. However, affected by the continuous precipitation in the upstream and downstream of the early stage, the Weihe River has always maintained a high water level, which makes the drainage work in our city face fundamental problems. "In order to reduce the amount of water coming from the upstream of our city, we communicated with the Provincial Water Conservancy Department in a timely manner, and through reasonable scheduling, reduced the discharge flow, and reduced the water level of the Wei River to a certain extent, creating favorable conditions for the drainage of farmland in our city." Fan Changyou, head of the rural water conservancy and hydropower section of the Municipal Water Conservancy Bureau, said.

Under the guidance of the expert group of the Municipal Water Conservancy Bureau, the water conservancy departments of each county (city) district have successively set up special classes to comprehensively carry out the investigation of waterlogged fields and find out the bottom number of farmland disasters. Combined with the actual situation in various places, the expert group gave opinions and suggestions on specific issues such as where to discharge the accumulated water, in what way, and how many personnel are needed to participate, and finally formed an implementation plan. "After the plan was determined, we purchased a number of pump trucks and sewage pumps and other drainage equipment according to the actual situation of farmland drainage, and deployed 23 sets of high-horsepower drainage machinery to fully support farmland drainage in various counties (cities)." Fan Changyou introduced, "All counties (cities) and districts actively raise flood prevention and drainage materials, equipped with various types of pumping pumps, large machinery to dredge ditches, and extensively mobilize and encourage the masses to take a variety of measures to eliminate farmland water. With the vigorous assistance of all parties, the vast number of party members and cadres in Gaozhuang Town, Anyang County, have not waited for help, taken the initiative to attack, overcome multiple difficulties, deployed machinery, and organized the masses to carry out ditch drainage and drainage, and achieved remarkable results. "In addition, for farmland that can be drained by the artesian flow of drainage ditches, local organizations have organized personnel to dredge drainage ditches. For farmland that does not have the conditions for artesian drainage, all localities use pumps to pump water to drain water from the fields. For farmland where there is no water in the field but the soil moisture is too large, the excess cultivated layer is drained by digging deep ditches to stagnant water, so as to promote breathable drying.

In this special action of "cadres and masses marching together to protect the people's livelihood", the relevant responsible persons of the Municipal Water Conservancy Bureau have repeatedly gone deep into the counties (cities) and districts where the disaster has been serious to inspect the water accumulation of farmland, supervise the drainage of farmland, and require the local water conservancy departments to take the work of drainage of farmland as the top priority of the current work, actively carry out disaster relief services, seize the time to eliminate the accumulation of water in farmland, and help restore agricultural production.

As of October 25, a total of 59,032 people were dispatched to drain farmland in the city, 6,649 machines were put into operation, 210.4 kilometers of drainage ditches were dug, and 27,100 hectares were drained. It is reported that there are also 260.67 hectares of waterlogged farmland, mainly concentrated in Huaxian County, Tangyin County and Neihuang County.

The relevant person in charge of the Municipal Water Conservancy Bureau said that in the future, they will continue to deploy in accordance with the arrangements of the municipal party committee and the municipal government, do not slacken off, increase supervision and technical guidance, continue to do a good job in farmland drainage, make every effort to eliminate farmland water, and make contributions to the water conservancy department for autumn wheat sowing.
