The Provincial Forestry and Grassland Bureau demanded that forestry and grassland departments at all levels should promptly set up leading institutions and expert groups for prevention and control in light of their own actual conditions, formulate emergency plans for the prevention and control of desert locusts, strengthen comprehensive cooperation with agricultural and rural departments, and pay close attention to making preparations for reserves such as locust control agents, equipment, and funds. It is necessary to strengthen the construction of emergency response teams, strengthen pre-planned drills, and once a disaster occurs, it can respond quickly and minimize disaster losses.
Strict implementation of the insect situation reporting system
The Provincial Forestry and Grassland Bureau stressed that the competent forestry and grassland departments in all localities should strengthen monitoring, make timely research and judgment on the occurrence of desert locusts, and do a good job in monitoring desert locusts in a targeted manner. It is necessary to actively carry out inter-regional cooperation, strengthen the sharing of information, resources, and technology, fully grasp the trends that occur on the surface and point of the desert locust, and ensure the efficient and coordinated development of the work.
It is necessary to strictly implement the insect situation reporting system, start the locust monitoring and reporting system and the duty system in a timely manner in accordance with the migration and development of grassland locusts, and issue early warning information in a timely manner, and timely report changes in the desert locust situation, so as to provide a basis for carrying out prevention and control decisions.
8 states and cities are required to pay close attention
The Provincial Forestry and Grassland Bureau specifically requests the forestry and grassland departments of Honghe, Wenshan, Nujiang, Baoshan, Dehong, Lincang, Pu'er, Xishuangbanna and other 8 prefectures (cities) bordering Myanmar, Laos and Vietnam, as well as the forestry and grassland departments of Deqin County and Weixi County adjacent to Tibet, to strengthen horizontal contacts and communication with agricultural and rural departments, pay close attention to the development of desert locusts, and do a good job of monitoring.
Since mid-February, the Department of Agriculture and Rural Affairs of Yunnan Province has successively issued the "Emergency Circular on Doing a Good Job in Preventing the Invasion and Harm of Desert Locusts," the "Emergency Circular on Strengthening the Monitoring and Prevention of Desert Locusts and Other Locusts," and the "Desert Locust Pest Identification and Prevention Technology.", requiring all prefectures to pay close attention to the occurrence of desert locusts, make technical and material reserves, and improve the emergency handling capacity of locusts.
In order to grasp the dynamics of desert locusts in a timely manner, the Provincial Department of Agriculture and Rural Affairs has strengthened its contact with the Ministry of Agriculture and Rural Affairs, won the support of the construction of locust monitoring systems, and actively integrated the province's work of preventing desert locusts into the national "chess game".
Strive to communicate with Pakistan, Bangladesh, Myanmar and other countries on insect information, and pay close attention to the dynamics of insect situation. Establish desert locust monitoring points in 8 border cities and cities, and establish Tibetan locust monitoring points in Diqing Prefecture and Nujiang Prefecture to do a good job in monitoring in a timely manner.
