1. Payment targets
(1) All non-practitioners who have the household registration of urban and rural residents in our city or have obtained a residence permit in Xi'an City and are not included in the scope of basic medical insurance for urban workers shall participate in the basic medical insurance for urban and rural residents in our city, so as to realize the full insurance that should be guaranteed and collected.
(2) Children under the age of 12 whose guardians have household registration or residence permits in our city or participate in the basic medical insurance for urban workers in our city may participate in the medical insurance for urban and rural residents in our city.
(3) All kinds of full-time undergraduate, junior college, full-time graduate, technical secondary and technical school students within the scope of our city shall uniformly participate in the medical insurance of urban and rural residents in the location of the school, and in principle, the overall insurance shall be insured and paid through the school.
2. Payment standards
The province's 2022 basic medical insurance payment standard for urban and rural residents is unified at 900 yuan, of which: the individual insurance payment standard is 320 yuan per person per year; the financial subsidy is 580 yuan per person per year.
Special hardship cases, orphans, and de facto unsupported children do not need to pay personal contributions, and those who are subject to the minimum guarantee, those who are unstable in poverty alleviation and are included in the monitoring of low-security marginal families (urban and rural low-income families) in the civil affairs department, and those who return to poverty and are unstable in poverty alleviation and are included in the monitoring scope of the rural low-income population in the rural revitalization departments pay 80 yuan.
The above insured persons who enjoy classified funding shall participate in the insurance payment during the centralized payment period, and those who have not participated in the centralized payment period shall not enjoy the individual payment classification subsidy policy.
3. Payment time and treatment enjoyment time
In 2022, the centralized payment period for urban and rural residents in our city is from mid-October 2021 to December 31, 2021, and the medical insurance treatment period is from January 1 to December 31, 2022.
From January 1, 2022, within 90 days of the birth of the newborn, after the guardian uses the newborn's real name and identity certificate to complete the registration and payment in the channel designated by the tax department, the treatment enjoyment period is from the date of birth to December 31 of the same year; if the medical insurance premium of the year of birth is not paid within 90 days of the birth year, the payment can be completed in accordance with the payment methods and individual payment standards of other special personnel within the same year, and the treatment enjoyment period is from the day after the date of payment in the year of birth to December 31. Newborns whose date of birth is less than 90 days from December 31 of the same year must pay the medical insurance fee for the year of birth within 90 days after birth, and the benefit period is from the date of birth to December 31 of the same year. If you want to enjoy the medical insurance treatment of the following year of birth, you must complete the payment according to the payment standard of the second year of birth within 90 days after birth, and the treatment period is from January 1 to December 31 of the second year of birth; more than 90 days can not pay the medical insurance premium of the second year of birth.
For new students enrolled in the fall of 2021 and students who have not paid the medical insurance for college students in the previous academic year, after paying the medical insurance fees for urban and rural residents in 2022, the treatment period is from the date of completion of payment to December 31, 2022, and the reimbursement amount during this period is shared with the maximum payment limit in 2022.
For special persons who do not need to participate in the insurance payment and treatment enjoyment period after the start of the centralized payment period and the policy allows the insurance to be insured, and complete the insurance payment according to the prescribed individual payment standards, the treatment enjoyment period is calculated from the next month after the completion of the payment.
4. Payment methods and channels
Individual payment is recommended to give priority to the use of Shaanxi Tax WeChat public account, mobile banking, WeChat, UnionPay cloud flash payment, online banking, Alipay and other ways to pay, but also through the commercial bank counter, self-service payment terminal, and tax service hall to open a collection business.
(1) "Shaanxi Taxation" WeChat public account;
(2) Qinnong Bank: all business outlets in the city, E terminals (intelligent POS machines), mobile banking, online banking, ATM machines;
(3) Industrial and Commercial Bank of China: all business outlets, mobile banking, intelligent terminals of outlets in the city, WeChat public account of "Shaanxi Branch of Industrial and Commercial Bank of China", and ICBC e-payment QR code scanning code;
(4) Agricultural Bank of China: the city's business outlets, mobile banking, scan code payment, Huinongtong (intelligent POS machine);
(5) Bank of China: all business outlets and mobile banking in the city;
(6) Everbright Bank: all business outlets and WeChat in the city;
(7) China UnionPay: Cloud Flash Pay APP, Alipay;
(8) China Construction Bank: all business outlets in the city, mobile banking, smart ATMs, Yunongtong financial service points, scan code payment, Qin operator APP;
(9) Taxation Service Department (where the household registration or residence permit is located).
5. Protection of rights and interests
The medical insurance department shall record the rights and interests of the payer in accordance with the collection and storage information transmitted by the tax department to ensure the medical insurance treatment of the insured personnel.
6. Bills of payment
(1) The bank collects the bills printed by the bank's self-service equipment or the "Shaanxi Provincial Urban and Rural Residents' Social Insurance Premium Payment Special Bills" printed on the counter as the payment voucher.
(2) Payment is made through electronic channels such as mobile banking, WeChat, Online Banking, UnionPay Cloud FlashPay, Alipay, etc., and the electronic order payment voucher is used as the basis for payment.
7. Precautions
In 2022, urban and rural residents who are newly insured or have incomplete information in the tax department need to hold id cards and household registration books (insured people whose household registration is not in our city need to hold id cards and residence permits) to register personnel information in the community where the household registration is located or the service window designated by the tax department. Personnel who have participated in the basic medical insurance of employees need to apply for the suspension of employee medical insurance before applying for medical insurance contributions for urban and rural residents.
