According to the News of the Supreme People's Procuratorate on October 25, Yin Jiaxu, former secretary of the party leading group and chairman of the board of directors of China North Industries Group Co., Ltd., was suspected of accepting bribes and illegally making profits for relatives and friends, and the Investigation by the State Supervision Commission was concluded and transferred to the procuratorate for review and prosecution. A few days ago, the Supreme People's Procuratorate made a decision to arrest Yin Jiaxu on suspicion of accepting bribes and illegally making profits for relatives and friends in accordance with the law. The case is under further processing. According to the website of the Central Commission for Discipline Inspection and the State Supervision Commission on September 30, Yin Jiaxu has been expelled from the party.

Grow from apprenticeship to business owner

According to official information, Yin Jiaxu, male, Han ethnicity, born in April 1956, Chongqing municipality, began working in December 1976, joined the Communist Party of China in June 1984, graduated from Chongqing University majoring in management science and engineering, doctoral degree, researcher-level senior engineer, senior economist.

Yin Jiaxu's learning experience and family environment are very ordinary.

In 1976, the state-owned Xingwu Machinery Factory (later renamed Yuzhou Gear Factory), a state-owned Xingwu Machinery Factory (later renamed Yuzhou Gear Factory), which had just been put into production, immediately signed up, and he did not mind working in the mountain cave at all.

In his apprenticeship, he was very diligent and worked hard to learn various techniques. Two years later, he was promoted directly from apprentice to second-class worker.

From 1976, Yin Jiaxu entered chongqing Yuzhou Gear Factory, worked for 20 years, starting from an ordinary worker, and finally became the director of a factory.

In 1996, Yin Jiaxu was transferred to the Southwest Ordnance Industry Bureau as the director of the office. In the same year, he was appointed deputy director of the Southwest Ordnance Industry Bureau, and a month later, he was also the executive deputy general manager of Changan Automobile (Group) Company. In the following year, he was appointed executive director and general manager of Changan Automobile (Group) Company.

In January 2002, he entered The China North Industries Group Corporation as deputy general manager and member of the party group of China North Industries Group Corporation, and concurrently served as the chairman, general manager and deputy secretary of the party committee of Changan Automobile (Group) Company. From then until 2010, Yin Jiaxu held leadership positions in both groups.

However, Yin Jiaxu betrayed his original mission and embarked on the road of violating laws and discipline.

According to the previous circular of the Central Commission for Discipline Inspection and the State Supervision Commission, Yin Jiaxu had 7 violations of discipline and law:

Losing ideals and convictions, betraying the original mission, deviating from the party, engaging in duplicity, being a two-faced person, deceiving the organization, and deliberately resisting organizational review;

Ignoring the spirit of the eight provisions of the central government, holding golf cards in violation of the law for a long time, obsessing over playing golf, accepting gifts in violation of regulations, and accepting banquets and travel arrangements that may affect the fair performance of official duties;

The concept of the organization is indifferent, does not report personal matters in accordance with the regulations, and does not truthfully explain the problem to the organization;

Greedy and selfish, corrupt family style, "relying on enterprises to eat enterprises", supporting and conniving relatives to engage in illegal business for huge profits, and engaging in money and color transactions;

Bear the main leadership responsibility for the huge loss of state-owned assets;

Wantonly collecting money and accumulating wealth, taking advantage of one's position to seek benefits for others in the operation of enterprises and the settlement of payments, and illegally accepting huge amounts of money;

Abuse of public power, the unit's profitable business is entrusted to relatives and friends to operate for personal gain, resulting in huge losses to the interests of the state.

It is worth noting that in addition to the crime of accepting bribes, Yin Jiaxu is also suspected of illegally making profits for relatives and friends. This refers to the criminal acts of the staff of state-owned companies, enterprises, and public institutions, harming public wealth and private interests, and seeking private interests for relatives and friends.

According to the provisions of article 166 of the Criminal Law, the crime of illegally making profits for relatives and friends has three manifestations: First, taking advantage of one's position to entrust the profit business of the unit to one's own relatives and friends. The second is to purchase commodities from units operated and managed by one's relatives and friends at a price significantly higher than the market, or to sell commodities to units operated and managed by one's own relatives and friends at a price significantly lower than the market. The third is to purchase unqualified commodities from units operated and managed by their relatives and friends.

Published the "Spring" series of articles, fell in the spring

In 2006, China Securities News published an article saying that Yin Jiaxu, who appeared in public, always paid great attention to his own image, with a straight waist and a meticulous suit and tie.

The article also mentioned that Yin Jiaxu never dyed half of his white hair, but his hair was always neatly combed. At the same time, Yin Jiaxu once had a long smoking age. However, he can smoke two packs of cigarettes a day, and he quit smoking.

Public reports show that during his tenure as chairman of the board of directors and secretary of the party group of the Ordnance Industry Group, Yin Jiaxu published a series of articles on "Spring" for many years:
