In order to effectively implement the prevention and control strategy of "external prevention of import, internal prevention and rebound", build a strict defense line of mass prevention and mass governance, effectively prevent the spread of the epidemic, and strengthen the epidemic prevention and control management of the residential communities in the whole district in a strict and down-to-earth manner, the district leading group for the joint prevention and control of the new crown pneumonia epidemic has decided that from October 27, 2021, the urban and rural communities (settlements) in the whole district will implement closed management, and the relevant matters are hereby notified as follows:

1. All kinds of residential quarters in the whole district shall implement closed management and implement the management system of access permits. Each community retains only one entrance and exit, and strictly controls the entry and exit of residents in addition to purchasing daily necessities, participating in epidemic prevention and control work, emergency medical treatment, etc. The entrances and exits of the community should be equipped with hand sanitizer, medical masks and other epidemic prevention materials.

2. The staff of the central provinces and municipal units stationed in Liangzhou, the municipal and district party and government organs, enterprises and public institutions, and people's organizations should consciously obey the requirements of the regulations on epidemic prevention and control in Liangzhou District, and actively cooperate with and do a good job in all aspects of the work of the epidemic prevention and control points in the communities they have packaged.

3. All owners must show their access permits, measure body temperature, and check the "health code + itinerary code + nucleic acid test report form" when entering the community. Where the health code and itinerary code are found to be yellow or red codes, the personnel on duty shall immediately report to the community to which they belong. Residents who have abnormal symptoms such as fever, cough, diarrhea, fatigue, etc., must take the initiative to report to the community.

4. For residents under medical observation in home isolation, the public security, health, street (community) and property shall strengthen control and control, take temperature twice a day, and conduct nucleic acid tests regularly. "No flow, no door visits, and no gathering" between residents of each community and between residents of their own communities, all gathering places within the community are closed, and all kinds of gathering activities in the community are cancelled. Express delivery and takeaway are not allowed to enter the community, and the community should set up express delivery and takeaway delivery areas to implement contactless collection.

5. From now on, the residential property needs to continue to disinfect the entrances and exits of the community, the entrance of the unit, the elevator car and the buttons on a daily basis. For residential areas without property, the community to which they belong shall arrange for the deployment and deployment of prevention and control volunteer service teams, and strengthen control in accordance with unified requirements.

6. The people's governments of each town shall organize villagers to carry out autonomous management with reference to the above provisions, and strengthen the control of the entry and exit of personnel, materials, vehicles, etc. in each administrative village of the whole region.
