Announcement of the Liangzhou District Education Bureau on the Supplementary Recruitment of Unemployed College Graduates to Grassroots Employment Project Personnel

In order to comprehensively strengthen the construction of the team of public kindergarten teachers in Liangzhou District and solve the problem of insufficient professional kindergarten teachers, in accordance with the spirit of the Wuwei Municipal Human Resources and Social Security Bureau's "Notice on Further Doing a Good Job in the Employment of Unemployed College Graduates to the Grass-roots Level" and the Liangzhou District Human Resources and Social Security Bureau's "Announcement of Liangzhou District on Supplementary Recruitment of Unemployed College Graduates to Grass-roots Employment Project Personnel", after research, it was decided to recruit a group of unemployed college graduates to work in the district public kindergartens for the society. The relevant matters are hereby announced as follows:

1. Number of replacements

According to the implementation of the project of unemployed college graduates to the grass-roots level in Liangzhou District, the plan is to replace 15 project personnel, all of whom are kindergarten teaching staff.

2. Eligibility Requirements

(1) Graduates of ordinary colleges and universities in Wuwei who have not participated in the basic old-age insurance for employees and graduates of Xinjiang and Ethnic Minorities of Xinjiang and Tibet who are willing to work in colleges and universities in liangzhou District.

(2) Love the cause of preschool education, have a strong sense of professionalism and responsibility, good conduct, good performance, have the professional basic theories required by the post and the physical conditions for normal performance of duties, graduate from college or above, and have a kindergarten teacher qualification certificate, and obtain a Second Grade B and above Putonghua level certificate.

(3) Persons with any of the following circumstances must not register:

1. Those who have received criminal punishment for a crime;

2. Suspected violations of discipline or law are being investigated or reviewed but no conclusion has been made;

3. The period of impact of the sanction has not yet expired;

4. Where violations of discipline or rules are recorded in the creditworthiness archives during all levels of personnel examination recruitment examinations and the recording period is not yet complete;

5. Being included in the list of judgment defaulters by a people's court at the county level or above;

6. Personnel under conditions that are found to affect the employment situation during the review of personnel files, as well as personnel who constitute a recusal relationship after hiring, and who are prohibited by law from being hired.

3. Supplementary procedures

(1) Registration

1. Registration period: November 12 to November 16, 2021

2. Registration location: Room 127, District Education Bureau

3. Registration method: Take the way of on-site registration of the candidate.

(1) When registering, candidates should fill in the "Liangzhou District 2021 Support Unemployed College Graduates to Grassroots Employment Registration Form", and 2 recent two-inch color photos with a blue background.

(2) Candidates should provide the original and copy of their resident identity card (temporary identity card within the validity period), household registration booklet, academic certificate, teacher qualification certificate, Second Class B and above Putonghua level certificate and other materials.

(3) The application materials provided by the applicant should be true and accurate, and those who provide false application materials will be disqualified immediately upon discovery. Those who forge or alter relevant certificates, materials, or information to fraudulently obtain employment qualifications shall be handled in accordance with relevant provisions.

(2) Qualification review. The district education bureau and the employing unit shall dispatch staff to conduct a preliminary review of the qualifications of the applicants, and the district human resources and social security department that has passed the preliminary examination shall conduct a review.

(3) Inspection. According to the number of project indicators issued by the human resources and social security department, the qualified personnel for review are selected for investigation.

(4) Physical examination. In accordance with the Notice on Amending the General Standards for Physical Examination for the Recruitment of Civil Servants (Trial Implementation) and the Operational Manual for physical Examination for the Recruitment of Civil Servants (Trial Implementation) (issued by the Ministry of Human Resources and Social Security [2016] No. 140), the inspection of qualified personnel for political examination is organized. The time of the physical examination shall be announced separately, and the cost of the physical examination shall be borne by the candidate.

(5) Publicity. According to the results of the inspection and political review and physical examination, the personnel to be hired will be publicized, and the publicity period is 5 working days.

(6) Signing of labor contracts. If there is no objection to the publicity, the labor contract shall be signed with the employer in accordance with law, and reported to the District Human Resources and Social Security Bureau and the District Education Bureau for the record.

(7) Pre-job training. Employers will carry out pre-job training for the recruited personnel and start working on December 1.

Fourth, subsidy policy treatment

In accordance with the requirements of the 10,000 unemployed ordinary college graduates in Gansu Province to the grass-roots employment project, the employer and the recruiter sign a 3-year labor contract. Recruiters do not occupy the establishment of the establishment, do not belong to the establishment of personnel, according to the temporary recruitment of personnel management. After the expiration of the 3-year project, it will be determined according to the needs of the work. Recruiters enjoy the same policy as the original project recruiters, and from December 2021, each person enjoys a financial subsidy of 1500 yuan per month, and the subsidy period is 3 years. The employer shall sign a "Labor Contract" with the hired personnel, pay wages and remuneration not lower than the local minimum wage standard in full and on time, and pay various social insurances.

5. Others

1. If the hired personnel are unable to perform their own work or have violations of law or discipline during the employment period, the employment contract shall be terminated in accordance with law.

2. Due to major educational policy adjustments, or force majeure and other factors, the employment contract shall be terminated in accordance with law.
