Deyang City's "3×3 Model" has achieved remarkable results in promoting water administrative law enforcement

This year, Deyang City has taken innovative measures and adopted the "3×3 model" to promote water administrative law enforcement, and has achieved remarkable results. Up to now, the city has issued 3 yellow card warnings and 1 red card notification, implemented 17 procurement and waybill management projects, and included more than 260 enterprises in the credit system evaluation and management. (2) Three systems regulate law enforcement behavior. Three systems were issued: The Detailed Rules for the Implementation of the Administrative Law Enforcement Publicity System of the Deyang Municipal Water Affairs Bureau, the Detailed Rules for the Implementation of the Records of the Whole Process of Administrative Law Enforcement of the Deyang Municipal Water Affairs Bureau, and the Detailed Rules for the Implementation of the Legal Review of Major Administrative Law Enforcement Decisions of the Deyang Water Affairs Bureau. In accordance with the detailed rules, the Municipal Water Conservancy Bureau has published information such as the list of administrative law enforcement powers and responsibilities, law enforcement personnel, water-related laws and regulations, law enforcement inspections, and case handling on the Internet, recorded the entire process of administrative law enforcement by means of pictures, videos, and texts, and adhered to the legal review of collective bills and policies and regulations sections for major law enforcement decisions, and invited legal counsel to participate in the legal review work. Up to now, 63 major law enforcement decisions have been reviewed(3) and three safeguards have been made to improve law enforcement effectiveness.
