This is Huang Fei's mood after hanging up his post in Shangnan County and seeing that his efforts have paid off.

In December 2018, Huang Fei was selected by the organization to hang out in Shangnan County in the post of deputy secretary of the logistics party committee of Chang'an University, serving as a member of the standing committee of the county party committee and deputy county governor of the county government, in charge of transportation poverty alleviation, poverty alleviation in colleges and universities. During his suspension period, he made full use of the resource advantages of colleges and universities and his own technical advantages, actively participated in the poverty alleviation battle in Shangnan County, and effectively promoted the local poverty alleviation and economic and social development with his practical achievements.

After taking up his post in Shangnan County, Huang Fei, on the basis of comprehensive research, pinpointed the point of convergence between colleges and universities and grass-roots party building, and put forward the idea of "joint construction of schools and lands, complementary advantages, joint efforts, and leadership in poverty alleviation", promoting school-land interaction and strengthening school-site joint construction. At his suggestion, the Party Committee of Chang'an University and the Shangnan County Party Committee studied and decided that the 23 sub-party committees of the school had comprehensively carried out party building pairing assistance with the party committees of 10 towns (offices) and 22 deeply impoverished villages in Shangnan County, and established a "12122" assistance mechanism, that is, one school helped one county, two sub-party committees helped one town (office) party committee, and one sub-party committee helped a village party branch; the implementation of the "6 + X" assistance activities, through strengthening the construction of positions, carrying out skills training, carrying out poverty alleviation and poverty alleviation, establishing a civilized rural style, and strengthening the linkage of branches, Promote industrial development and other measures, promote the deep integration of grass-roots party building and precision poverty alleviation work, stimulate the endogenous motivation of the poor masses, enhance their hematopoietic function, and achieve benign development of strong organization, industrial prosperity, and people's prosperity.

Industry is the core of income growth and an important support for poverty alleviation. Huang Fei insists on combining poverty alleviation at the point with poverty alleviation on the surface, insists on grasping typical models and tree models, grasps poverty alleviation, promotes income increase, and actively expands the channels for stable income increase in poor villages. Since 2019, he has strived for Chang'an University to invest 4.9 million yuan in poverty alleviation in Shangnan County, implemented 20 industrial poverty alleviation projects, 1 cultural and educational project, 4 scientific research projects, 3 party building projects, and 5 people's livelihood poverty alleviation projects, directly benefiting more than 700 households and more than 2,000 people.

In the fight against poverty in Qingshan Town, Huang Fei mainly grasped the development of 14 poverty alleviation enterprises or industrial projects such as Shennong Rabbit Industry and Bailong Tea Industry in Qingshan Town, and strived to invest 2.45 million yuan, directly benefiting 524 households and 1265 people. With the help of alumni resources, he visited well-known enterprises, introduced Shangluo Taitianli Industrial Co., Ltd. to invest 6 million yuan, respectively, built 2 standardized pig breeding demonstration bases in Caojian Village and Jiting Village in Qingshan Town; actively coordinated with the Provincial Development and Reform Commission to win the supporting facilities of Shangluo Xurifu Industrial Co., Ltd. to help the poor and relocate the resettlement site, and strive for funds of 2.6 million yuan to drive more than 200 relocated people to the nearest employment.

As a cadre from a college, Huang Fei believes that consumption poverty alleviation has great potential. He closely combined campus consumption with the increase of income of the masses, and promoted shangnan county agricultural products to enter the kitchen and table at Chang'an University through three channels: window docking, welfare direct access, and table experience. Since 2019, the school has purchased a total of 6.596 million yuan worth of agricultural products in Shangnan County for the welfare of teachers and staff; opened a special counter for Agricultural Products in Shangnan County in the faculty and staff service supermarket on campus, focusing on the sale of Agricultural Products such as Shangnan Tea, Shiitake Mushrooms, Vermicelli, And Fungus; and set up a "Shangnan Specialty Dish Window" in the canteen for teachers and students, realizing the direct sales of mountain agricultural specialties and campus. At the same time, he actively contacted Xidian University and other universities to implement the consumption poverty alleviation model, which effectively promoted the entry of agricultural products into campuses and institutions in Shangnan County. Since last year, with the efforts of Huang Fei, many colleges and universities in Xi'an have purchased agricultural products worth more than 10 million yuan in Nan County, helping 354 poor households.

Get rich first to build roads, get rid of poverty first. As the deputy county magistrate in charge of transportation, Huang Fei has great responsibility for poverty alleviation in transportation, hard tasks, and many problems. In terms of solving bottleneck constraints, he has entered Beijing three times to run ministries and commissions, and strives for the transportation project of "Kouzi Town" out of Shaanxi. In the construction of the key project of the Shaanxi-Hubei Interprovincial Highway, the three-to-two project of Shangyun Road, he gave full play to his technical advantages, grasped the quality and improved the progress, and the three-to-two project of Shangyun Road was completed on schedule under complex construction conditions. In terms of grasping the integration of financial funds, he strived for the county party committee and county government to put traffic poverty alleviation in a prominent position, successively hardened 231.8 kilometers of village group roads, and treated 48 "oil back to sand" projects with 102.7 kilometers, achieving the goal of connecting cement roads to Danbei group and cement roads to Dannan natural villages. In particular, the 22 deeply impoverished village roads have been placed in the first place in traffic poverty alleviation, and 82.46 million yuan has been invested in the construction of 33 roads of 126.8 kilometers, which has greatly improved the traffic travel conditions of the deeply impoverished villages. He personally entered the province into Beijing, docking work, promoted Shangnan County to successfully create the first "four good rural roads" national demonstration county in Shangluo City, and planned major transportation projects such as 345 National Highway, through field research, multi-party demonstration, led the formulation of the "Shangnan County Village Group Road Maintenance and Management Measures", providing a solid transportation service guarantee for the economic and social development of Shangnan County.

Sweating and going all the way, Huang Fei handled one practical thing after another and promoted one work after another, benefiting the masses and helping local development.
