On September 29, the 29th meeting of the Standing Committee of the 13th People's Congress of Anhui Province voted to approve the appointment and dismissal of personnel and decided to appoint Liu Hui as vice governor of the Anhui Provincial People's Government. Decided to dismiss Deng Xiangyang from his post as vice governor of the People's Government of Anhui Province; Zhang Xi held the post of vice governor of the People's Government of Anhui Province.

Liu Hui, male, Han ethnicity, born in September 1966, from Lixian County, Hunan, began working in July 1985, joined the Communist Party of China in November 1995, graduate degree, doctorate degree in economics.

From September 1981 to July 1985, he studied in the Planning And Statistics System Of renmin university in Chinese, and after graduation, he served as a teacher in the department of education of Beijing FRP Research and Design Institute
