Yi Jiyong: The Ministry of Transport resolutely implements the decision-making and deployment of the Party Central Committee and the State Council, attaches great importance to the construction of Shanghai International Shipping Center, and mainly carries out the following work.

The first is to fully implement the goals and tasks of Circular 19 of the National Development Commission. In 2010, 2012 and 2016, we signed the "Memorandum of Cooperation on Accelerating the Construction of Shanghai International Shipping Center" with the Shanghai Municipal People's Government three times, fully supporting Shanghai in optimizing the modern shipping collection and transportation system, developing modern shipping services, and promoting and standardizing the development of the cruise industry.

First, enhance the depth and breadth of international cooperation, vigorously attract and actively cultivate international and national-level shipping professional organizations and functional institutions, and enrich the platform channels for Shanghai International Shipping Center to participate in international maritime governance. At the same time, we will also do a good job in service and guarantee work, so that the shipping organizations and institutions that have settled down can get better development in Shanghai and play a greater role. For example, we are promoting in-depth cooperation with the International Maritime Organization, continuously expanding and strengthening the functions of the Asian Maritime Technical Cooperation Center, thereby consolidating its international status as a regional functional institution of the International Maritime Organization.

More than 170 years ago, the North Bund opened its port with Shanghai, becoming a distribution center for import and export goods at that time, and also became one of the birthplaces of Shanghai's modern shipping industry. Shipping history is deeply imprinted on the North Bund, and until the 1990s, the North Bund riverside area still retained the dock function of Shanghai Port.

In 1999, China Shipping Group, China Ocean Container Shipping Co., Ltd., Shanghai International Port Group, Shanghai Shipping Exchange and other leading port and shipping enterprises and state-level shipping functional institutions successively settled in the North Bund, which also marked the first transformation and leap of the North Bund from a simple terminal operation function to the development of the shipping industry.
