——Hot Q&A——
"Openness and inclusiveness, innovation and change, win-win cooperation"
Q
China Central Radio and Television Corporation (CCTV): The theme of this forum is "Openness and Inclusiveness, Innovation and Change, Win-win Cooperation - Development and Restructuring of the International Shipping Industry Facing the Future", what are the main considerations for choosing these three phrases and twelve words?
A
Zhang Wei: We believe that the twelve words of "openness and inclusiveness, innovation and change, and win-win cooperation" well explain the direction of the development of the shipping industry in the new era and are also the guide for the construction of Shanghai International Shipping Center.
First, "openness and inclusion". Shipping is a strategic foundation and service industry for economic and social development, carrying more than 80% of the world's trade, and is also the earliest industry in China to "go out", playing an important role in opening up to the outside world as a "forerunner" and support guarantee. Under the background of the new era, the country needs a higher level of opening up to the outside world to build a new development pattern. As a bridge for international economic and trade cooperation, the shipping industry especially needs to uphold the concept of open development, continue to expand international exchanges and cooperation, promote industry change and innovation with an open and inclusive attitude, and play a greater role in ensuring the stability of the international supply chain and promoting the recovery of the world economy.
Second, "innovation and change". A new round of scientific and technological revolution and industrial transformation has developed in depth. The application of new technologies represented by digitalization will also bring new transformation and upgrading to traditional shipping. At the same time, the International Maritime Organization and the International Civil Aviation Organization have promoted the implementation of stricter environmental protection measures, which will promote its development in the direction of low energy consumption and zero emissions. At this forum, we arranged relevant thematic discussions, hoping that the shipping industry can seek development with innovation, accelerate the exploration and breakthrough of shipping technology and industry rule management mode, and continuously inject new impetus into the development of the industry, add new vitality and expand new space.
Finally, "win-win cooperation". In today's world, countries are interdependent and share common interests, and only cooperation can promote common development. In particular, the impact of the new crown epidemic has made us see the fragility of the industrial chain, supply chain and logistics chain, and maintaining the smooth flow of international goods and maintaining the health of the global supply chain system has become a common goal of the world. To this end, we hope that through this forum, we will advocate that colleagues in the international shipping industry join hands to jointly build a more reliable logistics supply chain service network and work together to ensure the smooth operation of the global economy.
It attaches great importance to the construction of Shanghai International Shipping Center and mainly carries out six key tasks
Xinhua News Agency: Shanghai's construction of an international shipping center is inseparable from the support of the Ministry of Transport. Can you tell us about the measures and results in this regard, and what will be the focus of the next step?
Yi Jiyong: The Ministry of Transport resolutely implements the decision-making and deployment of the Party Central Committee and the State Council, attaches great importance to the construction of Shanghai International Shipping Center, and mainly carries out the following work.
The first is to fully implement the goals and tasks of Circular 19 of the National Development Commission. In 2010, 2012 and 2016, we signed the "Memorandum of Cooperation on Accelerating the Construction of Shanghai International Shipping Center" with the Shanghai Municipal People's Government three times, fully supporting Shanghai in optimizing the modern shipping collection and transportation system, developing modern shipping services, and promoting and standardizing the development of the cruise industry.
The second is to promote the coordinated development of regional ports. Give full play to the role of the coordination mechanism of the regional port and shipping development of the Shanghai Combined Port Management Committee, support the deepening of cooperation between the ministry and the city, promote the construction of a world-class port cluster in the Yangtze River Delta, enhance the energy level of modern shipping services, and continuously improve the pattern of "one body and two wings" of Shanghai International Shipping Center.
The third is to support the innovation of the shipping system to be the first to try. Support the Shanghai International Shipping Center to rely on the construction of the Lingang New Area of the Pilot Free Trade Zone, explore and innovate the internationally competitive shipping development system and model, and form replicable and generalizable experiences.
The fourth is to promote the construction of key infrastructure. Promote the construction of Yangshan deep-water port, and in 2018, the shanghai Yangshan Phase IV automated terminal was completed and put into operation, which is the world's largest and most automated container terminal. The container throughput capacity of Yangshan Port Area has exceeded 20 million TEUs. Arrange funds to support the construction of the Yangtze River Estuary Deepwater Waterway Construction Project and upward extension project, the yangtze River Estuary South Trough Channel Governance, the Shanghai Port Container Inland River Collection and Transportation Channel and other projects, effectively improving the ability of the Yangtze River Golden Waterway to pass, and promoting the economic and social development of Shanghai and the lower reaches of the Yangtze River.
The fifth is to support the improvement of shipping service energy level. Actively guide the innovation and development of shipping technology, Yangshan Deepwater Port Area Phase IV fully automatic terminal has become the world's largest and most automated port area. Support the Shanghai Shipping Stock Exchange to release a series of shipping indices. Support the headquarters of shipping companies, the regional operation center of international liner companies, and shipping functional institutions to settle in Shanghai. Support Shanghai to hold international shipping forum activities such as the North Bund International Shipping Forum, and build an international shipping exchange and cooperation platform.
The sixth is to promote the continuous optimization of the shipping market environment. Our ministry has deeply promoted the structural reform of the supply side, focused on promoting the reform of key areas of the industry such as cost reduction and efficiency increase, decentralization and service reform, and promoted the modernization of the governance capacity and governance system of Shanghai International Shipping Center.
In the next step, our ministry will guide Shanghai to combine the pilot project of building a transportation power, further promote the development of Shanghai's comprehensive transportation system, accelerate the construction of Shanghai international shipping center, and build an upgraded version of the international shipping center.
Enhance the depth and breadth of international cooperation and support leading shipping service enterprises to "go global"
Jiefang Daily: This forum is the window for the Shanghai International Shipping Center to display to the outside world. From Shanghai's point of view, how will it better participate in international shipping affairs and issue a "Shanghai voice" in the future?
Yu Fulin: Shanghai's participation in international shipping affairs and integration into the international shipping governance system will mainly start from the following aspects.
First, enhance the depth and breadth of international cooperation, vigorously attract and actively cultivate international and national-level shipping professional organizations and functional institutions, and enrich the platform channels for Shanghai International Shipping Center to participate in international maritime governance. At the same time, we will also do a good job in service and guarantee work, so that the shipping organizations and institutions that have settled down can get better development in Shanghai and play a greater role. For example, we are promoting in-depth cooperation with the International Maritime Organization, continuously expanding and strengthening the functions of the Asian Maritime Technical Cooperation Center, thereby consolidating its international status as a regional functional institution of the International Maritime Organization.
The second is to support and encourage leading shipping service enterprises to "go global", actively participate in international shipping market cooperation along the "Belt and Road", and enhance the ability of global shipping resource allocation. In recent years, COSCO SHIPPING Group, SIPG Group and other leading enterprises in Shanghai, Hong Kong and Shipping have strategically laid out key nodes along the "Belt and Road" with outstanding results. In the future, we will continue to encourage and support enterprises to enhance the connectivity of "Belt and Road" facilities through the output of capital, technology and management, and serve the economic and trade cooperation of countries along the route, so as to better play the role of Shanghai International Shipping Center in radiating and serving national strategy and global development.
Third, relying on Maritime Institutions, Ship Inspection Service Agencies, Shipping Science and Technology Research and Development Institutions in Shanghai, etc., to strengthen forward-looking research in the fields of intelligent shipping and green shipping, do a good job in policy and technical reserves, actively participate in the formulation and revision of international maritime technical rules and standards, strive to form Chinese proposals in smart ships, green and low-carbon aspects, enhance the comprehensive ability to serve the world in the fields of shipping equipment, technology and standards, and improve the contribution of Shanghai International Shipping Center in international maritime governance.
It attaches great importance to the preparation of the forum, and carefully considers the time, topic setting and conference format
Shanghai Traffic Broadcasting: As the host, what preparatory work did Shanghai do before the forum? What will be the highlights?
Dong Aihua: As one of the hosts and organizers of the forum, the Shanghai Municipal Government attaches great importance to the preparation of the forum. Under the strong support and guidance of the Ministry of Transport and the joint efforts of relevant parties, the preparatory work for the forum is progressing smoothly. This is the first North Bund International Shipping Forum in Shanghai, and we have carefully considered and designed the time, content form and topic setting of the forum in the early stage.
The first is in the holding time of the forum. After more than 20 years of construction and development, Shanghai International Shipping Center has moved from "basic construction" to a new historical stage of "comprehensive construction". In the 2020 and 2021 Xinhua Baltic International Shipping Center Development Index Report, Shanghai International Shipping Center has ranked third in the world in terms of comprehensive strength for two consecutive years, Shanghai has gathered a number of international and national shipping functional institutions, the world's top liner companies, cruise companies, ship management agencies, classification societies, etc. have set up headquarters or branches in Shanghai, and aviation-related manufacturing, operation and service enterprises and institutions have also gathered.
Shanghai has established a green and efficient port and shipping logistics system, the container throughput of Shanghai Port has remained the first in the world, and all aspects of port customs clearance have basically achieved paperlessness. Shanghai has initially built a large international aviation hub in the Asia-Pacific region, and its airport accessibility is leading in Asia. Shanghai has also formed a modern shipping service system with complete functions, the scale of the shipping insurance market is in the forefront of the country, the shipping information service is developing rapidly, the maritime arbitration service is leading the country, and the influence of the shipping culture brand is gradually enhanced.
In the new round of development of Shanghai International Shipping Center, it is necessary to face the new situation of international politics and economy, and also need to grasp the new trend of industry development. Therefore, at this forum, international shipping, aviation-related organizations, national traffic management departments, representatives of well-known enterprises and industry experts and scholars will carry out extensive and in-depth discussions around the development of the shipping industry under the new situation, gather global strength and wisdom, and provide suggestions for industry innovation and sustainable development.
The second is the setting of the topic. In addition to the main forum and the two sub-forums of shipping and aviation, we have also set up five special forums, namely green and low carbon, safety and cooperation, justice and arbitration, digital and intelligence, finance and insurance. Security is the foundation of the development of the industry, and cooperation is the premise of the prosperity of the industry. The smooth flow of the global logistics supply chain and the recovery of economic trade require the global shipping industry to strengthen consensus, deepen cooperation, and innovate thinking and means in terms of industry safety and risk management and control.
Finance and insurance provide financial support for industrial transformation and upgrading and innovative development. Judicial arbitration provides a solid guarantee for creating a fair, safe and prosperous market environment. The developed financial insurance and legal service capabilities are abundant soil, which nurtures the growth of the shipping industry.
Green and smart are the most important trends in today's global shipping industry. Intelligence is the inevitable direction of modern scientific and technological innovation and iteration, and the two will shape a new shipping industry for us.
Third, in terms of the form of the meeting, the participation and dissemination methods are diverse. Due to the epidemic situation, we have considered many aspects such as guest invitation and transmission methods, and made a series of attempts. In terms of guests, representatives of international organizations, governments, well-known experts and scholars, enterprises and institutions will be invited to participate in this forum, and the proportion of foreign guests is about one-third, and the attendance has been basically confirmed. The forum will use video to communicate with overseas guests, and link up online and offline with the same frequency. In terms of the publicity of this forum, during the forum, the mainstream media, professional media and new media at home and abroad will publicize and report on the forum in an all-round way through various channels such as television, the Internet, newspapers and magazines.
Continue to give full play to the economic advantages of shipping headquarters and form a core bearing area for high-end shipping services
CBN: Why is such a high-level cooperation and exchange platform named "North Bund"? How will the new round of development of the North Bund help the construction of Shanghai International Shipping Center?
Zhou Rong: The North Bund is also prosperous because of the port. More than 170 years ago, the North Bund opened its port with Shanghai, becoming a distribution center for import and export goods at that time, and also became one of the birthplaces of Shanghai's modern shipping industry. Shipping history is deeply imprinted on the North Bund, and until the 1990s, the North Bund riverside area still retained the dock function of Shanghai Port.
In 1999, China Shipping Group, China Ocean Container Shipping Co., Ltd., Shanghai International Port Group, Shanghai Shipping Exchange and other leading port and shipping enterprises and state-level shipping functional institutions successively settled in the North Bund, which also marked the first transformation and leap of the North Bund from a simple terminal operation function to the development of the shipping industry. In 2002, with the development and construction of both sides of the Pujiang River in Shanghai, the scope of the North Bund Shipping Service Agglomeration Area was preliminarily planned. In 2005, the North Bund Shipping Service Agglomeration Area became an area in Shanghai featuring the shipping industry and shipping services in the modern service industry. In 2009, the relevant documents of the State Council clearly proposed to accelerate the construction of shipping service agglomeration areas such as the North Bund, Lingang and Lujiazui, and the construction of the North Bund and Shanghai International Shipping Center was deeply integrated, becoming an important part of the construction of Shanghai International Shipping Center. In August 2012, the Ministry of Transport awarded the North Bund the title of "Shipping Service Headquarters Base", and the Development Orientation of the North Bund featuring the shipping service industry has been widely recognized. This has also achieved another leap in the Shipping Service Industry of the North Bund from local promotion to national attention and support.
For more than 20 years, benefiting from the development and construction of the North Bund and the urban transformation and upgrading of Shanghai, the shipping industry of the North Bund has achieved a continuous leap from the "old wharf" to the "shipping street" to the "shipping service headquarters base".
So far, in the entire Hongkou area, 4700 shipping enterprises have gathered, with an average of 197 shipping enterprises settled per square kilometer, which can be said to be the area with the highest density of shipping service enterprises in the country. In particular, 12 of the world's top 50 liner companies have set up headquarters in Hongkou. The development of the North Bund area has effectively promoted the construction of Shanghai's modern shipping service system. The continuous upgrading of Shanghai's shipping service system has also laid a solid foundation for the industrial development of the Hongkou North Bund.
At present, the new round of development and construction of the North Bund has been fully accelerated, and in the future, a new landmark of Puxi with 480 meters will stand on the 4 square kilometers of land of the North Bund, with a building volume of 4.8 million square meters. The core area of 0.8 square kilometers will form a business volume of 3.5 million square meters and gather hundreds of high-energy enterprise headquarters.
The North Bund area will continue to give full play to the economic advantages of shipping headquarters, attract shipping enterprises, international organizations and functional institutions with international influence, and form a core bearing area for high-end shipping service functions. As the core industry of the development of the North Bund, shipping will benchmark the highest international standards and the best level, closely focus on "enhancing the ability to allocate global resources", focus on high-end, strengthen functions, enhance energy levels, accelerate the development of high-end shipping service industries, promote the high concentration, efficient allocation and high-speed value-added of global high-end shipping elements in the North Bund, and enhance the influence and discourse power of the shipping service industry.
The holding of the North Bund International Shipping Forum has more closely linked the construction and development of the North Bund with the construction of the Shanghai International Shipping Center, and we will seize such a major historical opportunity to accelerate the planning and construction of a new round of the North Bund, and realize the re-entrepreneurship and start of the North Bund shipping service.
