The reporter learned on the 26th that the Guangdong Provincial Special Inspection Institute received a letter of thanks from the frontier, thanking the Dongguan Inspection Institute of the Provincial Special Inspection Institute for completing the road safety testing and evaluation of 29 sightseeing vehicles and driving routes of Bazhou Swan Lake Tourism Development Co., Ltd. with high quality, solving the problems that have plagued the market supervision departments of Bazhou and Hejing County in Xinjiang for many years, and providing strong technical support for the safety supervision of sightseeing vehicles.
Bayinbrook Scenic Area is a World Natural Heritage Site and a National 5A Scenic Spot. A unique attraction in the scenic area, the 9th and 18th Bay of the Kaidu River, needs to be viewed at the Basilique Observation Deck. The 29 sightseeing cars in the scenic area are the only means of transportation on the approximately 3-kilometer mountainside trail connecting the foothills to the observation deck. In the peak season of the scenic spot, the sightseeing car is constantly shuttling up and down here, and the safety performance of the sightseeing vehicle and the operating environment of the driving route, especially the slope, are the most important objective factors that determine whether the scenic sightseeing activities can operate normally.
From September 9 to 11 this year, dongguan testing institute went to Bayinbrook Scenic Area in Xinjiang to conduct project-wide safety testing and road safety assessment of the driving route of scenic sightseeing vehicles for 29 sightseeing vehicles of the entrusting unit. The project is also the second bid section of the Dongguan Inspection Institute after serving the regular inspection of the pressure pipeline of the second and third line valve chambers of the "West-to-East Gas Transmission" in Xinjiang last year, and once again extended the technical service tentacles to the frontier of the motherland, and for the first time applied the self-developed instruments to the safety testing and evaluation of sightseeing vehicles and driving routes in tourist attractions outside the province.
After receiving the task, Dongguan Inspection Institute quickly set up a technical team led by party members, skilled and experienced senior experts, including 4 senior engineers, most of whom have more than ten years of experience in the inspection of special motor vehicles in the field (factory). They overcame unfavorable conditions such as dry climate and labor, fully carried forward the spirit of "four specialities", and as soon as they arrived at the scene, they went to the entrusting unit non-stop, communicated with the relevant responsible persons, carefully reviewed the data, carried out inspections in an orderly manner, and completed the inspection task with high quality.
At the inspection site, according to the current safety technical standards for special equipment, the experts solved the difficult problems encountered in the detection and evaluation of sightseeing vehicles and driving routes one by one from a professional technical point of view. It is worth mentioning that this project will be the Dongguan Institute of Testing independent research and development, has won the national award of the "non-highway tourist vehicle driving route slope measuring instrument (HSPT-1)" applied to the project test, greatly improving the accuracy of slope detection and the scientificity of the test results. After rigorous inspection and control, it was found that the engine could not start normally, the use environment did not meet the requirements, and the tire wear was serious.
In view of the problems found in the inspection, the project team of Dongguan Testing Institute gave full play to its technical advantages, listed the existing hidden dangers in detail, put forward a number of feasible rectification plans, and fully communicated with the entrusting unit in a timely manner, and combined with the characteristics of the use of scenic sightseeing vehicles, popularized relevant safety knowledge to the user units. Taking this entrusted inspection as an opportunity, it has solved some historical problems in the safety supervision and technical control links of local scenic spots for a long time due to weak professional and technical strength.
