The Taiwan Affairs Office of the State Council held a regular press conference today (27 July). Hua Ziqiang, an official of the US State Department, recently said at an online meeting held by the "Marshall Foundation of Germany" that China "misused" UN General Assembly Resolution 2758 to exclude Taiwan from international organizations such as the International Civil Aviation Organization and the World Health Organization. In this regard, Ma Xiaoguang, spokesman for the Taiwan Affairs Office of the State Council, pointed out that this year marks the 50th anniversary of the People's Republic of China's restoration of legitimate seats in the United Nations. Fifty years ago, the 26th session of the General Assembly adopted resolution 2758 by an overwhelming majority, deciding to restore all the rights of the People's Republic of China in the United Nations and recognizing that the representatives of the Government of the People's Republic of China are the sole legitimate representatives of China in the United Nations. General Assembly Resolution 2758 clearly and thoroughly resolves the issue of China's representation in the United Nations politically, legally and procedurally. The United Nations is an intergovernmental international organization composed of sovereign States. Taiwan is not a country, it is an inalienable part of China's territory, and China's representation in the United Nations is, of course, the right of representation of all of China, including Taiwan. Before the establishment of diplomatic relations between China and the United States, the United States had a bad record of trying to engage in "two Chinas" at the United Nations, but it ended in failure. The day of the adoption of resolution 2758 was also the time when the so-called "double representation draft resolution" submitted by the United States and other countries was rejected. The mistake of some people in the United States is to ignore historical and jurisprudential facts, deny the authority of GENERAL Assembly Resolution 2758, and attempt to overturn the case for the UNITED Nations ruling and confront the majority of the international community.
Ma Xiaoguang stressed: Taiwan is a part of China. The participation of the Taiwan region in international organizations and their activities must be handled in accordance with the one-China principle. The mistake of some people in the United States is that they ignore the one-China principle and the basic norms governing international relations, and even run counter to the US Government's repeatedly reiterated position of "not supporting Taiwan's membership in any international organization that must be joined by a sovereign state." The so-called "exclusion of Taiwan from the United Nations, the International Civil Aviation Organization, and the World Health Organization" is completely nonsense. The DPP authorities have long clamored for such fallacies as "Taiwan's representation" and "Taiwan's international space, that is, they want to separate Taiwan from China, and their essence is to engage in "Taiwan independence." The mistake of some people in the United States lies in the fact that they have encouraged the DPP authorities' "Taiwan independence" behavior and run counter to the US Government's long-standing stand of not supporting "Taiwan independence." We urge relevant officials of the US Government to scrupulously abide by the US Government's stand of not supporting "Taiwan independence" with practical actions, abide by the one-China principle and the stipulations of the three Sino-US joint communiques, be cautious in their words and deeds on the Taiwan issue, and refrain from sending wrong signals to the "Taiwan independence" forces.
