"Ever since the village decided to create an integrated disaster reduction demonstration village, the office has often been empty. It is not that the cadres are lazy, but that they all go into the village. It is already our habit to go to the villagers' homes to carry out work than to sit in the office and leave only one person on emergency duty. Chen Zhengyan, director of the Guojiacang Village Office, said.
Guojiacang Village has a large area under its jurisdiction, with a forest land coverage rate of more than 60% in the village, and most of the villagers are scattered and live in various places. The village is faced with a series of problems such as forest fire prevention and drowning prevention, and the people of the village committee have to start the "mountain and wilderness" work model, which also makes it more difficult to create a comprehensive disaster reduction demonstration village.
Since taking office in 2018, Zhu Wentao, secretary of the party branch of Guojiacang Village, has spent more than a year familiarizing himself with the situation of every household in the village, and the number of special groups such as the disabled and teenagers in the village is more than that of young adults, and the average annual income is about 20,000 yuan.

Zhu Wentao believes that because the villagers' living location is irregular, once there is a disaster or accident, the village cannot rescue in time, or even find out in time, which is the historical problem and management shortcomings in the village.
"Now that the problems are clear, let's solve them by creating a comprehensive disaster reduction demonstration village." According to the actual situation, Zhu Wentao set up 6 functional groups in the village committee, including the information group, the rescue group, and the patrol group, and he himself served as the commander-in-chief of the emergency command center. According to the geographical location of each team, the main hidden danger factors were determined, and they were divided into three categories: public security, fire, and geological disasters, and the emergency plan was customized.

In order to cope with extreme natural disasters such as earthquakes and floods, Guojiacang Village "tailored" emergency cards for each household according to the geographical location of the villagers collected by the disaster information officer, and posted the escape route map to the villagers' homes.
Relying on the efforts of the cadres of the village committee who "don't go home", Guojiacang Village successfully created a municipal comprehensive disaster reduction demonstration village.

"When it rains, if you find that there is rainwater flowing out along the cracks in the wall, you must strengthen your vigilance, do a good job of protection, and contact the village committee in time." On the afternoon of September 1, next to a cornfield, about 10 villagers, 10 small benches, and a "bench class" on comprehensive disaster reduction education were staged during the time period when the villagers were resting in farming.
In this "bench class," Yang Jun, deputy commander of the Guojiacang Village Comprehensive Disaster Reduction Command, was lectured, a tall, dark-skinned man. "Running around the mountains to pull villagers to class, I can't even get a tan." Yang Jun said with a smile.

In order to strengthen the publicity and education work and enhance the villagers' awareness of self-prevention, Guojiacang Village formulated a disaster reduction education plan in combination with the actual situation of the village. Yang Jun said: "Only when the villagers take a break from farming can they listen well." Disaster reduction education is to enable villagers to understand and master the basic escape skills and necessary disaster response techniques, only the use of propaganda columns, WeChat groups, QQ groups and other propaganda positions is not enough, the elderly and young people rarely read these messages. Face-to-face classes are the only way to have better results. ”
In addition to the continuous "bench classroom", the village committee also relies on important nodes such as the National Disaster Prevention and Reduction Day and the International Disaster Reduction Day to regularly carry out various forms of villagers' disaster reduction education activities, such as the Wanzi House Field Meeting and the Village Sound. At the same time, special groups such as the elderly, the disabled, and adolescents who are inconvenient to go out are carried out from time to time to carry out door-to-door visits and publicity.

Yang Jun told reporters that disaster reduction education is only the first step, and encouraging and guiding villagers' families to equip them with disaster prevention and reduction supplies and learn to use them is the key step to complete the education.
At present, in order to create a provincial-level comprehensive disaster reduction demonstration village, further improve the disaster relief system, and help villagers improve their ability to resist disasters, the whole village actively encourages villagers to apply for necessary insurance for the benefit of the people, such as rice planting insurance, small life insurance, and social security family property combination insurance. According to statistics, as of September, the village has purchased 681 related insurances, and all of them have been registered with the village committee.
