In commemorating Deng Xiaoping, we must not forget his historic role in reform and opening up. There was no other report at the Third Plenary Session of the CPC Central Committee, and at that time, the speeches of Hua Guofeng, Li Xiannian, and Deng Xiaoping were sent as reports to the members of the Central Committee attending the meeting for discussion, and Deng Xiaoping's report was actually the theme report of the Third Plenum. At present, the original outline written in pencil is still in my hand, and I think that this is a precious historical relic, that is, the Party History Office has come to ask for it, and I will not give it.
Around the topic of Shenzhen Special Economic Zone, Mr. Yu also specially wrote some text content for me, and immediately carried out serious deliberation and revision. As for the SAR, there were different and opposing opinions from top to bottom at that time. Mr. Yu participated in it, saw and felt a lot of resistance, in 1981 he went to Hong Kong, Hong Kong Secretary Xia Dingji heard that he was going, hoped that he would meet at the Governor's Palace after arriving in Hong Kong, after meeting mr. Yu introduced to Mr. Yu the measures we implemented in the Shenzhen Special Economic Zone, Xia Dingji said with a smile, this is good, it is easy to cancel together. However, Shenzhen's development was very fast, the results were remarkable, and by August 1982, when the Governor of Hong Kong, Dr. Youde, visited the Shenzhen Special Administrative Region, he had discussed the issues of concern to both sides, and they were no longer the mentality of Xia Dingji and Mr. Yu. After Deng Xiaoping went to the Shenzhen Special Economic Zone in 1984, he saw that the special economic zone was indeed up, and indeed broke out a road, the old man was very happy, and wrote an inscription for Shenzhen Zhuhai; after returning to Beijing, he said when talking with the responsible comrades of the central authorities about the opening up of the special economic zone to the outside world, saying that the special zone is a window, a window of technology, a window of management, a window of knowledge, and a window of opening up to the outside world. However, we can implement some policies of the special zone, and we still need to develop Hainan Island, and just after that, Comrade Xiaoping proposed to the central authorities to convene a meeting of 14 open cities in the coastal areas of the country, and China's reform and opening up took another big step forward. In June 1984, the central authorities held a national conference on coastal open cities in Zhongnanhai, Beijing, and on the last day of the meeting, Comrade Gu Mu asked Wu Nansheng to speak, and Wu Nansheng said, I will not speak, but Comrade Gu Mu and the comrades from the special zone must say Wu Nansheng, so Wu Nansheng made a speech, and when talking about the history of the special zone and its development, he recalled that in April 1979, Comrade Xiaoping said, "Just call it a special zone, Shaanxi, Gansu, and Ningxia are special zones, the central authorities have no money, you have to do it yourself, you have to kill a bloody road!"
