In 1963, Pan Ziqiang put forward the mainland's physical framework for practical health care, and completed a number of monitoring technologies and methods in ensuring the development of nuclear weapons and nuclear energy, making significant contributions to the establishment, development and development of the mainland's radiation protection discipline system and infrastructure. In the 1970s, he took the lead in carrying out, participating in and guiding the completion of the "National Environmental Natural Radioactivity Level Survey" and presided over the completion of the "30-year Radiation Environmental Quality Evaluation of China's Nuclear Industry". Articles such as "Formulating the Principles and Main Numerical Limits of Radiation Protection for Nuclear Power Plants" have played an important role in the environmental impact review of the site selection of Qinshan Nuclear Power Plant, and the systematic research on "energy and environment" that started from then and continues to this day has provided a technical basis for the environmental impact assessment of nuclear power in the mainland.

He actively promoted the establishment of the "radiation accident and emergency response system", made pioneering work in the establishment of radiation protection regulations and standard systems, and presided over the compilation of "national radiation protection standards" for many times.
