Gaoyou City is located on the north bank of the Yangtze River in the Economic Belt along the Yangtze River, in the middle of Jiangsu Province and the western edge of the Lixia River in the Yangtze River Delta. It is bordered by Xinghua City to the east, Jiangdu District, Hanjiang District and Yizheng City to the south, Tianchang City (Anhui Province) and Jinhu County to the west, and Baoying County to the north. The city is 165 kilometers southwest of Yangzhou City, 331 kilometers southeast of Wuxi City and Suzhou City, and 980 kilometers north of Beijing.

History of the building
Gaoyou, belongs to the sea retreat into a land in the shallow plains of the lower river. The ruins of Longqiuzhuang, which represent the prehistoric culture of the eastern part of the Jianghuai region, indicate that there was a splendid civilization of human beings in the territory more than 7,000 years ago.
During the Xia And Shang Dynasties and the Western Zhou Dynasty, Huaihai was the only yangzhou, which belonged to the domain of ancient Yangzhou.
In the Spring and Autumn Period, Wu Hangou Land, Yue merged with Wu Yue.
In the Warring States, Chu and Yue belonged to Chu.
In the twenty-fourth year of the reign of King Yingzheng of Qin (223 BC), he destroyed Chu, built a high platform, and placed a post pavilion, so the name Gaoyou, also known as Qin Post, belonged to Jiujiang County.
The Western Han Dynasty successively belonged to the Jing Kingdom, the Wu State, and the Jiangdu State. In the fifth year of Emperor Wu's reign (118 BC), Gaoyou County belonged to the State of Guangling.
In the Eastern Han Dynasty, Gaoyou County belonged to Guangling County. At the end of the Eastern Han Dynasty, Gaoyou County was abolished.
The Three Kingdoms, which belonged to Guangling Commandery, belonged first to Wei and then to Wu.
Western Jin Dynasty, Fugaoyou County, belongs to Linhuai County, Xuzhou.
In the Eastern Jin Dynasty, Gaoyou County belonged to Guangling County. During the Eastern Jin Dynasty and the Southern and Northern Dynasties, gaoyou northwestern (present-day Jinhu County, part of Tianchang City) was placed in You, Ji, Qing, Hezhou and Later Wei Ping'a County, thus forming the town of Bei'a (also known as San'a), and together with Ping'a Lake and Xia'axi, they were collectively known as San'a and other place names.
During the Southern and Northern Dynasties, the Southern Song Dynasty set up Gaoyou County, which belonged to Guangling County, and linze County, which belonged to Hailing County; From Nanliang, Guangye County and Shennong County were successively established, and the three counties of Gaoyou, Zhutang and Sangui were under the jurisdiction of Gaoyou County; Linze County is still part of Hailing County.
The three counties of Sui, Zhutang, Sangui, and Linze were still merged into Gaoyou County, which belonged to Wu Prefecture (soon renamed Yangzhou) and later to Jiangdu County.
Tang and Gaoyou Counties successively belonged to Yanzhou, Hanzhou, Yangzhou, Guangling County, and Yangzhou (all of which are now Yangzhou). In the first year of Emperor Xuanzong's Tianbao (742), parts of the three counties of Jiangdu, Liuhe, and Gaoyou were placed in Qianqiu County, and in the seventh year of Tianbao (748), it was renamed Tianchang County.
Five Dynasties and Ten Kingdoms, Gaoyou County successively belonged to the Wu capital Jiangdu, the Later Tang Dynasty Eastern Capital (Yangzhou), and the Later Zhou Yangzhou Metropolitan Governor's Mansion.
Song, Kaibao four years (971) set up Gao Youjun, directly under the Beijing Division. The edict reads: "But the high post of the other, called Dayi in ancient times, the meeting of boats and cars, the water and land should be rushed, it is advisable to build a military name, and look at the land with a majestic view." Gaosha County, Juntongxia Prefecture, with jurisdiction over Gaoyou County; In the fifth year of Xi Ning (1072), the army rebelled, and the county belonged to Yangzhou; In the first year of the Yuan Dynasty (1086), Gao Youjun was reinstated; In the fourth year of Jianyan (1130), the post army was elevated to Chengzhou, leading The Chengzhou and Tianchang armies, with jurisdiction over Gaoyou County and Xinghua County; In the fifth year of Shaoxing (1135), the prefecture was abolished, and the county belonged to Yangzhou; In the thirty-first year of Shaoxing (1161), he was reinstated as a soldier and still led the two counties of Gaoyou and Xinghua.
Yuan, to the fourteenth year of the Yuan Dynasty (1277), set Gaoyou Road, under the jurisdiction of Gaoyou and Xinghua counties; In the 20th year of the Yuan Dynasty (1283), it was changed to Gaoyou Prefecture, which had jurisdiction over the three counties of Gaoyou, Xinghua and Baoying, and belonged to Yangzhou Road. In the fourteenth year of Zhengzheng (1354), Zhang Shicheng built the capital in Gaoyou, and the national name was Great Zhou. At the end of the Yuan Dynasty, Gaoyou was changed to Sanfu.
Ming, Hongwu YuanNian (1368), Gaoyou Prefecture, Lingxinghua, Baoying County, belonged to Yangzhou Prefecture; In the fourth year of Hongwu (1371), he was promoted to the position of Gaoyouwei.
Qing, Shunzhi first year (1644), Set Gaoyou Prefecture, belonging to Yangzhou Prefecture, soon became a scattered prefecture. Ancient Gaoyou, historically known as "Jiangzuo Ming District, Guangling Shouyi", from the Song Army to the Qing Prefecture, has more than 900 years of experience in medium administrative divisions.
In the first year of the Republic of China (1912), the prefecture was abolished as a county. During the War of Resistance Against Japanese Aggression and the War of Liberation under the leadership of the Communist Party of China, the area south of the Chengzi River in Gaoyou County was successively subordinated to Jianggao Administrative District and Jiangdu County, and the area of Xilingtang in Gaoyou Lake was successively subordinated to Tiangao County, Ganquan County, Southeast County, Yiyang County, and Yizheng County.
On January 19, 1949, the whole territory of Gaoyou was liberated, and the people's democratic regime was established, and Gaoyou County was still located.
In November 1951, it was subordinated to Taizhou Special District.
In February 1953, it belonged to Yangzhou Special District.
In 1970, it was changed to Yangzhou District.
In 1983, the Yangzhou area was abolished and the prefecture-level city of Yangzhou was established, which was changed to Yangzhou City.
In February 1991, Gaoyou County was abolished and a county-level Gaoyou City was established. The implementation of the plan is separately listed, and it is still managed by Yangzhou City.
Administrative divisions
Before liberation, there were 106 townships and towns in the eight districts (later merged into 74 townships and towns).
At the end of 1941, after the Fifty-fourth Regiment of the Eighteenth Brigade of the Sixth Division of the New Fourth Army advanced into Gaoyou County, the eighth district (now Part of Jinhu County) including the Seventh District (now The Bridge District) was assigned to the east of Huainan Road, the north of the Fifth District Lin (Ze) Boundary (Shou) Road was assigned to Baoying County, and the Tenth District of Jiangdu County was assigned to our county. In the second half of 1942, after the establishment of the government of our county, it had jurisdiction over the first, second, and second divisions of the county.
Districts 3, 4, 6 and 10 (of which Districts 2 and 3 were under the custody of fan beixing from September 1942 to April 1943).
In February 1943, the area west of the Xiaguan River in Xingbei District of Xinghua County was assigned to the seventh district of our county; in April, the Fanbei Bureau was abolished, the second and third districts were directly led by our county, and the ten districts were assigned to Jiangdu County; after the summer, a total of eight townships were divided into four, six and seven districts to form the new five districts. At this time, our county had a total of seven districts. In order to adapt to the development of border areas, the reduction of pseudo-areas, the convenience of transforming the unreasonable establishment of township protection at any time, and the needs of weakening the feudal forces, appropriate adjustments have been made to the jurisdiction of the first, second, and third districts. The results of the readjustment were: The first district belonged to Lianzhi, Liutian, Tuoduo, and three townships to four districts, two Bao in Ergou Township and six in Dongtan Township to Bao'an Township; two bao in Longben Township in the second district, and four bao in Beining Township into Jiejia Township; three Bao in Donghui Township and four bao in Xianglin Township under the third district were divided into Hanliu Township, one bao in Jilin Township and four in Donghui Township were divided into Donghui Township; Lingxi Township and Sanyang Township were divided into Lingyang Township; three bao in Zheduan Township and three bao in Liutian Township in the fourth district were divided into Zhangguan Township; and seven bao in Si'an Township under the sixth district were divided into Zhangguan Township. One bao of Wuning Township was divided into Zhiguang Township; seven bao of Wuning Township were divided into Xuenan Township; seven Bao of Wuning Township and two bao of Wangying Township were divided into Xuebei Township; five Bao of Ziying Township and one bao of Longhua Township were divided into Zidong Township; and five bao of Lindong Township were divided into Yanghan Township.
In May 1945, the first district was changed to Three Duo District, the fourth district was Hekou District, the fifth district was Guanduo District, the sixth district was Jieshou District, and the seventh district was Huangpi District.
In November 1945, Longben and Hanliu Districts were transferred from Fanchuan County to our county.
From January to October 1946, gaoyou city and ten districts under the jurisdiction of the county were Hengjing, Linze, Situ, Jieshou, Maban, Sanduo, Ergou, Hanliu, Cheluo and Longben.
In January 1947, the abolished Shibao District and Shagou District of Shagou County were transferred to our county.
In July 1948, the district was changed to Shisha District, and in October of that year, the district was abolished.
On February 14, 1948, the Xiaji and Shuishui districts of Baoying County came under the jurisdiction of Gaoyou County; on March 28, the Linnan Working Committee was abolished, the Jieshou Was restored, and the Sanduo District Committee was restored; the Lindong Working Committee was renamed the Lindong District Committee. On October 18, Shisha District was assigned to the jurisdiction of Huangpi District except for Tanli Township, and Yudu was assigned to Xiaji District.
On January 19, 1949, the whole territory of Gaoyou County was liberated. At this time, there were thirteen districts, one hundred and fifty-three townships (towns), and nine hundred and thirty-eight administrative villages. On January 22 of the same year, The Fenshui District was divided into 13 townships of Fenshui and Lucun (the district of Fenshui district had jurisdiction over suyou, zhenjie, Hucheng, Songbu, Wadian, Lang'er, and Fenshui, and The district of Lucun had jurisdiction over Shengli, Xingyang, Xing'an, Shibei, Guying, Tongkou, Gaoyang, Shoulin, Wutang, Lucun, Qingyuan, Zhaoxi, and Weibei townships); on February 6, The towns of Zidang and Beibei in Huangpi District were assigned to hengjing districts; on February 11, Hanxia, Xinmin townships, and Huangpi districts of Xiaji District were assigned to the jurisdiction of Linze District, and the center of Ergou District. Zhongjian Township was assigned to the jurisdiction of Mapeng District, Liunan and Liubei Townships of Hengjing District were assigned to the jurisdiction of Sanduo District, Jieshou District was renamed Zhoushan District, Huangpi District was renamed Lijian District, and Ergou District was renamed Sanduo District; on February 17, Nanhu, Jingou and Minta Districts of Binghui County (now Tianchang County, Anhui) were transferred to the jurisdiction of Gaoyou; on February 19, Longben District of Jiangdu County was transferred to the jurisdiction of Gaoyou; on March 24, Shuishui District was assigned to the jurisdiction of Baoying County, and Xinping Township of Lingtang District, which belonged to Yizheng County, was transferred to the jurisdiction of Longben District of Gaoyou County; on April 9, Guanduo District was rezoned. On May 5, the three districts of Nanhu, Jingou and Minta were merged into nanhu and Jingou districts; one part of Minnan Township and one part of Sanhe, Xicheng, Daji Township and Xuenan Township in Linze District, baima, Longsheng and Simei townships in Zhoushan District were assigned to the jurisdiction of Guanduo District; on May 5, the three districts of Nanhu, Jingou and Minta were merged into two districts of Nanhu and Jingou; one part of Minnan Township and Liuba Township of Minta District was assigned to the jurisdiction of Nanhu District, and Yu was merged into Jingou District; on May 11, Longben District was divided into two districts of Cheluo and Baqiao, with Cheluo District having jurisdiction over thirteen townships and Baqiao District having jurisdiction over ten townships; and on May 23, Chunsheng, Linyang, Linxi, and Haixi Townships in Hanliu District, Jiangdu County, were placed under the jurisdiction of Sanduo District of Gaoyou County; on June 6, the entire territory of Lingtang District and Gongdao District of Yizheng County were assigned to the jurisdiction of Gaoyou; on June 8, the two districts of Shagou and Lijian were assigned to the jurisdiction of Xinghua County, the two districts of Xiaji and Lucun were assigned to the jurisdiction of Baoying County, and the Hanliu District of Jiangdu County was assigned to the jurisdiction of Gaoyou County; on October 10, the two villages at the northern end of Jingou Town in Jingou District were assigned to the jurisdiction of Baoying County; on November 19, Laoge Town was bounded by Hailing Creek. The east of the creek was assigned to the jurisdiction of Xinghua County; on December 15, Helai Township in Lingtang District was renamed Changji Township.
On September 27, 1950, Jingou District was renamed Minta District.
On August 21, 1954, the two districts of Minta and Nanhu were merged into Minta District, the six townships of the former Nanhu District were reduced to three townships, and the merged Minta District was a total of seventeen townships, and on December 29 of the same year, the administrative area was adjusted as follows: the three towns of Sanduo, Jieshou and Linze were assigned to the jurisdiction of Sanduo, Zhoushan and Linze Districts respectively; the townships of Zidang, Beibei and Qidong in Hengjing District were assigned to the jurisdiction of Xinghua County, Lianzheng Township was abolished, and Linbei, Shaguan and Zhiqiang Townships were newly built, with a total of eleven townships under the jurisdiction of the whole district; Minta District was abolished shiba, Minjian, Xihe and Hengqiao townships. The newly built Donghu Township has a total of seventeen townships in the whole district; Guanduo District abolished Xicheng and Qudun Townships, and the whole district has a total of ten townships; the new Panyang and Tang hometowns in Baqiao District have a total of twelve townships; Linze District is divided from Shagou District of Xinghua County into Dingjia Village under the jurisdiction of Faqing Township, and the new Wacang Township is newly built, with a total of fourteen townships under the jurisdiction of the whole district. After the adjustment of administrative regions, the county has jurisdiction over a total of 12 districts, namely urban areas, Cheluo, Ma shed, Zhoushan, Linze, Guanduo, Hengjing, Sanduo, Baqiao, Hanliu, Lingtang, and Minta districts; and has jurisdiction over 150 townships (towns).
In May 1955, Wu'an Township in the urban area was transferred to the jurisdiction of Cheluo District.
In February 1956, the administrative areas were adjusted as follows: guandu district and Cheluo district were abolished; 150 townships in the county were merged into 76 townships; village-level organizations were abolished, and 811 agricultural cooperatives were established.
In August 1957, there were 683 high-level agricultural cooperatives in the county.
In February 1958, the districts of Baqiao, Hanliu, Sanduo, Hengjing, Maban, Zhoushan and Linze were abolished; lingtang and Minta districts were retained; the 73 townships under the jurisdiction of each district in the county were merged into 36 townships (thirty-eight townships were actually established), and the four county-owned towns of town, Jieshou, Sanduo and Linze were established. On April 28 of the same year, Minta District was assigned to the jurisdiction of Baoying County, and the seven townships of ZhaoYong, Xiaji, Youying, Jiangzhuang, Shengli, Guying, Yingbei and parts of Suya Township in Baoying County were placed under the jurisdiction of Xiaji and Wangying Townships of Gaoyou County. On September 15, the county adjusted the original district (Lingtang) and thirty-one townships (towns) to eighteen townships (people's communes), and integrated the administrative cooperatives into 696 high-level agricultural production cooperatives. That is, the original towns, Wu'an, Cheluo, Zhahe, Xinmin and other townships were merged into towns (communes); dongdun, Zhangxuan townships and parts of Mapeng townships were merged into Dongdun Township (commune); Baqiao and Boqin townships were merged into Baqiao Township (commune); Tangzhuang and Shayan townships were merged into Tangzhuang townships (communes); Sanduo, Ergou and Situ townships were merged into Sanduo townships (communes); Ganduo and Pingsheng townships were merged into Ganduo townships (communes); Linze Town and Chuanqing townships were merged into Linze townships (communes); Zhouxiang and Guanduo townships were merged into Zhouxiang townships (communes); Zhoushan, Zhiguang Township was merged into Zhoushan Township (commune); part of Jieshou Town and Mapeng Township were merged into Jieshou Township (commune); Lingtang District was changed to Lingtang Township (commune); Longben, Yigou, Jiejia, Hanliu, Hengjing, Xiaji, and Wangying were still established according to their original structure.
In September 1958, the township and town system was abolished and 18 people's communes were established. On December 4, the communes of Xiaji and Wangying were transferred to the jurisdiction of Baoying County; Longben Commune was merged into Gaoyou (Town) Commune; and Jieshou Commune was merged into Zhoushan Commune. So far, there are fourteen people's communes in the county.
In April 1959, the two communes of Jieshou and Longben were restored; on April 19, Gaoyou Commune was divided into towns (including the Qinwang and Haozhi Brigades of Wu'an and Cheluo), two communes of Cheluo; two communes of Sanduo and Situ; Zhouxiang Commune was divided into two communes of Zhouxiang and Guanduo; and Dongdun Commune was divided into two communes of Dongdun and Mapeng. At this time, there were twenty communes in the county. On May 22, Lingtang Commune was divided into four communes: Lingtang, Shuqiao, Tianshan, and Guoji; the former Ergou Township of Sanduo Commune, and the former Nanfeng and Jianming Townships of Yigou Commune were merged to form Ergou Commune; the former Shayan Township of Tangzhuang Commune was changed to Shayan Commune; and the former Pingsheng Township of Ganduo Commune was changed to Pingsheng Commune. At this point, there were twenty-six communes, 470 production brigades and 4,511 production teams in the county.
In March 1960, the rural system was adjusted and merged into fourteen communes, namely, Town, Cheluo, Dongdun, Badao, Hanliu, Ganduo, Tangzhuang, Situ, Sandou, Ergou, Zhoushan, Jieshou, Linze, and Lingtang Commune; On March 23, the Xinmin Brigade of Cheluo Commune, the Taiping Brigade of the town, the Jindun Brigade of Jieshou Commune, and the Shahu, Luqiao, and Zhangdu Brigades of Huxi merged to form the Hubin Fishery People's Commune; the Xinghua County Guide Brigade was placed under the jurisdiction of Linze Commune in our county.
In October 1961, the farm was renamed Yanhe Commune, and Tangzhuang Commune was divided into two communes: Tangzhuang and Shayan.
In January 1962, the state-owned part of the forest nursery was renamed Gaoyou County Fruit Forest Farm. On June 30, with the approval of the region, it was agreed that our county should set up five districts according to natural pieces: Yanyun, Hanliu, Sanduo, Yingnan and Lingtang; set aside a part of the fruit forest farm to establish Yingnan Commune; set up four county towns, namely towns, namely towns, Sanduo Town, Jieshou Town, and Linze Town, and at the same time set up fourteen communes, namely Yigou, Ma shed, Longben, Sanyang, Hengjing, Pingsheng, Boqin, Jiejia, Zhouxiang, Chuanqing, Tianshan, Shuiqiao, Lingtang, and Guoji. On October 13, Gaoyou County Yundong Fishery Office was established.
In 1963, the Gaoyou County Breeding Pig Farm was renamed Gaoyou County Sericulture Farm.
In 1964, the five district committees of Yanyun, Hanliu, Sanduo, Yingnan and Lingtang were abolished. In February 1965, the three agricultural brigades under the jurisdiction of the town, Baota, Taishan and Wu'an, were set aside to form the Chengdong People's Commune; eighteen brigades were set aside from the Dongdun Commune to establish the Zhangxuan People's Commune; and the aquaculture farm and the Taishan Temple Breeding Farm were added. After the adjustment, the county is divided into thirty-one agricultural communes, one fishery commune, four farms (fruit forest farms, sericulture farms, aquaculture farms, and fine seed farms), fishery offices, one city, three towns, 628 production brigades, and 5,758 production teams.
In February 1966, the prefectural agricultural science research institute was established and the crop breeding farm was abolished. On April 2 of the same year, the commune along the river was abolished and the area was merged into the commune of Seongdong. After the adjustment, there are a total of thirty agricultural communes, one fishing commune, fishery office, three farms, one institute, one city and three towns.
In June 1969, the Yundong Fisheries Office was abolished.
In April 1971, the Institute of Agricultural Sciences was abolished.
In January 1973, the Institute of Agricultural Sciences was restored. On April 2 of the same year, the town community system was merged, and Linze Town was merged into Linze Commune, Jieshou Town was merged into Jieshou Commune, and Sanduo Town was merged into Sanduo Commune.
In September 1975, Gaoyou County Breeding Duck Farm was established.
On January 8, 1977, after the county party congress elected the CPC Gaoyou County Committee, it set up five dispatch agencies in the county, namely the core group of the Party along the yun film, the southern film, the eastern film, the northern film, and the western film.
On January 3, 1982, the five films were based on the core group of the original party, and the Lincheng, Hanliu, Sandou, Linze, and Shuiqiao districts were established respectively. At this time, the county consisted of one town, thirty-one rural people's communes, six farms, one institute, six hundred and ninety-one production brigades, five thousand six hundred and twenty-one production teams, seven residents' subdistrict offices, and thirty-one residents' committees.
On August 3, 1983, Gaoyou County began to reform the rural administrative system; by the end of the year, the county had restored the township (town) and village systems.
On May 17, 1985, the Jiangsu Provincial Government agreed to change the three townships of Linze, Jieshou and Sanduo to be reorganized towns.
On August 21, 1986, Baqiao Township and Shuiqiao Township were changed to organized towns.
On April 22, 1988, the Gaoyou County Government issued a notice that, with the approval of the provincial and municipal people's governments, Lingtang Township would be abolished and Lingtang Hui Nationality Township would be established in its original jurisdiction.
On June 16, 1993, the Gaoyou Municipal Party Committee decided to abolish the establishment of district-level institutions.
On September 10, 1996, the Gaoyou Municipal Government issued a notice to abolish Yigou Township, Tangzhuang Township and Shayan Township, and establish Longqiu Town, Tangzhuang Town and Shayan Town in their original jurisdictional areas.
In 1998, Ma She Township was abolished to establish Ma She Town, and Situ Township was abolished to establish Situ Town. In December 1999, Hubin Township and Wu'an Township were abolished and merged into Gaoyou Town, Zhangxuan Township was abolished and merged into Longqiu Town, Dianduo Town was abolished and merged into Hanliu Town, Shayan Town was abolished and merged into Tangzhuang Town, Boqin Township and Longben Township were abolished and merged into Xiejia Town, Ergou Township and Wuning Township were abolished and merged into Sandou Township, Ganduo Township was abolished to establish Ganduo Township, Chuanqing Township was abolished and merged into Linze Town, Yingnan Township was abolished and merged into Zhouxiang Town, Ganduo Township and Pingsheng Township were abolished to form Ganduo Township, and Dongdun Township (now an economic development zone) was abolished. After the adjustment, Gaoyou City has jurisdiction over 19 towns and 1 township.
From March 14 to 31, 2000, the total number of administrative villages in the city was withdrawn from 638 to 284, and the total number of villager groups was withdrawn from 5544 to 2879. On May 20, the Gaoyou Municipal Party Committee and the Municipal Government held a working meeting on the adjustment of the city's township zoning, and with the approval of the Jiangsu Provincial Government and the Yangzhou Municipal Government, 33 townships were withdrawn into 20 townships. On August 26, the Gaoyou Municipal Government decided that the Administrative Committee of Gaoyou Economic and Technological Development Zone was renamed as the Administrative Committee of Gaoyou Economic Development Zone of Jiangsu Province, and it was sent by the municipal government.
On August 1, 2013, Gaoyou Town was abolished, and gaoyou subdistrict offices were established in the administrative area of the former Gaoyou Town and the two village committees of Huangdu and Shili under the jurisdiction of Jiejia Town. 2. Abolish Mapeng Town, and set up Mapeng Subdistrict Office in the administrative area of the original Mapeng Town and the three village committee areas of Olin, Shuangmiao and Pagoda under the jurisdiction of Longqiu Town. 3. Abolish the town of Baqiao and the town of Jiejia, and merge the administrative areas of the former Baqiao Town and The town of Jiejia to form a new Town of Jiejia. 4. Abolish Tangzhuang Town and Hanliu Town, and merge the administrative areas of the former Tangzhuang Town and Hanliu Town to form a new Tangzhuang Town. 5. Abolish Situ Town and Sanduo Town, and merge the administrative areas of the original Situ Town and Sanduo Town to form a new Sanduo Town. 6. Abolish Hengjing Town and Ganduo Town, and merge the administrative areas of the former Hengjing Town and Ganduo Town to form a new Ganduo Town. 7. Zhouxiang Town and Linze Town shall be abolished, and the administrative areas of the former Zhouxiang Town and Linze Town shall be merged to form a new Linze Town. 8. Abolish Guoji Town, Shuiqiao Town, and Tianshan Town, and merge the administrative areas of the former Guoji Town, Shuiqiao Town, and Tianshan Town to form a new Shuiqiao Town.
As of 2016, Gaoyou City has 11 towns (subdistricts), 1 township (Lingtang Hui Nationality Township), 2 provincial-level development zones (Gaoyou Economic Development Zone, Gaoyou High-tech Industrial Development Zone), and 1 new district (Gaoyou Chengnan Economic New Area). There are 175 villagers' committees and 1787 villagers' groups; 52 community residents' committees, 453 residents' groups.
