That morning, a young teacher named Wu Chunrong from the Jiangshan Health Bureau was appointed by Capital Medical University (hereinafter referred to as "First Medical University") to introduce some students to the People's Hospital for internship. Talking about general medicine during the conversation aroused the interest of Director Zhang Yonglong.

General medicine is a new medical service model, integrating prevention, health care, medical treatment and rehabilitation, based on biological, psychological and social medicine, facing the family, focusing on the individual, and actively providing worry-free, labor-saving and money-saving health care. The model of general medical services appeared in the 1960s and has been implemented in more than 50 countries and regions. In 1988, the concept was introduced to China, and in 1989, the "General Medicine Association" was established in Beijing, and the Capital Medical College took the lead in setting up the "General Practitioner Training Center", and is seeking pilot units.
Wu Chunrong's words ignited the spark of Zhang Yonglong's thought. He thought that if the general medical service model can be integrated with China's current tertiary health care network, it will be a useful exploration and practice to solve the problem of farmers' difficulty in seeing a doctor and expensive medical treatment. Therefore, the Health Bureau conducted a serious analysis and research, and believed that the model of general medical services is in line with the actual health conditions of Jiangshan and can be promoted on a pilot basis.
Zhang Yonglong has worked in rural health centers such as Shimen, Changtai and Shangyu for 17 years, and has a deep understanding of the lack of medical care and medicine in rural areas. A township generally has only one health center, and to see a doctor, the villagers have to walk a long way, spend time, and affect agricultural work. Therefore, it is not a serious disease, generally can survive and boil, can drag on, the result is often missed the best diagnosis and treatment time, small diseases are dragged into serious diseases. Although there are also "barefoot doctors" in the village, because they have not undergone long-term professional study and the medical level is low, it is difficult to meet the growing medical needs of the villagers.
The idea of the Health Bureau has been valued and supported by the Municipal Party Committee and the Municipal Government. Therefore, Zhang Yonglong contacted the First Medical University through Wu Chunrong to discuss the pilot project of general medicine in Jiangshan. In May 1991, Gu Yuan, head of the General Practitioner Training Center of the First Medical University and associate professor, and four other people came to Jiangsu and decided to identify Sidu Town as the first rural general medicine pilot unit in the country. There are many reasons for this. First of all, the economic development level of Sidu Town ranks in the middle reaches of the Jiangshan Mountains, which has a certain typicality. Secondly, the Sidu Town Government has always attached great importance to health work. Third, Zhou Zhencang, the mayor of the town health, is relatively good at doing mass work, which is conducive to the development of this work.
Zhou Zhencang worked as a soldier and barefoot doctor, passed the provincial health system examination in 1980, and entered the Hejiashan Health Center. In 1984, because of his youth, vitality, ideological emancipation, and strong work ability, the 27-year-old Zhou Zhencang was appointed as the director of health in Sidu Town.
Zhang Yonglong is only 37 years old when he is the director of the Jiangshan Municipal Health Bureau, and he especially appreciates young people like Zhou Zhencang who dare to think and dare to do it. In that year, Zhang Yonglong made remarkable achievements when he was the director of Shangyu Health, which attracted the attention of higher-level organizations. In May 1984, Yan Fuchao, deputy secretary of the Jiangshan County CPC Committee and director of the organization department, and Chen Yanhua, vice minister of Jiangshan County, talked to him successively. In May 1991 and January 1992, Gu Pan, Liu Xiaoping, Wu Chunrong, and other responsible persons of the General Practice Medical Center of the First Medical University came to Jiangsu in batches to demonstrate the pilot work of general practice and discuss the pilot plan of general practice. The pilot work officially began, such as holding business training for the medical staff of the Sidu Town Health Center; guiding the establishment of health files for community residents, sorting, reviewing, analyzing relevant data, and establishing a database; according to the geographical location, living environment, population flow and patient visiting habits of Sidu Town, the town's 19 administrative villages and 14,000 population were divided into 4 communities, and each community set up a general medical station, and each station was equipped with 3 to 4 general practitioners.
In February 1992, the Party Committee and Government of Sidu Town held a mobilization meeting for the pilot work of general medicine, and Vice Mayor Zhu Yuying attended and spoke. In April 1992, Sidu Town established the General Medical Management Committee and formulated the "General Practice Medical Management of Sidu Town" and the "General Medical Implementation Plan". The pilot work of general medicine was included in the agenda of the municipal government that year and received financial support.
Everything was brand new, there was no experience to learn from, Zhang Yonglong they felt the stones to cross the river. In April 1992, Zhou Zhencang, Jin Qiuling, Wu Qinghua and other doctors from Sidu Town Health Center were sent to Beijing to participate in the national training course for general practitioners. What is even more exciting is that through the efforts of Jiangshan Health Bureau, Jiangshan General Practitioner Training Program was included in the national and provincial enrollment plan, and in September of that year, the first batch of general medicine trainees entered the First Medical University and Jinhua Health School for further study, becoming the first batch of general medicine professional medical students in the country.

In April 1996, Yang Yaosun, president of Shanghai Higher Medical School, and three directors of Shanghai Fengxian County Health Center came to Jiangjiang for inspection and exchanges. On February 7, 1992, another world general medicine expert came to Jiangshan to inspect and guide the pilot work of general medicine in Sidu Town, he was Li Mengzhi, associate professor of Taiwan Zhongshan Medical College, visiting professor of first medical university, and consultant of the World Association of Family Physicians. Li Mengzhi's work is very pragmatic and grounded. During the eight days in Jiang, four days went deep into Sidu Town to conduct comprehensive training for medical staff on general medicine knowledge and skills, and help solve some problems arising from the pilot of general medicine. Later, Li Mengzhi added his observations and thoughts in Sidu Town to his republished book "Family Medicine and Family Medicine Management".

On December 20, 1992, Yamang, Chairman of the Executive Board of the World Association of Family Physicians and Doctor of Family Medicine of Israel, on behalf of the World Organization of General Medicine, conducted a phased evaluation of the pilot work in Jiangshan. In October 1993, Zhang Yonglong, Jin Daxing and other major leaders of the Health Bureau, together with the person in charge of the General Practice Medical Center in Sidu Town, went deep into Fuzhu Street, Xitou Mountain and other places to conduct phased investigation and evaluation of the effects of the general medical pilot, and strived to find problems, standardize procedures, and prepare for the next step of expanding the scope of the general medical pilot.
In July 1995, the Health Bureau decided to start the pilot project of general practice and start the preparation of community general medicine stations. From Sidu Town to Shangyu, Daxitan, Dachen, Fengzu, Zhaojia, Hejiashan, Bowl Kiln, Tangling and other townships, from point to surface, scattered and combined, gradually pushed open, blossoming everywhere.
In the season of Ziwei blossoms, the first batch of general medicine trainees in Jiangshan graduated, including 7 from the First Medical University, 20 from Zhejiang Medical University, 40 from Jinhua Health School, and 20 from Quzhou Health School. On July 30, 1996, the oath of office was held at the Fuyuan Hotel, vowing to volunteer to choose the noble profession of general practitioner, be loyal to their duties, and dedicate themselves to the cause of rural medical and health care. Attending the oath-taking activities were leaders and experts of the Provincial Health Department, Quzhou Municipal Health Bureau, Zhejiang Medical University, Shanghai Medical College and leaders of the four major teams in our city. Zhang Yonglong, director of the Health Bureau, encouraged the graduates: "The countryside needs you. In 2000, villagers heard that Zhou Shaolin would transfer to the Fengzu Health Center and went to the health center to "intercede". In 1998, Zhang Yonglong was appointed vice chairman of the Jiangshan Municipal CPPCC Committee and director of the United Front Work Department of the Jiangshan Municipal Committee, leaving the health system where he had worked for more than three decades; in 2007, Zhang Yonglong retired. Looking back on the past, Zhang Yonglong has always paid attention to the development of Jiangshan's general medical work after retirement. In 2017, Zhou Zhencang also retired and set up a "Zhuangyuanli Health Care Hospital", a field with a strong connection with general medicine.
