Zhou Zhongyue (1876–1955 CE), courtesy name Shengfu (字生甫), was a Bai native of Jinhua Zhongyi Lane, Jianchuan County, Dali Prefecture, Yunnan Province. He formed the magazine "New Translation Circle" with Fan Xiren, Zhang Yaozeng, Xi Pingchen, etc., and engaged in translation. He collected Chinese and foreign pictures and wrote the book "The Beginning and End of Fa Zhan Annan".

In February of the first year of the Republic of China (1912), Sun Yat-sen resigned as president and recommended Yuan Shikai as the provisional president. In 1917, Zhang Xun was restored, and Zhou Zhongyue actively advocated Tang Jiyao's response to Sun Yat-sen's protection of the law: the Dianqian Jingguo Coalition Army was established, and Zhou Zhongyue served as the secretary general of the General Headquarters of the Jingguo Coalition Army.

In 1919, Zhong Yue acted as governor and presided over the Government of Yunnan, wanting to repair the internal affairs and make the people a little difficult. After the outbreak of the War of Resistance Against Japanese Aggression, Zhou Zhongyue was paid attention to by the Kuomintang Central Committee, and during his tenure as Minister of the Interior of the Nationalist Government, member of the State Council, vice president of the Examination Institute, and senior administrator of the Presidential Office, after Chiang Kai-shek launched a civil war in violation of public opinion, Zhong Yue felt deeply powerless to return to heaven, so he retreated bravely and kept the festival late. In the 28th year of the Republic of China (1939), Zhou Zhongyue served as the Minister of the Interior of the National Government, and still consulted the Tongzhi Museum from time to time, contributing to the compilation and publication of the "New Yunnan Tongzhi" as soon as possible, and died into the 266 volumes of the "New Yunnan Tongzhi", which was collected and submitted, collected 17 revisions of the old chronicles of the past dynasties, and was supplemented by the fact that Guangxu twenty-seven years (1901) was promoted for three years (1911). After the founding of the People's Republic of China, Zhou Zhongyue was elected as a member of the First National Committee of the Consultative Conference of the Chinese Government and a librarian of the Yunnan Museum of Culture and History, standing in the ranks of the people.
