Shen Guang is very strict with himself on the surface, giving the impression of being smart, capable and stable. In fact, he is a corrupt official who is cleverly disguised.
In 2007, after Shen Guangyou, the deputy secretary general of the China Animal Husbandry Association, was elected secretary general, in just over half a year, he instructed the financial staff of the association to directly remit the only 280,000 yuan in one of the association's off-the-books funds to his nephew's personal bank account.
Shen Guang's personnel relations are at the National Animal Husbandry Station of the Ministry of Agriculture. According to the relevant regulations, he is part-time in the China Animal Husbandry Association, receiving neither salary, benefits nor any remuneration, which is very regular and incorruptible on the surface. Two days after the 2011 Tibetan Mastiff Exhibition, Shen Guang called a farmer in Beijing and asked them to pay the exhibition fee. A few days later, Shen Guang drove to the farmer's mastiff garden and collected the 600,000 yuan exhibition fee from the two mastiff gardens in cash. No one else was present at the time, and Shen Guang did not issue a receipt. It can be said that no matter how much money there is, Shen Guang's "big and small take-all", you can imagine how strong his greedy desire is.
The rank is not large, and there are many tricks to "make money"
The China Animal Husbandry Association is a nationwide industry joint organization composed of enterprises, institutions and individuals engaged in animal husbandry and related industries, and is a non-profit social group with legal personality, which undertakes functions such as service, coordination, rights protection, self-discipline and management in industry guidance. Shen Guang served as the secretary general of the association and was specifically responsible for the daily work of the association.
According to people's general understanding, no matter the money, the project, or the resources, the community organization has no power, and Shen Guang is only a department-level cadre, not a high-ranking official, but no one expected that a major case of embezzlement of tens of millions of yuan had occurred. So, how did Shen Guang take these huge amounts of public funds for himself?
The results of the investigation show that although Shen Guang's method of committing the crime is not very clever, it is very secretive. In 2009, the China Animal Husbandry Association held the China Animal Husbandry and Feed Industry Exhibition in Chengdu, during the preparation of the exhibition, Shen Guang accompanied the leaders of the National Animal Husbandry Station to sign a tripartite contract with an exhibition center in Chengdu, the National Animal Husbandry Station, and an exhibition center in Chengdu; afterwards, Shen Guang, behind the leadership' back, privately signed a contract between the association and an exhibition center in Chengdu, and embezzled 2.013 million yuan of the association's public funds by driving down the price.
Signing the "Yin and Yang Contract" was the first step for Shen Guang, and then Shen Guang carefully designed the capital transfer route map. Why did everyone in these links obey Shen Guang's arrangement and objectively support and connive at Shen Guang's violations of discipline and law?

It seems to be a management norm, but there are many loopholes in practice
The China Animal Husbandry Association has established a set of management systems, and the relevant departments have audited the finances of the association many times, but no problems have been found.
The "Financial Management Measures of the China Animal Husbandry Association" clearly stipulates that the loans and expense reimbursements of the staff of the Association shall first be preliminarily examined by the director of the department, reviewed by the deputy secretary-general in charge, reviewed by the director of the finance department, reported to the person in charge of finance for approval, and finally paid by the cashier.
On the surface, the China Animal Husbandry Association has a "clean" big account, but behind it hides a small treasury secretly set up by Shen Guang and operated by financial personnel who obey his words: since January 2006, under Shen Guang's arrangement, in the name of facilitating Tibetan mastiff farmers, more than ten bank accounts have been opened in the bank in the name of the association's financial personnel, accumulating more than 11.709 million yuan in funds.
Especially in the work of cleaning up the small treasury in 2010, the China Animal Husbandry Association did not truthfully report the situation of the small treasury.
