On the afternoon of October 26, the Theoretical Learning Center Group of the Municipal Party Committee held a special study meeting to deeply study and implement the spirit of General Secretary Xi Jinping's important article "Solidly Promoting Common Prosperity", and further study and deploy high-quality development to build a common prosperity pioneer city.

Peng Jiaxue, member of the Standing Committee of the Provincial PARTY Committee and secretary of the Municipal Party Committee, presided over the meeting and made a speech. Peng Jiaxue pointed out that General Secretary Xi Jinping's important article on common prosperity is lofty, rich in connotation and clear in stance, profoundly explaining a series of major theoretical and practical issues such as "why common prosperity, what is common prosperity, and how to do common prosperity", providing scientific guidance and action plans for solidly promoting common prosperity. We must closely follow the goal of high-quality development and construction of a common prosperity pioneer city, study and understand a series of important expositions of General Secretary Xi Jinping on common prosperity, and in accordance with the deployment requirements of the central and provincial party committees, dare to be the first, dare to take the lead, constantly innovate the urban practice of common prosperity, and strive to make more experience and contributions to the construction of demonstration areas in the province.

Peng Jiaxue emphasized four requirements for doing a good job in the next step: First, we must focus on the goals and tasks and promote the acceleration of the race. Amplify the pattern, boldness and pursuit of demonstration first, in accordance with the requirements of "maintaining the leading position of the advantageous indicators, striving for the upstream of the midstream indicators, and catching up with the short-board indicators", strengthen special research, dynamic management, tracking and supervision, refine and implement the "four lists", grasp the breakthroughs one by one, and ensure that a number of landmark achievements that the people can know and feel as soon as possible are formed. Second, we must focus on the main direction of attack and promote policy bidding. Closely follow the narrowing of the "three major gaps", strengthen the overall planning of urban planning, do a good job in the pilot project of comprehensive improvement of the whole territory of land space, build a systematic, precise, balanced and inclusive public policy system, plan and implement the action of "expanding the middle and raising the low", promote the coverage of basic public services to the permanent population, accelerate the extension of infrastructure and high-quality public services to the countryside, and create seven "Zhejiang Yongyou" happy people's livelihood brands at a high level. Third, we must focus on bottlenecks and constraints and promote reform and efficiency. Grasp the "bull nose" of digital reform, strengthen accurate analysis, scientific judgment and effective response to the needs of the masses through data integration, create a number of common prosperity and multi-scenario applications, and make great efforts to break down the institutional and institutional obstacles that restrict common prosperity. Fourth, we must focus on co-construction and sharing, and promote governance and empowerment.
