As a retired soldier, Chen Jian, general secretary of the Party Branch of Huaxiyuan in Caoyang Xincun Street, Putuo District, always carried such a belief, took off his military uniform, he regarded the community as his "battlefield", always kept in mind his party membership, strictly demanded himself with the style of military service, did practical things for the masses, sought happiness for residents, and successfully transformed from a retired veteran to a "alley premier".
Different battlefields, "dare to fight" determination
Chen Jian graduated from school in 1996, after a period of social experience, the 20-year-old decided to change the status quo and go out of his own way, so Chen Jian entered the military camp with the support of his parents with the belief of serving the motherland.
After enlisting, Chen Jian was assigned to the 77123 unit in Deyang, Sichuan as an army air defense. Although in the era of peace, Chen Jianjian's determination to "dare to fight" for the soldiers has never wavered, during the 1998 flood, he and his teammates prepared equipment in advance, and maintained a high degree of vigilance when sleeping, just so that they could rush to the battlefield of flood relief at the first time. In the military, in addition to high-intensity training and tasks, his unit will often organize military-civilian joint construction activities to help nearby residents repair houses and repair roads. The experience of the army has tempered Chen Jian's will, and also let the purpose of "serving the people" take root in his heart, and he compares himself to a "screw", where he needs it, he will put himself wherever he wants, and this idea still affects him to this day.
Jian Chen retired in December 2000 and was awarded the "Outstanding Soldier" honor twice during his service. In 2016, he devoted himself to the grassroots work of the community and continued to serve the people, and since 2017, he has served as the general secretary of the party branch of the Guiyangyuan Residential Area in Caoyang Xincun Street and the general secretary of the Party Branch of the Huaxiyuan Residential Area. At the beginning of 2020, the new crown pneumonia swept in, and infected people appeared one after another across the country, and Chen Jian relied on his sense of distress, crisis and mission that he had cultivated in the army to perceive that the epidemic was menacing and related to everyone's life safety. Therefore, before the official investigation order was issued, Chen Jian had already taken the lead, held a meeting of the "two committees" team in the small Chinese New Year's Eve in 2020, formed a "red village protection team" party member assault brigade, and launched the members of the "two committees" team and young party member volunteers in the community to give up the upcoming Spring Festival holiday and devote themselves to the prevention and control of the epidemic in the community. He led everyone to work 16 hours a day to carry out "carpet- type" visits to the community. It took only 3 days to complete the preliminary mapping of 2369 residents in the 3 communities under its jurisdiction. When the order for a comprehensive investigation was issued, Guiyang Garden, under the jurisdiction of Chen Jian, had completed the task ahead of schedule, further ensuring the safety of the residents.
The epidemic situation is intensifying, the staff of the neighborhood committee is limited, the pressure of home isolation is increasing, and it is difficult for the labor to achieve comprehensive and dead-end prevention and control, in order to solve this problem, Chen Jian decided to use technology for prevention and control. He introduced the "zeta wireless electronic door magnet" device into the homes of residents, the "front foot" of the home isolation object opened the door, the "back foot" of the cadres of the neighborhood committee would receive an alarm text message, and the dual supervision of "civil air defense + technical defense" made the isolation no longer a slogan, which greatly reduced the possibility of the spread of the epidemic in the community. With the increasing number of quarantined people, in order to overcome their various doubts brought about by their inability to go out and fear of the virus, Chen Jian also cited the AI intelligent voice system, which involves question-and-answer dialogues according to the health management requirements in epidemic prevention and control isolation, and calls the 555 households in the community twice a day to inquire about body temperature, physical condition and answer common questions that the quarantined personnel are concerned about.
Face the risks head-on, give up the small home for everyone
The prevention and control work at the grass-roots level of the community is arduous and heavy, and it is at the forefront of epidemic prevention and control, but Chen Jian has always fought in the frontline of the fight against the epidemic, from conveying coordination, duty card, to visiting and mapping, summarizing and reporting, he always does it himself. When the risk comes, he always rushes to the front without hesitation. Once, when Jian Chen was on duty, he received a call for help, calling a little girl in the community who was in a period of home isolation, and the little girl cried and told Jian Chen that she suspected of having fever symptoms. After answering the phone, the street liaison officer, the relevant person in charge of the community health service center and Chen Jian rushed to the little girl's home for the first time. Wearing his own disposable plastic raincoat, wearing disposable gloves and goggles, Chen Jian, who took protective measures, took the initiative to communicate with the little girl, soothe her emotions, and accompany her to the nearby designated fever clinic hospital for treatment.
Chen Jian said: "These people from other places who come to Shanghai are not very old, they are unaccompanied in Shanghai, and it will be a lot of peace of mind to have us accompanying, I am familiar with the route to the hospital as a cadre of the neighborhood committee, in case there is a problem, I can avoid the spread of the epidemic." I am a secretary, and I was once a soldier, it is more appropriate for me to rush to the front, and other comrades can cooperate with the reporting, disinfection, and door sealing. ”
Jian Chen and his wife have two children together, and when the epidemic occurred, the youngest child was only 10 months old, which was the stage when babies were most susceptible to illness. Although Jian Chen came out early and returned late every day, he could hardly see the child, but he was still worried that he would bring the virus to the child, and every day when he returned home, he would spray his whole body with disinfectant and wash for more than half an hour before he could calm down. During the epidemic, Jian Chen's wife took on the responsibility of caring for her children and parents alone, and Jian Chen believes that "it is precisely because of the support and encouragement of his family that he can devote himself to the prevention and control of the epidemic in the community." ”
"Hardware" and "software" are equally important to achieve resident autonomy
In the work of community governance, Chen Jian constantly opened up work ideas and actively guided residents to autonomy. In the work of adding ladders to old public houses, before adding ladders to each building, Chen Jian will organize the residents in the building to set up a "three-person working group", which can be officially started after the establishment of the group, and he lets residents effectively participate in the work of adding ladders and give full play to the initiative of residents. In the process of promoting the work of adding ladders, Chen Jian also encountered many difficulties, such as the original drawings of the buildings could not be found, the intricate water, electricity and coal pipelines, and the narrow steel structure of the road was difficult to enter. In view of these difficulties, Chen Jian is always the first to use the "Red Chamber" platform to bring together the industry committee, property companies, street functional departments, public institutions, jia ti company and other units to solve the problem.
In addition to strengthening the hardware facilities of the community and creating a good living environment for residents, Jian Chen also actively organizes various cultural activities to enhance the happiness and satisfaction of residents' lives.
