In July 2014, an enterprise bid for the right to use the land for the "H2013Y40-G" state-owned construction project west of Houxiang West Road, north of Houxiang Road, east of Dongfu South Road and south of Houxiang North Road in Haicang District by way of public listing and transfer, with a land area of 11,181.64 square meters for industrial production. The contract stipulates that the project shall start construction before April 28, 2015 and complete construction by April 28, 2016. After the enterprise bid for the right to use the land for construction in the country, it did not start construction for a long time, and after repeated supervision by the relevant government departments, the project still did not progress.

The Haicang Branch of the Municipal Resource Planning Bureau shall investigate, verify and identify the land in accordance with the procedures in accordance with the relevant provisions of the Measures for the Disposal of Idle Land, and finally make an administrative decision to recover the land without compensation.

Dissatisfied with the decision, the enterprise filed an administrative reconsideration and an administrative lawsuit, which was concluded with the court's mediation and withdrawal of the lawsuit. In the end, the Municipal Resource Planning Bureau adopted the method of announcing the cancellation of the registration of the right to use land for land construction and recovered the right to use the land without compensation.

The Haicang Branch of the Municipal Resource Planning Bureau said that the disposal and utilization of idle land follows the principles of following laws and regulations, promoting the use of rights and interests, and information disclosure, and the next step will also vigorously publicize land management and idle land disposal policies, use legal means to strengthen land use credit supervision, implement post-approval supervision of land use, ensure the efficient use of land resources, further enhance the optimal allocation of land resources and the level of economical intensive utilization, build a dynamic management system for the whole life cycle of land, and provide a dynamic management system for the city's industrial development, investment attraction, The landing of the project provides sufficient spatial resources and land element guarantee.
