The contract stipulates that the project shall start construction before April 28, 2015 and complete construction by April 28, 2016. After the enterprise bid for the right to use the land for construction in the country, it did not start construction for a long time, and after repeated supervision by the relevant government departments, the project still did not progress.
The Haicang Branch of the Municipal Resource Planning Bureau shall investigate, verify and identify the land in accordance with the procedures in accordance with the relevant provisions of the Measures for the Disposal of Idle Land, and finally make an administrative decision to recover the land without compensation.
Dissatisfied with the decision, the enterprise filed an administrative reconsideration and an administrative lawsuit, which was concluded with the court's mediation and withdrawal of the lawsuit. In the end, the Municipal Resource Planning Bureau adopted the method of announcing the cancellation of the registration of the right to use land for land construction and recovered the right to use the land without compensation.
