Two tons of drugs in a mysterious fishing boat "evaporated in the world", and it turned out that they stole the day

author:One live

On the evening of February 12, 2016, the fifth day of the Lunar New Year, Shenzhen Futian District Erba Beef Hot Pot City.

The cold night sky in early spring is dotted with a few stars, and near the Huanggang Port, this brightly lit hot pot city is shrouded in the celebration of the New Year.

At 20 o'clock, a man dressed in black casual clothes, jeans, and white shoes walked into the hot pot city slowly. In the hall, there were several tables of people sitting sparsely, shabu-shabu, and the steaming mist was full of the fragrance of fresh beef.

"Casual clothes" went to the hot pot city, wanted a private room, found that there was no room available, and the friend who went to the appointment had not yet arrived, so he turned back to the hall and wandered around. He looked up and faintly felt two people at a table in the distance, staring at him. Through the steaming mist of the hot pot, a trace of murderous qi drifted from their eyes!

The heart of the "casual suit" began to beat violently, he pretended to go to the private room, suddenly turned sharply, rushed to the door of the hall, and squinted at the table in the distance while running, and suddenly found that the two men had stood up! Sweating profusely on his forehead, the "casual suit" sped up his pace and snatched the door out of the gate and ran wildly along the street.

Behind them, the two men in the hot pot restaurant just now had already run out and chased after them closely.

A taxi passed by the side of the road, "casual clothes" swooped to the front of the car to stop the car, opened the back seat door and jumped on it, while slamming the door shut while shouting at the driver: "Master, I was chased by the underworld, hurry up, they caught up!" ”

The taxi driver kicked the accelerator and pulled the man in the frightened casual suit to gallop away, and the two men who were chasing after him disappeared in an instant.

Five minutes later, hundreds of kilometers away, in the town government of Lufeng Jiazi Town, Shanwei, a row of police cars rushed out and rushed in the direction of Jinyuan Garden Community in Jiazi Town.

Before the police car was about to arrive at the entrance of the community, a man in pajamas and slippers appeared at the entrance of the community in a panic, jumped into a Toyota SUV jeep on the side of the road, and sped away in the opposite direction of the police car...

Almost at the same time, at the Huanggang port in Shenzhen, a Hong Kong man in a trench coat, sunglasses and gray hair hurried through the immigration checkpoint, and just out of the passage, several plainclothes policemen pounced on him and clicked to handcuff him.

This is the real scene on the night of the last centralized network collection operation of the Guangdong Provincial Public Security Department's "11•24" project. The "casual wear" and "man in pajamas" who escaped are the two main suspects in the case, Li Junpeng and Zheng Sen. This thrilling case began 3 years ago.

Where is the man behind the sea trafficking of tons of methamphetamine?

Around 2013, drug production and trafficking flooded Lufeng in Shanwei. In addition to the spread of made meth to all parts of the country and neighboring countries by land, there is also a mysterious maritime drug trafficking channel in the rivers and lakes: tons of methamphetamine are transported into the high seas through ocean-going fishing vessels, handed over to foreign drug dealers, and even directly transported across the ocean to the Philippines, Australia and other countries, and the price has directly risen from tens of thousands of yuan a kilogram to millions of yuan a kilogram, and the huge profits are amazing.

On December 29, 2013, the "Thunder Sweeping Drug" Shanwei Operation, which shocked China and foreign countries, began, when 3,000 police forces invaded the village of Lufeng Boshe, many deep wells for meth were found in the trees by the sea, and the amount of methamite hidden in some wells reached tons.

Presumably, it is likely that the resulting methamphetamine was loaded directly onto ships on the seashore and transported out of the high seas through mysterious sea drug routes for sale to foreign drug dealers.

Discovering and cutting off this mysterious sea drug transport channel has become one of the most important tasks of the Guangdong police after the "Thunder Anti-Drug" operation. After investigation by many parties, the chain of transactions in which the Hong Kong and Taiwan drug lords, as the black hand behind the scenes, manipulated the mainland drug producers and traffickers to manufacture drugs, and organized ships to transport them out of the sea and hand them over to foreign buyers, gradually became clearer.

On November 24, 2015, the Guangdong Provincial Public Security Department grasped an important clue: Hong Kong "triad" personnel were secretly contacting drug producers and traffickers in Guangdong to organize a large number of drug sources in Guangdong, secretly transported out of the sea, and sold to the behind-the-scenes boss "Dongge" in the Philippines.

The case was named "11•24" case, and Li Chunsheng, vice governor of Guangdong Province and director of the Provincial Public Security Department, gave instructions: All relevant departments directly under the department and all relevant prefectures and cities actively participated in and cooperated with each other to carry out the work of cracking the case. The Guangdong police set up a special case team headed by Guo Shaobo, then deputy director of the Department, and specifically commanded by Deng Jianwei, then director of the Narcotics Control Bureau, Zhai Kaixia, political commissar, and Jin Xiaoguo, deputy director of the Bureau.

On November 30, 2015, the headquarters of a "gangster" in Hong Kong. The "cousin" of shanwei people sat on the leather sofa in the office building office, looking directly at the "boss" behind the wide writing desk opposite.

"You have received 20 million from us, and if you can't hand over the goods, you can only be wronged to stay with us for a few days." "Boss," said slowly.

Looking at the office door of a few suits and leather shoes but with a murderous face, the "cousin" hurriedly squeezed out a smile on his face: "You can rest assured, I will evenly distribute 150 kilograms of goods to you first, and I will never renege on my word." ”

A few days later, the terrified "cousin" finally walked out of the "gang" headquarters and took a taxi straight to the Huanggang port.

On the evening of December 8, a rental house in Huizhou, Guangdong Province.

Piles of speakers piled up the floor of the rental house almost to the point of no foot, and the speakers inside the speakers were all removed and piled horizontally and vertically on the side, next to a small open space, neatly stacked with bags of white crystals.

A man was crouching in the pile of speakers, carefully filling the speakers one by one with a bag of white crystals and sealing the lid on the back.

Just when he was tired and sweating, the door of the rental house was slammed open with a bang, and the police with live ammunition rushed into the room and instantly pressed the man to the ground.

The man's name was Li Ningpeng, a native of Quanzhou, Fujian Province, and the cousin of the Philippine boss "DongGe". The bag of white crystals was 149 kilograms of methamphetamine.

Under the introduction of the "gangsters" in Hong Kong, Li Ningpeng just received methamphetamine from his "cousin" and was hiding it in a speaker to prepare for smuggling out of the country.

Where did the cars coming out of the farmers' market come from?

In the early morning of December 11, the wind and rain were intense. A brown Beijing Hyundai car sped from Shenzhen along the highway toward Dongguan.

In Humen, Dongguan, the car turned off the highway and drove into a nearby farmers' market. A few minutes later, another sedan pulled into the farmers' market. Two cars got up and down a few people, and carried several large bags of things to Beijing Hyundai. Subsequently, Beijing Hyundai Motor left the farmers' market, re-embarked on the highway, and sped away in the direction of Guangzhou.

In the rainy night, 5 police cars followed the car closely behind and drove in the direction of Guangzhou.

At the Guangnigh toll booth, the car had just entered the toll booth and was surrounded by police cars following behind.

Plainclothes policemen jumped out of the police car, rushed to the front of Beijing Hyundai with a gun, and signaled the driver to open the door and get out of the car.

The two men in the car looked at the muzzle of the black hole hole, their faces were green with fright, but they still closed the doors and windows.

There was a loud "pop", the window glass of the car was broken, and the police opened the door to enter.

But I saw the Hong Kong man in the driver's seat trembling, and urine flowed from the crotch of his wet pants, which had soaked most of the seat.

In the rear trunk of Beijing Hyundai, there are 212 kilograms of methamphetamine.

At the same time, another group of police officers launched an arrest of the "cousin" in Shenzhen.

At about 2:00 a.m., Renmin South Road, Luohu District, Shenzhen.

Under the dim street lights, a white Chevrolet sedan quietly parked on the side of the road outside the Industrial and Commercial Bank of China, and the car was a restless man.

A black Honda sedan drove by, slowly reversing and parked on the side of the road, right in front of chevrolet.

A gray Toyota sedan slowly approached Chevrolet from behind, parked at 45 degrees in a strange posture, blocking the chevrolet's retreat and steering departure lines.

Several policemen suddenly jumped from the two cars, armed with shield pistols, and motioned for the man in the Chevrolet sedan to get out of the car.

The Chevrolet, which had not turned off, suddenly lunged forward, crashed into the rear of the Honda, and then slammed back, "banging" into the side door of the Toyota sedan.

Only to hear a gunshot of "huh", but the man ignored it, continued to frantically step on the accelerator in the driver's seat, slammed the steering wheel, and the white Chevrolet was like a great white shark trapped in the cage, crashing back and forth, desperately crashing left and right, looking like it was about to break out of the cage!

The sound of gunshots sounded continuously, and 8 bullets fired by several guns broke through the night sky, whistling into chevrolet from the front windshield and side door, and the man in the car trembled a few times, and his expression fell painfully in the driver's seat, and Chevrolet finally quieted down.

Two tons of drugs in a mysterious fishing boat "evaporated in the world", and it turned out that they stole the day

The police shouted again to signal the man in the car to get out of the car.

A few minutes later, the man with his arm and body pierced by bullets, covered in blood, slowly pulled the car door open, fell to the ground, and then was handcuffed by the police and taken to the hospital for emergency treatment.

The man is the "cousin", his real name is Liu Lippo, and he finally tied his hands after being shot 3 times that night.

On that day, liu lippo, the "cousin" was arrested, as well as 10 other members of his gang.

Did the Hong Kong "gangsters" transport drugs four times?

On the afternoon of December 16, 2005, Zhaoqing Sihui City.

A man drove a dilapidated van to the market, bought dozens of sturdy cardboard boxes in one go, piled them on the back seat of the car, and hurried away.

That night, the van appeared at the Zhaoqing Dawang Golden Phoenix Hotel.

The van was inconspicuously stuck in the corner of the parking lot, leaving two deep wheel prints on the dirt road it passed, and the outline of a pile of cardboard boxes loomed through the rear window glass.

In the early morning of December 17, Zhaoqing Sihui Xinjiang Town. A black Toyota SUV is heading towards Shenzhen.

In the dark night road, a black Volkswagen suddenly overtook from behind, intercepting the way of the Toyota car, and the police who jumped off the car held a gun to signal that the 3 men on the Toyota car obediently grabbed it.

At the same time, in the parking lot of the Golden Phoenix Hotel in Dawang, a man who was preparing to leave in a Lexus car was also captured by the police.

Inside the parking lot, the van was opened, and in the back seat and tail box, dozens of cartons filled with bags of methamphetamine, totaling 560 kilograms, were ready to be sold to Hong Kong buyers for 500 kilograms and 9.6 million Hong Kong dollars.

At the same moment, in a village in the Dongcheng District of Sihui City, Zhaoqing, the third team of arresting police officers had come to the door of an abandoned metal processing factory in the deep mountains.

It is a hidden place halfway up the mountain, and it takes more than 10 minutes to enter the village to enter the village by trekking through a field of fruit trees, jumping over a few small ditches.

The pungent smell of ephedrine wafted through the air, and through the cracks in the trees, a simple hut in the processing plant was still lit up, and outside the hut, there were more than twenty large red plastic basins, and the pots filled with solution had produced white crystals.

The police quietly surrounded the entrance and exit of the farm, and then rushed to the hut with lightning speed.

Wherever the light of the flashlight went, 4 men were seen fleeing in all directions, two of them were preparing to climb over the wall to escape to the back hill, when the police who rushed to the wall violently pulled their hind legs and rolled down from the wall.

This is the "Shangjia" drug-making den supplied to "cousin" Liu Lipo, and all 4 on-site drug-making personnel were captured.

In addition to the 560 kilograms of methamphetamine that had just been transported from here to the Dawang Golden Phoenix Hotel in the afternoon, 171 kilograms of prepared methamphetamine, 1.21 tons of semi-finished products, 215 kilograms of ephedrine, the raw material for making drugs, and 8 criminal suspects such as Wu Chip were arrested in the den.

On December 26, 2015, the task force continued to carry out network collection in Zhuhai. This time, the target is the people within the drug trafficking gang responsible for finding the drug ships. In a bus stop in a high-tech zone in Zhuhai, the police arrested Luo Jiuyin and three other suspects who were preparing to smuggle drugs out of the country, seizing 24.1 kilograms of methamphetamine, and then arrested 6 criminal suspects in a rental house in the high-tech zone on January 11, 2016, and seized 211.9 kilograms of methamphetamine.

In accordance with the method of "luring the snake out of the hole," the special case group organized four centralized net collections and four times thwarted the attempts of the "gangsters" in Hong Kong to smuggle drugs out of the country.

On January 26, 2016, the task force once again found a drug den that supplied "gangsters" in Hong Kong.

This time at an abandoned farm in Bird Pit Village, Aojiang Town, Huilai County, Jieyang.

But when the police arrived, the inside had gone to the house empty, the site has been carefully and meticulously cleaned several times, carefully touched, the bucket of the ground is still hot.

From the analysis of the clues at hand, there have been recent changes in fishing boats in Shanwei Lufeng Jiazi Port.

This time, the task force encountered a truly sophisticated opponent.

And a mysterious fishing boat ready to carry poison out to sea?

On February 5, 2016, the 27th day of the old lunar calendar, Shanwei Lufeng Jiazi Town.

Mist from the sea drifted with the wind to the harbor pier, bringing chills.

On the shore of the pier, thousands of fishing boats are moored in a line, stretching all the way to the end of the water. At the bend of the shore, a fishing boat quietly huddled among the other fishing boats, its dark hull looming in the night.

At 5 a.m., a white BMW ghostly sailed through the mist, along the coast, and stopped at the West River pier. A man dressed in black jumped out of the car, lit a cigarette, and looked out for a fishing boat on the shore.

In a hidden room in a low house on the shore, investigators are watching the man's every move through the window...

On the dock, the man slowly finished smoking, slowly jumped into the car, drove around the harbor, and then drove straight back home.

The man who smoked was named Li Junpeng, in his early thirties, a Native of Lufeng, and his family was quite powerful in the local area, with many fishing boats under his family's name, running a car dealership in Foshan and a shop in Guangzhou.

At the end of 2015, after successive failures in organizing drug trafficking in the mainland to send drugs out of the country, a Hong Kong gang sent one of its main leaders in Tuen Mun, Lam Ho Yik, into the mainland.

The police found that Lin heyi contacted Zheng Huangchuang, a Lufeng native, and then contacted his cousin Li Junpeng through Zheng Huangchuang. At the same time, Zheng Huangchuang and his neighbor Zheng Sen, who lives in the same neighborhood, also often have secret exchanges.

Zheng Sen is a figure with a head and a face in Lufeng, and every year during the Spring Festival, he will set up a banquet in Lufeng to invite local party and government dignitaries, and many members of the party and government groups in Lufeng City will enjoy the feast.

The special case team deployed the Shanwei police to closely monitor Li Junpeng and others.

In the early morning of February 4, Li Junpeng suddenly ordered a large number of his men to carry supplies in lufeng jiazi port, and after two hours of busyness, all the personnel left. Judging from the situation of the reconnaissance in the front, Li Junpeng and others may have secretly loaded a huge amount of methamphetamine onto a fishing boat in Koshi Port and prepared to smuggle it out of the high seas.

As a sheltered harbor, Koshi Port is composed of river banks on both sides of the estuary of the AoJiang and Yingjiang rivers, with a narrow stretch of water in the middle of the two banks, and a narrow outlet at the end of the water. All ships entering and leaving the port of Koshi can only pass through this single exit. Therefore, the special case group asked the provincial border defense bureau to secretly dispatch border defense speedboats to block the outlet of Koshi Port, strictly investigate every vessel leaving the port, and resolutely block the passage of the drug fishing boat out of the sea. At the same time, front-line investigators have strengthened their surveillance and are ready to close the net at any time.

On February 5, Li Chunsheng, who has been paying close attention to the investigation and handling of the case, made an important instruction, asking that the case be handled as a landmark case of the "Hurricane 2016" special operation in the first year of the 13th Five-Year Plan. According to Comrade Chunsheng's instructions, Guo Shaobo, then deputy director of the Provincial Public Security Department, rushed to Shanwei to direct the operation to collect the net.

In the early morning of February 6, the day before the Lunar New Year Chinese New Year's Eve, gang member Li Chong drove a motorcycle to Koshi Port. The scouts trailed far behind Li Chong in the morning light. The motorcycle crosses the winding paths and stops at a shore at the pier. Li Chong jumped off his motorcycle and boarded a fishing boat on the shore carrying a bulging woven bag. The number Yue Luyu No. 28042 on the bow of the ship is clearly visible in the early morning sun.

Two scouts, a man and a woman, disguised as lovers, drove a motorcycle to the shade of the trees on the shore and looked through the gaps in the treetops. On the deck of the fishing boat, there were candles, tributes and couplets, and Li Tian and several others were holding a stick of incense, kneeling on the ground and reciting words. This is the activity of the local crew to worship the captain before going to sea, is the suspect about to drive the ship to the sea?

The command was put into a state of war. The police forces at sea and ashore are quickly in place and ready to close the net at any time.

After Li Tian and the others finished paying homage to the ship, they spread out the table on the deck, laid out the dishes, and began to eat. Several people ate while dripping and grunting and talking, as if discussing something. Although they were loud when they drank and touched their glasses, they all tried to keep their voices as low as possible when they spoke, and the content could not be heard at a distance.

When the sun rose from the sea level to the top of the head, the people on board were full of wine and food, but instead of driving the boat out to sea, they burped one by one and left the fishing boat one after another.

The gang members were very alert, and in order to avoid striking grass and snakes, the police did not send someone to the ship to investigate, and continued to monitor their every move from a distance.

Closing the net or suspending it? A controversial course of action

February 8, the first day of the Lunar New Year. Deng Jianwei, then director of the Narcotics Control Bureau of the Provincial Public Security Department, led several investigators of the Narcotics Control Bureau to the forward headquarters of the special case group to strengthen the command of the case.

The newly completed Lufeng Municipal Government Guest House is the temporary station of the task force, and the relevant personnel are busy in and out. Many members of the task force woke up early in the morning and felt a faint pain in their abdomen, and many people had diarrhea. At noon yesterday, the special case team had just eaten the New Year meal in the canteen of the Lufeng City Public Security Bureau. The special case team sent people to secretly inspect the ingredients in the restaurant and the dry food eaten overtime at night, but no abnormalities were found, so they strengthened their vigilance, and the case-handling personnel overcame physical discomfort and continued to stick to their posts.

On the afternoon of February 8, Guo Shaobo, Deng Jianwei and Li Shihua, director of the Shanwei Municipal Public Security Bureau, led the special case team to hold a case analysis meeting.

The investigation showed that the drug trafficking gang was likely to have loaded the methamphetamine on the fishing boat in Koshi Port on the evening of February 4, although the police who handled the case did not go close to the tracking on the night of loading the ship to avoid exposure, but the area where the gang members had been active was still roughly grasped, and one of the most suspected target fishing boats had been locked: No. 28042. However, the gang has a strong anti-investigation ability, although it experienced follow-up and monitoring in January, the police handling the case did not see anyone carrying drugs to the fishing boat, nor did they get on the boat to investigate on the spot. Whether the target fishing vessel is hiding poison remains unknown.

In the face of such a complicated case, two opinions have been formed within the command headquarters: one is that the place where the drugs are hidden has always been unknown, and for the sake of safety, the current network collection operation should be cancelled, and the net should be closed after the drug hiding place is clearly discovered; the other is that the criminal suspect's drug production and trafficking behavior has been very clear, and even if there is a risk of not being able to find the drug, the net should be closed according to the plan.

The consequences of the difference between the two opinions are also very clear: such as the cancellation of this net collection operation, a huge amount of methamphetamine is likely to flow into society, cunning drug dealers will continue to go unpunished, these will cause immeasurable harm, the hard work of the special case team participating in the early stage of the war police will also be in vain; if the net is collected according to the plan, once the drugs are not found on the target fishing boat, and the lawbreakers refuse to confess, the investigation of the case will face a great risk of failure, and the arrested criminal suspects may be released due to insufficient evidence, and bite back at the police. Filing of State compensation.

After some heated discussions, the command decided to change the method of border speedboats to seize fishing boats out of the port from secret inspection to public inspection, increase the deterrence of drug trafficking gangs, and closely monitor their every move, and strive to take action to closely collect the nets as soon as they leak out of the cracks and expose the drug hiding places.

February 9, the second day of the Lunar New Year. Drug trafficking groups still have no substantive action. On the same day, the command headquarters held a case analysis meeting as usual and decided that all posts should continue to stick to the same place.

After dinner that night, Deng Jianwei led several investigators from the Anti-Narcotics Bureau of the Department to walk together in the compound of the Lufeng Municipal Government.

On the empty courtyard square, the tall Deng Jianwei thoughtfully carried his hands behind his back and took a large and steady step forward, with a grim look.

The Spring Festival has arrived, and the investigators from all walks of life involved in the surveillance have been lurking silently for more than a month, sleeping in the wind, eating and sleeping day and night, and everyone is looking forward to the command headquarters to quickly blow the trumpet of the charge. However, because the drugs had not been verified to be hidden on the target fishing vessel and the suspects had not moved, the net collection operation had not been carried out.

One thought of heaven, one thought of hell. Commanders who make decisions require a great deal of courage and responsibility.

In the cold night, Deng Jianwei and several investigators took a walk while carefully analyzing the situation they had grasped: On the one hand, the investigation in the front showed that the drug trafficking gang should have carried the drugs to the fishing boats in Jiazi Port; on the other hand, after the police urgently dispatched border guard boats to blockade the port and strictly investigate the ships leaving the port, the personnel of the drug trafficking gang had recently shown obvious nervousness and cautious activities, and no one had been seen driving a ship out to sea.

Based on the above information, the task force came to a bold conclusion: "cargo" is on the ship, and the ship is in the port. That is, the drugs have been loaded on the fishing boat, but the fishing boat is still parked in the port of Koshi and has not yet sailed out.

After fully estimating the extreme situations that may occur after the network is closed and the countermeasures, Deng Jianwei further strengthened his determination to close the network as planned.

February 12, the fifth day of the Lunar New Year. Clues show that the first suspect, Li Junpeng, will meet with Lin Heyi, a contact person in Shenzhen and Hong Kong, that night to discuss the transfer and collection of the methamphetamine.

The special case group once again held a case analysis meeting, fully affirmed the basic case judgment that "the 'cargo' is on the ship and the ship is in the port," and made a decision: If there is a change in the fishing vessel in the harbor after Li Junpeng, Lin Heyi meets, the net collection operation will be immediately launched.

Guo Shaobo, then deputy director of the provincial public security department and head of the special case group who commanded the "Thunder Sweeping Drugs" Shanwei operation that shocked China and foreign countries, made the final deployment before the operation.

"Jianwei, I agree in principle with your network collection plan, please mobilize investigators with rich interrogation experience, and first communicate with the legal system department, and if you can't find drugs after collecting the network, you must immediately organize interrogations to try to make a breakthrough as soon as possible, and do a good job of coping with the situation when the suspect is released and brings state compensation."

Deng Jianwei looked up at his old leaders and colleagues in the special case group, and said firmly: "Please rest assured Director Guo that we will organize the interrogation force, study with the legal department in advance, prepare for the worst, and bear all the consequences after the net is closed according to the plan!" ”

Where did the tons of drugs hidden on fishing boats go?

On the evening of February 12, the assembly point of Jiazi Town, Lufeng City.

In the cold night sky, fireworks are flying in the sky and blooming in brilliant splendor, as if to remind people that the Spring Festival in 2016 is not over.

Two tons of drugs in a mysterious fishing boat "evaporated in the world", and it turned out that they stole the day

However, the public security police and border guards who are ready to go have no time to take care of the festive scenery of this new year. Many of them, who had given up their vacations from the new year before the New Year, had given up their family reunions, and even Chinese New Year's Eve meals with colleagues on missions.

Lin Yizhi, then deputy director of the Lufeng Municipal Public Security Bureau, stood on the square and commanded the team to assemble into a neat square.

At the same time, Shenzhen, hundreds of kilometers away, has also entered a critical moment.

The first suspect, Li Junpeng, pretended to bring his wife and children on vacation to Shenzhen, and after settling his wife and children in the hotel, Li Junpeng appeared in the agreed Erba beef hot pot city as planned.

Outside the private room, the cunning Li Junpeng found the police secretly monitoring in the hall, and then rushed to the outside of the hot pot city, and before the arresting police caught up with him, he stopped a taxi, falsely claiming to be chased and killed by the underworld, and let the driver drive him away.

On the way to escape, Li Junpeng called his family to escape as soon as possible. Half an hour later, when the police intercepted the taxi in which Li Junpeng had escaped, they found that he was no longer in the car.

Li Junpeng's sudden escape disrupted the rhythm of the special task force's original plan, and the command headquarters made an urgent decision: The operation to close the net was immediately launched!

At 23:26, nine arrest teams and one search team composed of dozens of police vehicles quietly drove out of the action assembly point in the darkness of the night and rushed to the location of several suspects in Koshi Town and the suspected fishing boats transporting drugs in Koshi Port.

At the same time, hundreds of kilometers away in Shenzhen and Foshan, the arrest and operation team also rushed to each predetermined target with a rapid thunderous momentum.

Jinyuan Garden Community, Jiazi Town, 5 minutes drive from the action assembly point. Connected into a series of high-end villas, it shows that the residents here are either rich or expensive in the local area.

Before the arrest team arrived, the second suspect, Zheng Sen, received a mysterious phone call at home, and Zheng Sen, dressed in pajamas and slippers, panicked and fled in a car from the entrance of the community.

The police car of the arrest team rushed into the community 3 minutes later, stopped in front of an alley in the community, and the arresting police and border guards rushed to a luxurious villa at the entrance of the alley.

The third suspect, Zheng Huangchuang, was on the second floor of his home, heard someone entering the hall downstairs, hurried downstairs to check, but collided with the arresting police on the stairs. Seeing the police officers with live ammunition, Zheng Huangchuang did not resist, stretched out his hands to let the police put on handcuffs, and escorted them to the living room on the first floor to sit down.

Two tons of drugs in a mysterious fishing boat "evaporated in the world", and it turned out that they stole the day

In Zheng Sen's home across the wall, the police only found his wife and children.

During the night's operation, criminal suspects Li Chong, Li Jin, and Li Naike, who had been active around the fishing boat, were also arrested in Lufeng, and Lin Heyi, a Hong Kong gangster who was preparing to join Li Junpeng, was arrested at the Shenzhen Pass.

Two tons of drugs in a mysterious fishing boat "evaporated in the world", and it turned out that they stole the day

While arresting the suspect, the operative police occupied the fishing boat No. 28042 in Koshi Port, which had been monitoring for many days, with thunderous momentum, and launched a carpet search. The cabins and decks of fishing boats were repeatedly and carefully searched in an effort to find hidden places such as hidden cells.

But reality is a cruel joke for everyone: no drugs are found on this fishing boat!

According to the clues at hand, it is likely that the drugs have been on the fishing boat. These drugs are at least tons huge, how did they "evaporate" in the human world on this fishing boat that is tens of meters long? If the drugs are on other fishing boats, according to the number of fishing boats currently in Koshi Port, it is really like finding a needle in a haystack.

On the other hand, the main suspects of The First and Second sides fled, and the methamphetamine was not found on the target fishing boat, and the case was suddenly confused.

A place to hide the poison in order to cover up the michigan

The interrogation began at 2 a.m. and continued until noon the next day.

The criminal suspect Li Chong and the no. 1 main suspect Li Junpeng are related, and Li Chong, who has been in the jianghu for many years, faces the interrogation police and puts on an expression that no one is afraid of, but from the performance of his thin clothes in the interrogation room, the police judge that he is actually very afraid. Sure enough, the next morning, Li Fill intermittently confessed the facts of the crime of participating in the handling of drugs. But when asked where the drugs were hidden, the cunning Li Chong began to run the train with his mouth full, saying that he was buried in the sand on the shore and saying that he had been put on a fishing boat.

As the interrogation progressed, the on-site drug search did not stop.

On the morning of February 13, the task force once again searched the fishing vessel No. 28042.

This is a typical motorized fishing boat on the coast of eastern Guangdong, with a load of more than 100 tons, a streamlined hull, a slightly upturned bow, and a high-horsepower diesel engine.

The task force opened the freezer compartment under the deck of the fishing boat's cabin, which was most likely to contain the poison, and carried the contents up piece by piece for a closer inspection. A pile of vegetables was moved up, followed by piles of ice slag, the usual food storage method for fishing boats when they go out to sea. After the ice slag was emptied, the two or three meters wide and one-person-high freezer was empty, and the task force began to knock on its bottom and four walls, hoping to find a sandwich or a dark grid, but did not find drugs, and then climbed into the diesel engine cabin at the bottom of the ship to check, but still found nothing.

After the search was completed, the police sent someone to drive the fishing boat No. 28042 to the dock of Koshi Port, and the whole ship was set up on the steel frame of the repair ship, looking like a dead fish hanging on the shore.

The persistent police handling the case wanted to cut the ship as a whole, trying to find drugs from the unknown dark compartment of the hull.

The Key to Locking Drugs: 28683

February 17, the tenth day of the Lunar New Year, noon.

Several of the arrested suspects have been escorted from Lufeng to the provincial detention center in Guangzhou for a new round of interrogation.

Li Naike is just a small role in the case, more than 50 years old, short and thick, rough and red skin, and he looks like a person who goes to sea with fishing boats all year round. Speaking of his wife and children, Li Naike's eyes lit up with tears.

The interrogation lasted from noon to night, and the sincerity of the police allowed Li Naike to lay down his burden and explain the important situation.

It turned out that Li Naike and several other personnel were hired by Li to carry the methamphetamine from the dock to a fishing boat in Koshi Port the night before the Spring Festival. After moving this batch of goods, Li Fill immediately gave 20,000 yuan to each person involved in the moving goods.

According to the direction of the Jieshi wharf to the drug-carrying fishing vessel described by Li Naike, the police of the special case group hand-drew a schematic map and immediately sent it to the front-line command, and the investigation range of the drug-carrying fishing vessels quickly shrank from more than 3,000 fishing boats in Jiazi Port to within 1,000 meters around the Jieshi wharf.

The clues collected by the interrogation are constantly gathered to the front, the area where the suspect fishing boat is located is gradually reduced to a few hundred meters, and the command headquarters instructs the front-line police to provide clues according to the interrogation, identify a batch of the most suspicious fishing boats, and carry out demolition one by one to find drugs!

The information given by Li Naike shows that Li Chong is a key person who has the information on drug fishing vessels!

February 18, New Year's Day, 9 a.m.

The police of the special case group launched a strong attack on Li Chong. Li Fill hesitated to speak, as if he wanted to explain, but did not open his mouth. Until the photos of the 5 Koshi port fishing boats were spread out in front of Li Fill. These photos are carefully selected from more than 30 photos of suspected fishing boats with drug possession from the front investigators. The police of the special case group told Li Chong that these fishing boats are highly suspicious, the police will dismantle and look for drugs one by one, according to the speed of dismantling 10 boats a night now, they will soon be dismantled, such as confessing before the police find drugs, they can be regarded as truthful confessions, and light punishment, and when the police find drugs, there will be no chance. Li Fill stared at these 5 photos, his hands and feet began to shake non-stop, he asked the police of the special case group for a cigarette, said that he should think about it carefully, and then smoked it in a hurry.

10 minutes later, when the police entered the interrogation room again, Li Chong suddenly stood up from his chair and threw himself on his knees, Police officer, you swear to heaven, is it that I have explained where the drugs are, can I not die... The police of the special case group looked at Li Fill, this who was not alive the night before, and now he is in tears.

Li Fill cried out, "Wow": "The bow of the boat in your 5 photos is a fishing boat with red and blue, which is a fishing boat carrying methamphetamine!" ”

"Ship number?"

“28683。 ”

"Where is the poison hidden?"

"The bow foredeck is 1.5 tons, and the stern engine compartment is 500 kilograms."

Two minutes later, the police who were searching the scene of Koshi Port received a call from the command: "The number of the fishing boat that hides the poison is 28683." ”

This fishing boat is parked 100 meters near the fishing boat No. 28042, which has been closely monitored by the police!

Two tons of drugs in a mysterious fishing boat "evaporated in the world", and it turned out that they stole the day

On the right vest deck of the cockpit, the police found a new welding mark, square in shape.

In the evening, criminal technicians from the Shanwei City Public Security Organs came to the scene.

As the cutting gears collide with the sparks of the steel plate, the weld opening is opened. Lifting the steel deck, a dark compartment appeared inside, and dense woven bags and cartons filled the vault.

Similarly, woven bags and cartons were found in the stern engine compartment. The police moved the woven bags and cartons out of the dark warehouse, one by one, opened, and bags of white crystals wrapped in transparent plastic bags appeared in front of their eyes, each bag weighing 1 kilogram, shining dazzling white light in the sunset.

After on-site inspection, the white crystals were all high-purity methamphetamine, and the bag arrangement covered the foredeck of the fishing boat, and the total weight reached an astonishing 2 tons!

Why did the main suspect disappear?

The situation that the personnel of the drug-making dens escaped in advance, the special case group had collective diarrhea before the operation of collecting the nets, and the escapes of Li Junpeng and Zheng Sen, the first and second main suspects, showed that there may be people within the police force acting as internal cops for criminal gangs and ventilating information.

While strictly investigating the "inner ghost", the police collected clues and pursued the two main criminals.

Let's start with Li Junpeng. After escaping in Shenzhen that day, Li Junpeng disappeared without a trace.

Six months later, a man who resembled Li Junpeng was found by the police in Foshan, Guangdong Province.

In LichongShang Village, Chancheng District, Foshan, a man named He Songguang rented a rental house on the 3rd floor alone, but on the balcony of his rental house, he sometimes hung out two different styles of men's clothes, and the amount of food he bought home on weekdays was enough for two people.

Disguised as a resident and a small trader, the police set up surveillance points around them and found that occasionally a man with a duck-tongue hat would come downstairs to buy something, but soon returned upstairs.

One day, He Songguang's girlfriend came to his house, and He Songguang took the people in the house to a nearby restaurant to eat. The police found two groups of people before and after, and then the lights in the room were all extinguished. The investigative police also opened a platform at the entrance of the restaurant, observing while eating.

More than an hour later, He Songguang and others left the door, and the "duck tongue hat" was also among them. The police carefully observed at the door and finally found his true identity! This person is not Li Junpeng, but Li Junpeng's younger brother Li Jundong, who is also on the run!

Starting from the people around Li Jundong, the police finally found that Li Junpeng's mistress Li Simin often went to a suite on the 20th floor of a unit in The Shangzhao Building in Longhua District, Shenzhen, which was rented by Li Simin, and there was often a short and fat man coming in and out on weekdays.

After several searches, the police set up a high-powered telescope on the roof of a high-rise building 500 meters away near the building, and observed the living room of Li Simin's rented house during dinner in the evening. A young man sat at the table and had dinner with Li Simin, and when his face turned to the camera, the police found that this person was Li Junpeng!

At 18:30 on November 16, 2016, the sunset had just sunk into the horizon, and every house had lights on and was eating dinner. On the 20th floor of a unit of the Shangzhao Building in Shenzhen, Li Junpeng's room where he was hiding suddenly lost power. Li Simin opened the door to check, and suddenly a group of people rushed in outside the door, pressing Li Junpeng and his "horse boy", the short and fat You Jianfeng, to the ground. After a few minutes of power restoration, Li Junpeng looked up and saw that he was surrounded by police officers from the Foshan Municipal Public Security Bureau. At the same time, Li Jundong was arrested by the police in a rental house hidden in Foshan City. A few days later, Li Junheng was also arrested in Foshan.

According to the interrogation afterwards, after Li Junpeng escaped from Shenzhen that day, he fled to Lufeng Jiazi Town overnight to hide for several days, and then entrusted someone to send a letter to his brother Li Jundong, and the two escaped together to Longjiang Town, Huilai, Jieyang, and hid for several days. In August 2016, Li Junpeng entrusted people to find his former mistress Li Simin, who helped rent a suite on the 20th floor of a unit in Shangzhao Building, Longhua District, Shenzhen, and after Li Junpeng's "mazai" You Jianfeng "tried to live" for a few days, Li Junpeng also sneaked here to hide. His younger brother, Li Jundong, ran to Foshan with He Songguang to hide. During the hiding period, the two Li brothers sent a message through You Jianfeng until they were arrested at the same time.

Who is the "inner ghost" whose mask has been peeled off layer by layer?

Let's talk about Zheng Sen. After Zheng Sen successfully escaped before the police arrived that night, there were many legends in society, and some people said that he fled to Jieyang, Huizhou, Guangzhou and even other provinces.

The police pursued him everywhere, but the cunning Zheng Sen never showed the fox's tail. In order to fully mobilize the masses to provide useful clues, on May 21, 2017, the Lufeng Municipal Public Security Bureau issued Lu Gongtong [2017] No. 005 Circular, awarding a heavy reward of 1 million yuan to collect reporting clues and arrest Zheng Sen.

Under the heavy reward there will be brave men. On the evening of June 30, the whistleblower was punched in by a mysterious person, who said that he wanted to provide important clues to Zheng Sen, but to interview Li Shihua, vice mayor of Shanwei City and director of the Public Security Bureau. At 21:00, Li Shihua met with the mysterious whistleblower in Shanwei, and then immediately deployed police forces to arrest Zheng Sen.

In the early morning of July 1, the summer heat was hot, and the villagers of Yuchi Village in Lufeng Jiaxi Town were still sleeping in their dreams. Several police cars quietly entered the village, and more than 30 swat police officers, who were fully armed, surrounded a 3-story house on all sides under the cover of night. SWAT team members slammed through the door and stormed the rooms, launching a search for each room. In a bedroom on the 2nd floor, a middle-aged man wearing vest pants and messy hair and beard is sitting in front of the computer playing poker, seeing the police, his scattered eyes reveal despair, but also a little inexplicable relief. This person is Zheng Sen, who has been hiding in Tibet for a year and a half, and his life of living in an uncertain place has tossed him a lot older, and he has completely lost the style of a big man. Zheng Sen did not resist and obediently let the police put on handcuffs.

It turned out that on the night of February 12, 2016, Zheng Sen learned in advance from the "inner ghost" that the police would carry out the operation, and even before he could pack up his things at home, he fled in pajamas and ran to his friend Liu Foshui's home in Chengxi Village, Lufeng Jiazi Town, overnight to hide. Because the outside police are very tight, Zheng Sen hid for a year, during which Zheng Sen's brother Zheng Yonglin provided him with financial assistance.

Seeing that the police wanted to increase, Zheng Sen then went to hide in many places, and finally hid in the home of his friend Li Hanshui, until he was finally arrested.

Li Junpeng, Li Jundong, and Zheng Sen were arrested one after another, and Li Simin, You Jianfeng, He Songguang, Liu Foshui, and others who participated in harboring and shielding the three of them were also arrested by the police. At the same time, Li Junpeng's parents Li Lu and Li Liangzhao were also arrested in Lufeng.

After Li Junpeng and Zheng Sen were arrested, the "inner ghosts" of the police force could no longer be hidden.

Soon, Wu Muqiang, then mayor of Jiaxi Town, Lufeng City (who was once the director of the Jiaxi Police Station), and Zheng Hailu, then director of the Lufeng City Public Security Bureau, were successively investigated by the organization.

The secret passage to transport the poison out to sea was cut off

Lin Heyi, who is responsible for connecting with Li Junpeng, is one of the main responsible persons of a "gangster" In Hong Kong, Tuen Mun Area.

After Lin Heyi was arrested, he was detained in the provincial detention center. Under the patient guidance of the interrogating police, he told the story behind the fishing boat's drug transport.

At the end of 2015, after several attempts to organize the shipment of drugs abroad were foiled by the Guangdong police, Lin Heyi was selected as a liaison by the gang's internal lottery and entered the mainland to find the source of drugs again. Lin Heyi found Zheng Huangchuang, a very powerful local figure in Lufeng, and Zheng Huangchuang introduced him to Li Junpeng, negotiated that Li Junpeng would organize the supply of drugs, and hired a distant-water fishing boat to transport it to the high seas to trade with the Philippine buyer "Dongge".

The two sides initially agreed to trade 1,100 kilograms for 30,000 yuan per kilogram. Li Junpeng found his parents Li Lu and Li Liangzhao, his younger brothers Li Jundong and Li Junheng, his cousin Zheng Huangchuang, his uncle Li Fill, and others to conspire against the "big plan." Zheng Huangchuang's neighbor Zheng Sen was acquainted with Cai Yingluo, a fugitive drug master in Lufeng Boshe Village, and the two sides hit it off immediately, with Zheng Sen and Cai Yingluo being responsible for drug production, and Li Junpeng and his family looking for a ship and crew to transport the poison to the sea for delivery, and to find a Hong Kong buyer to collect money.

In early December 2015, Lin and Yi handed over a deposit of HK$12 million to Li Junpeng on several occasions through a large truck driver traveling between Guangdong and Hong Kong. Li Junpeng purchased 900 kilograms of methamphetamine from Zheng Sen and Cai Yingluo, handed it over to Li Chong and others to carry it to a small fishing boat driven by Li Naike and transported it to the ocean-going fishing vessel No. 28042. On December 20, Li Jin led three crew members out to sea on the high seas, contacted the Hong Kong buyer's receiving vessel via satellite phone, and handed over the drugs to the other side. Lin Heyi then handed over the balance of 17 million yuan to Li Junpeng through an intermediary.

With the first successful cooperation, the two sides negotiated at the end of 2015, and hong Kong buyers again purchased 2,000 kilograms of methamphetamine from Li Junpeng, also on the high seas. Lin Heyi used the old method to hand over the deposit of 17 million yuan to Li Junpeng in batches and urged Li Junpeng to deliver the goods as soon as possible. Zheng Sen and Cai Yingluo rented a farm in Huilai Aojiang Town to manufacture methamphetamine, and successively produced 1400 kilograms of methamphetamine and smuggled it back to Jiazi Town. After receiving the report from the police "inner ghost", the den was transferred before the police investigated and punished.

The remaining 600 kilograms were not enough, and Li Junpeng's family found someone to buy enough. Subsequently, the batch of methamphetamine was transported by Li Naike and others to the 28683 distant-water fishing vessel in small fishing boats. Before the batch of methamphetamine was ready to leave the port, the Guangdong police deployed border speedboats to block the outlet of JiaziGang and began to closely monitor Li Junpeng's gang, but the Hong Kong buyers who gave the deposit repeatedly urged Li Junpeng to go to sea to deliver the goods. Li Junpeng also wanted to take a risk, through his brothers in Hong Kong, Li Junheng, Yolin and Yi, in Shenzhen Beef Hot Pot City on February 12. On the evening of February 12, Li Junpeng, who was already like a frightened bird, fled on the spot in hot pot city, and the fifth centralized net collection operation of the "11•24" case was immediately launched.

Perhaps knowing that he was facing severe punishment by the law, or perhaps fearing that his family would be retaliated against by the gang, Lin Heyi was afraid after confessing. Shortly after Li Junpeng was arrested, one day Lin and Yi suddenly had a heart attack in the detention center, and the guarding police rushed him to the hospital for rescue, but after two consecutive days of hard work by doctors, they were still unable to return to heaven, and Lin and Yi died.

The successful detection of the "11•24" case has opened a milestone chapter in the Guangdong police's crackdown on drug smuggling at sea, and has accumulated valuable experience for the police to deeply crack down on the transit and distribution of bulk drugs. After the successful investigation of this case, under the command of the Ministry of Public Security, the Guangdong police worked closely with the police in many provinces in China and outside Hong Kong, Thailand and other places, and successively cracked a series of major cases of drug smuggling at sea, such as "406", "601" and "705", which made the cross-border drug smuggling criminal group feel frightened.

2 tons of methamphetamine, in the overseas market in 2016, can be sold to a staggering 1.6 billion yuan! If it is calculated according to the calculation of 0.1 to 0.2 grams at a time, it can be used for 10 million to 20 million people at a time! If this batch of drugs flows into society, it is conceivable how serious social harm will be caused. On May 25, 2017, the Shanwei Intermediate People's Court officially held a trial of Li Junpeng and 20 other defendants in the "11.24" case, including Li Junpeng's father Li Lu, mother Li Liangzhao, cousin Zheng Huangchuang, younger brother Li Junheng, Li Jundong, and lover Li Simin, all standing in the defendant's seat with him.

Two years ago, they dreamed of getting rich overnight. Now, when they wake up from this beautiful dream, what awaits them will be the severe punishment of the law.
