First, strengthen the leadership of the Party and build a "political" model organ
We should regard upholding the party's leadership as the foundation for establishing ourselves, firmly grasp that political and legal organs are political organs, political nature is the first attribute, and stressing politics is the first requirement, and constantly enhance the "four consciousnesses," strengthen the "four self-confidences," and achieve "two safeguards."
First, adhere to the principle of the party managing politics and law. Comprehensively implement the "Regulations on the Political and Legal Work of the Communist Party of China", conscientiously implement systems such as debriefing by committee members, political supervision, discipline and work style inspections, political rotation training, and requests for instructions and reports on major matters, to ensure that the party's absolute leadership over political and legal work runs through all aspects and the entire process of political and legal work.
The second is to tighten and compact political responsibility. Strengthen the sense of responsibility, formulate the 2021 annual organ party building work plan, comprehensively and strictly manage the party's main responsibility list, clarify the first responsible person of the main responsible person, the members of the leadership team "one post and double responsibility", and the specific responsibilities of the head of the department, ensure that the responsibility for party building is horizontal to the edge and vertical to the end, and form a strong joint force for managing the party and governing the party.
The third is to take the political life within the party seriously. Strictly implement a number of norms for political life within the party under the new situation, conscientiously implement the principle of democratic centralism, strictly implement the "three meetings and one lesson", the theme party day, and the participation of party members and leading cadres in dual organizational life, constantly enhance the political, epochal, principled, and combative nature of political life within the party, and continuously improve the political judgment, political understanding, and political execution of party members and cadres in organs.
Fourth, we should pay close attention to ideological work. Formulate measures for the evaluation and evaluation of political and legal propaganda and public opinion work, strengthen the construction of platforms and positions such as the Tancheng Chang'an Network, actively disseminate positive political and legal energy, carry forward the main theme of political and legal affairs, and firmly grasp the leading, management, and discourse power of ideological work in the political and legal fields.
Second, strengthen theoretical armament and build a "learning-type" model organ
Adhere to the "first issue", theoretical learning center group, party member collective study and other systems, and constantly strengthen the study of basic theories, professional knowledge, laws and regulations and related knowledge, and improve the political quality and professional ability of the cadre team.
The first is to strengthen the study of political theory. Organize party members and cadres to deeply study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on the Rule of Law, and follow up and study the spirit of General Secretary Xi Jinping Since the beginning of this year, the organization has concentrated on studying 21 times, written more than 60 study experiences, and continuously improved the political theory level and professional quality of members of leading body members and party members and cadres.
The second is to strengthen the learning of business knowledge. Earnestly study General Secretary Xi Jinping's important expositions on political and legal work and the construction of the political and legal team, study laws and regulations, grass-roots social governance, anti-gang crime and evil forces, and relevant documents of the central and provincial governments on political and legal work, lay a solid foundation for the comprehensive, systematic, and professional knowledge of the cadre team, and continuously improve the ability to do a good job in political and legal work in the new era.
The third is to enrich the forms of learning. Persist in combining centralized learning with independent learning, online learning with offline learning, and leading cadres' learning with centralized analysis and discussion, to effectively improve the vividness and effectiveness of learning. Since the beginning of this year, party members and cadres have been organized to study at the red education base twice, participate in 3 special training courses, listen to and watch 4 report meetings on the deeds of political and legal heroes and models, watch 5 red movies, and listen to leaders at all levels give special party lessons 6 times.
The fourth is to pay attention to the learning effect. Persist in combining learning with application, and implement systems such as monthly bi-weekly and Friday centralized discussions, a report on the day of learning to strengthen the country' points, and a weekly report on the party history knowledge contest. Regularly organize analysis and discussion, apply the knowledge learned to work practice, and create a good atmosphere of study and progress and work competition in the organs of the Political and Legal Committee.
Third, strengthen the performance of duties, and create a "service-oriented" model organ
Firmly establish the people-centered development thinking, give full play to the functions and responsibilities of political and legal service guarantees, and go all out to escort the overall situation of the county's economic and social development.
First, adhere to the bottom line thinking. We should put the maintenance of political security, especially the security of the regime and the system, in the first place, and always think of danger in times of peace and be sober-minded. Fully understand the severe and complex situation facing us, give prominence to security precautions in key areas such as political security, social security, and public security, and successfully complete the security and stability maintenance work of the "two sessions" at all levels and the 100th anniversary of the founding of the party, thus ensuring the country's political security and the stability of the overall social situation.
The second is to vigorously promote grass-roots social governance. Adhere to the guidance of party building, the integration of autonomy, rule of law, and the integration of moral governance, and the support of intellectual governance, make every effort to create a "1+3+1" Tancheng grassroots governance model, vigorously promote the normalization of anti-gang crime eradication, the investigation and resolution of contradictions and disputes, grid service management, "Xueliang Project" and other key work, actively build a social governance pattern of co-construction, co-governance and sharing, and effectively enhance the sense of gain, happiness and security of the broad masses of the people.
The third is to fully serve the construction of major engineering projects. Closely focusing on key projects and major project construction, in accordance with the principle of due diligence and comprehensive objectivity, we have further standardized the work process, continuously improved the quality and work level of social stability risk assessment, and effectively guaranteed the scientific decision-making and smooth implementation of major project construction. Since the beginning of this year, a total of 7 projects, such as the renovation and upgrading project of dangerous old houses in the Nanyuan Street area of Matou Town, have been completed and recorded.
Fourth, efforts should be made to do practical things well for the masses. Closely combined with the study of party history and the education and rectification of the political and legal contingent, focusing on the main business, centering on the things that the people hate, complain about, and are most annoyed, we will formulate a list of "55 practical things for the people in politics and law" in the whole county, timely dispatch progress, promote political and legal units to increase the strength of law enforcement and judicial guarantees in the field of people's livelihood, and continuously enhance the people's sense of identity and satisfaction with political and legal work.
Fourth, strengthen the correct style and discipline, and create a "clean and honest" model organ
Taking the opportunity of the education and rectification of the political and legal contingent, we should unremittingly carry out education on discipline and work style and honest government, continue to correct the "four winds," and maintain the "clean and upright style" of the committee organs.
The first is to strengthen education in party rules, regulations, and discipline. We should conscientiously organize cadres and workers to study party rules and disciplines, such as the "REGULATIONS on Disciplinary Punishment of the Communist Party of China," the "Guidelines for Honesty and Self-Discipline of the Communist Party of China," the "Law of the People's Republic of China on The Punishment of Public Employees in Government Affairs," and the "Three Provisions" for Preventing Interference in the Administration of Justice.
The second is to strengthen warning education. Through organizing cadres and workers to go to the county clean government education base to receive education on the spot, watching warning films on honest government education such as "Double-Faced Life Under the Robe" and "Escort," and studying typical cases of violations of law and discipline in the political and legal systems of the whole province, the whole city, and the whole county, we should deeply analyze and sum up the characteristics and preventive measures of typical cases, so that we can take the case as a lesson, the alarm bell rings for a long time, always be self-respecting, self-reflective, self-vigilant, and self-motivated, and truly nip the signs of violations of law and discipline in the bud.
The third is to strengthen special rectification. Persisting in being strict with the word, and thoroughly searching for the six stubborn and chronic diseases of the cadre contingent of the committee organs, as well as problems in formalism, bureaucracy, and ineffective work, 23 cadres sorted out 97 problems of various types and established a list of problems, a list of rectifications, and a list of responsibilities. At present, all rectification and reform have been put in place, and the discipline and work style of the cadre contingent of organs have been continuously improved.
The fourth is to strengthen daily management. Comprehensively revise and improve various systems such as meetings, study, handling of official documents, confidentiality, attendance and leave of absence, financial management system, vehicle management system, and "triple major" decision-making, and formulate the "Compilation of Work Systems of Organs of the Political and Legal Committee" to realize the use of systems to manage people, system management, and system management.
