Billionaire Chen Sheng's difficult "urban-rural co-prosperity": a village changed by a pig pen

Chen Sheng returned to the village.

On April 5, 2018, on the day of the Qingming Festival, villagers in Guanhu Village, Suicheng Town, Suixi County, Zhanjiang City, On the Leizhou Peninsula in southwestern Guangdong Province, confirmed to The Paper that the boss (Chen Sheng) had returned.

The boss in the mouth of the villagers is Chen Sheng, chairman of Guangdong Tiandi No. 1 Beverage Co., Ltd. and founder of No. 1 Earth Pig. On April 2, the 52-year-old local villager had just returned to Guangzhou from a business trip in Australia and then rushed back to his village.

Locally, the Qingming Festival is the most important time to worship ancestors. Because of this, the prices of hotels in lianxian county have doubled because there are too many guests returning to their hometowns. Guanhu Village, 10 kilometers away, is also a little busier than usual.

At 5:00 a.m. on April 5, villagers began to carry baskets to worship, in addition to family members as a unit to worship the ancestors of the Chen surname, Guanhu villagers will also collectively go to the surrounding "Taiping" and "Chen Village" to worship.

Until three o'clock in the afternoon, the air in Guanhu Village was still filled with the smell of firecrackers, and cars came and went at the mouth of the village.

In the village, there are more Chen Sheng family members. Chen Sheng's home is located at the mouth of the village, a huge courtyard with a three-story building, where only his 90-year-old mother and brother live every day, today is slightly different from usual, the road outside the courtyard is scattered with several vehicles returning to their hometowns, and the courtyard dinner table is lined up with tables.

It seems that Guanhu Village has returned to its former family.

In 1984, the 22-year-old Chen Sheng was admitted to Peking University from Guanhu Village, and the Chen family, whose family was not rich, could not even make up for the children's travel expenses to Beijing, and a villager generously gave Chen Sheng a 21 yuan subsidy, which achieved the first step in the future of "Peking University Pork Guy" and became a precious memory that he has always remembered to give back.

Redeem the mountains of the village at 10 times the price

In 1993, Chen Sheng, who had been in the sea for about three years, saw the opportunity of real estate and gathered friends to establish Zhanjiang New Guanghui Real Estate Development Co., Ltd.

The money in real estate was very profitable, and now country garden, Evergrande, SOHO China and other real estate companies that have become role models in the real estate industry are in the initial stage of being founded at that time.

Chen Sheng recalled to the local media that "in those days, you could earn tens of millions with three or five million, and in that era, you might not even use a penny, and you would make money by upside down."

In 1996, Chen Sheng's real estate company had ranked among the top three in zhanjiang's real estate market, and it was at this time that Chen Sheng suddenly announced the end of the real estate business that earned himself the first bucket of gold.

Twenty years later, in 2016, Chen Sheng told the reason for the rapids to retreat in a conversation with Feng Lun, the founder of Wantong Holdings, "(I) first started to do real estate in 1993, but after a few years of work, I felt that the relationship with the government was too close. ”

Subsequently, Chen Sheng gathered the friends who had founded the company together and announced that he would do something that he thought was politically correct but economically wrong: leave the real estate.

In 1997, a year after leaving the real estate, Chen Sheng founded vinegar beverage Tiandi No. 1 put into production and sales, this business continues to this day, Tiandi No. 1 accounts for 40% of the national vinegar beverage market, 90% of Guangdong.

At this time, Chen Sheng's hometown of Guanhu Village was still poor and miserable. Chen Houshan, the director of the old village, told the surging news about the situation in the village before Chen Sheng donated.

The Xixi River, which is about 100 meters wide behind Guanhu Village, blocked the villagers from traveling, probably around 1997, but the village had no money to pay for the bridge, and had to rent out the mountains located around the village for 25 yuan a mu, which was 30 years.

In 2004, after 20 years of studying and working abroad, Chen Sheng, who became a big man in the beverage industry, decided to rent land to raise chickens in his hometown of Zhanjiang, and in 2006 expanded the breeding fan to pigs.

It was during this period that Chen Sheng rented back the land originally rented out at a price of 250 yuan per mu at a high price of 250 yuan per mu.

On the website of Peking University, Chen Sheng's alma mater, there is a media interview with Chen Sheng, who explains: The people in the village are very poor, and I have taken all these lands back, and I need to pay the other party the rent for the remaining 20 years at a time.

In 2011, Chen Sheng invested 150 million yuan to build the Guanhu Breeding Base of "No. 1 Earth Pig" with an annual output of about 80,000 heads in his hometown of Guanhu Village, ready to lead the villagers to become rich.

Guanhu Village Planning Map

It was this year that Chen Sheng, who returned to his hometown, found that the living environment of the villagers was not satisfactory, and germinated to build centralized villas for the villagers to improve the living conditions of the villagers. In 2012, it was organized by Chen Houshan, then the village director.

Subsequently, Chen Sheng perfected this poverty alleviation plan into an "urban-rural co-prosperity experiment". In total, Chen Sheng will invest about 300 million yuan in Guanhu Village to build public facilities including villas, pig pens, lychee gardens and school roads. The current village cadre of Guanhu Village told the surging news that Chen Sheng's planning is quite meticulous, even including the source of property service fees after the villagers move in in the future.

At the same time, Chen Sheng built a school for the village, in order to attract outstanding teachers to enter the primary school, he also subsidized the teachers with a monthly subsidy of 700 yuan; the nursing home in the village, the village road, and the rebuilding of the old bridge in that year were borne by Chen Sheng.

During the reporter's visit to Guanhu Village, the drinks served by the villagers were all Tiandi No. 1 vinegar drinks given by Chen Sheng to the village, and along the way, some villagers pointed to the cement road between the villagers' houses and said that they were also repaired by the boss, and the young people could not even say which year to repair, but they remembered for a long time.

A village that has been altered by a pig pen

However, Chen Sheng's urban and rural co-prosperity did not have the expected smooth sailing.

At about 10:30 a.m. on April 3, the surging news reporter visited Guanhu Village, which was not busy farming and lunchtime, and most of the villagers had no one in their homes or closed doors.

Chen Xiaofa, a young male villager, reminded reporters that "this point has gone to feed the pigs", and the pig farmers have to go to the pig pen located in the mountains twice a day in the morning and afternoon to feed, and they have completed feeding because of the lack of breeding.

The villager who was assigned 400 pigs introduced that he used to go to the establishment of a part-time job, but it was difficult to have any money left over a year, but it was more affordable to raise pigs in the village, and the money for raising pigs was one-time, easier to save, and raising pigs at home was relatively free, convenient to take care of the elderly and children at home.

The surging news reporter visited and found that pig raising not only changes the living and rest time of the villagers, but also changes the appearance of the village, the inherent rules of the villagers and so on.

Villager Chen Xiaolei introduced that he wanted to see how many pig pens in the village were in the best position before entering Guanhu Village, a road leading to the mountains on the east side, which was the dragon vein in the village, and the only high mountain in the village that did not plan to build a pig pen, you can see the whole landscape of the village.

On the map, you can also intuitively feel that the original woodland and vegetation are replaced by blue pig pens, and the north side of the dragon vein is relatively high on both sides of the mountain range with the most pig pens, Chen Xiaolei said, built at a high place to be able to smoothly discharge sewage, in addition to the pig pen, the company also built a supporting sewage treatment plant and a biogas digester in the village.

When the reporter first entered Guanhu Village, he smelled pig manure at the entrance of the village, and the villagers said that this was the reason for the nearby pig pen, but despite this, the villagers were still willing to raise pigs and hoped to build more pig pens.

The pig pen is considered a shortcut to getting rich, and in the eyes of the villagers, it is even a business that only makes money and does not lose money. Chen Sheng's company implements the breeding mode of "company + farmer", and pig pens, piglets, feed and vaccines are uniformly provided by Chen Sheng's company.

In addition, technicians are also equipped at the breeding base to help villagers solve daily problems. After the pigs are out of the barn, the enterprise uniformly acquires and has a purchase guaranteed reserve price.

According to a staff close to Chen Sheng, some people have earned 700,000 yuan a year by raising pigs, and some people have driven Land Rovers because of raising pigs, which in the past, people in the village did not dare to imagine.

Some village cadres calculated a simple account for the reporter: raising a pig out of the pen for about half a year can increase the income by 150 yuan to 200 yuan, while the number of pigs raised in Guanhu Village is about 70,000 to 80,000 heads, and the total increase in income is between 10.5 million and 16 million, which is almost equivalent to adding 10,000 yuan per capita to the village, which is quite considerable for a poor county at the provincial level in Guangdong.

In 2017, Suixi County TELEVISION broadcast a program called "Into the Farmer's Villa Village - Suicheng Guanhu Village", in which village cadres introduced that they raised more than 1,000 pigs at home, earning about 300,000 yuan a year; another retired village cadre introduced that they raised 5,000 pigs at home.

It is precisely because of Chen Sheng's help to his hometown that Guanhu Village, which was classified as a poor village in Guangdong Province, was transformed into a famous village construction project in Guangdong Province and became a sample of new agricultural construction.

The increase in the overall income of Guanhu Village is clear at a glance, but the huge income gap between pig farmers and non-pig farmers is also obvious.

One afternoon, this reporter went to the Hongdingling and Shiling Pig Farms in Guanhu Village, located on the west side of Guanhu Village, where villagers watered the broad beans in the fields at a high temperature of nearly 30 degrees.

This is a middle-aged couple who have not been assigned to the pig pen, and on weekdays, the couple's two and three sons and the elderly in the family can only rely on the 5 acres of land in the village, and the income is difficult to meet the needs. There is no way, the two eldest sons go to Guangzhou, the capital city of Guangdong, to work, with a monthly income of more than 2,000 yuan, but at least stronger than the family.

Also without pigs is Zhang Xiuhua's family, a large family of more than ten people, men can only go out to work; women stay at home to guard the farmland, and take care of their children, and in their spare time, they go to the county town or the surrounding areas to do some scattered short-term work, only more than a thousand yuan a month, although it is small, but it can subsidize the family.

Such a gap is not uncommon in the village, although no villagers, including village cadres, villagers, can say how many households have been assigned to the pig pen, but some people have been assigned 5,000 heads, 2,000 heads, 1,000 heads, the pig pen is too concentrated, is considered to be one of the reasons why some people have not been assigned to the pig pen, most of the villagers said that a small half of the people in the village have no pigs to raise.

Ideals and Realities: How to Achieve "An Equal opportunity"

Pig farming has enriched some villagers in Guanhu Village, but the uneven distribution has also led to new disputes.

In the past seven years, villagers have repeatedly questioned the fairness of the distribution of pig pens and demanded redistribution or adjustment.

What rules did the pig pens allocate in the first place, which caused so many complaints from the villagers? The surging news reporter interviewed villagers, village cadres and relevant personnel of Chen Sheng's company, but the statements of all parties were inconsistent.

Lin Mulei, a relevant staff member of Chen Sheng Company, said that pig raising is a company act, and when pigs were initially allocated, not all villagers wanted to raise pigs, and some people were worried about the risk.

Explaining why some people have more points and some people have less points, Lin Mulei said that the specific allocation of companies depends on the labor force, while some people are slowly growing on a large scale; Lin Mulei explained: This thing cannot be completely averaged, there must be differences.

Lin Mulei introduced that because the two pig pens in the village could not be approved because of environmental protection and other issues, in order to meet everyone's desire to raise pigs, the company even proposed that the villagers of Guanhu Village go to the pig pens of other villages to raise pigs, but the villagers were unwilling to leave their villages.

The current village cadre of Guanhu Village said that the pig pen is an act of the company, and some people are not allocated to it because there are not enough resources.

The village cadre said that the allocation of pig pens at the beginning was based on many factors, including labor situation, whether there was experience in pig raising, etc. He revealed that when the pig pen was first built, it was considered that there were pigs in the whole village, but two pig pens failed to pass at the approval stage, so some families had no pigs to raise.

Considering that the income of pigs and non-pigs is indeed very different, the emotions of the villagers can also be understood, and this problem has been fed back to Chen Sheng.

Some villagers disagree with this statement.

Villager Zhang Xiuhua expressed his dissatisfaction to the surging news, "When raising pigs, everyone said that everyone had to raise pigs, and our family had already signed up, or they had not been assigned; if the family should have a young labor force, then our family is also in line." Zhang Xiuhua said that her husband and brother three are young and strong, which is in line with the labor conditions. She believes that the reason why her family did not get a pig pen is mainly because it is not close to the leader who was responsible for the pig division at that time, and those villagers who have a good relationship with the leader, even if they can't raise it themselves and can't raise it, are also assigned to the pig pen, and then rent out the pig pen to earn rent.

Zhang Xiuhua said, "If we had decided according to the lottery when we were first raised, we would have recognized if we could not draw." ”

Chen Xiaofei, a villager whose family was assigned to the pig pen, also admitted that some people who participated in the pig training class did not get pigs, "you must have a particularly tough attitude, or some relationship to have pigs."

Chen Xiaofei also said that it is true that villagers rent out pig pens, but after seeing pigs make money, this phenomenon is now relatively rare.

Chen Fahui, a former village cadre in Guanhu Village who had experienced the allocation of pig pens, recalled the scene at that time: "No way, at that time, many people went to grab the pigs themselves, (the company) did not really arrange it with the village committee. Many people just went directly to the company to ask for pigs. ”

In the interview, there were many villagers who reacted to similar situations, and in their view, the pig pen was indeed the welfare of the boss Chen Sheng to the villagers, "but it was not well divided."

The above-mentioned former village cadre who had experienced the distribution of pig pens in the village said, "In the past, the village was well united, just like a family, but now there is a contradiction between the two groups (pig farmers and those who do not raise pigs), that is, the balance of (distribution), there is a matter in the middle, it is inevitable that it will be unhappy." ”

According to reports, in order to solve the gap between the rich and the poor in the village, Chen Sheng originally planned to plant lychees in a unified way the 1,020 mu of mountain forest that was originally rented back at a high price of 10 times high, and give priority to the villagers who failed to raise pigs, five mu per household, to ease the mood of the villagers.

Chen Sheng once calculated the help of lychee forest to the income of villagers, "After the villagers are trained in agricultural technology, the yield of lychee mu can reach 8,000 to 9,000 jin, and the low 4,000 to 5,000 jin, according to the minimum purchase price of high-quality varieties in recent years is 2 yuan per kilogram, how can it not lose." ”

However, after the distribution of the lychee forest, it has not been able to make any profits, and the villagers' complaints have not been alleviated. When the problem of the distribution of new villas was in front of us, the worries that the villagers had been worried about began to spread again.

Some villagers said bluntly, "Some families have difficulties in life, and after dividing up the villa, I am afraid that they will not even have the money to buy curtains (no). ”

In 2014, Chen Sheng revealed in an interview with Zhanjiang Daily, "I have been thinking about what kind of standards the new farmers should measure, according to the vision of development, after 4 years to achieve the average annual income of villagers of 200,000 yuan, and improve the public facilities in the village, so that villagers in terms of living environment, annual income, public services, and people in the city, comparable to the people in the city." It is my wish to give a fair platform and an equal opportunity to the villagers! ”

Today, this ideal of equalization seems to be difficult to meet in the face of reality.

Because of the pig distribution and donation of villas, Chen Sheng did not return to his hometown for two years, "Once I went back, everyone raised various questions and requirements, and I simply did not go back." ”

The latest news is that Chen Sheng once again wants to use pigs to regulate the mood of the villagers. Chen Chunqiang, the current village director of Guanhu Village, revealed to the surging news that Chen Sheng has entrusted himself to find a suitable site for building a pig pen near Guanhu Village, so that more villagers can have pigs.

Chen Sheng's assistant Lin Xiuhua confirmed to the surging news that the problem of income imbalance in the village caused by pig raising is "being mediated", but did not disclose specific mediation measures.

After raising pigs and villas, Guanhu Village will still face many distribution problems, how to allocate the homestead land that is centrally enclosed, whether the distribution of pig pens is adjusted, and how to collect the rent of lychee forests in the future... While getting rich, maintaining relative fairness is a problem faced by Guanhu Village, and other poverty alleviation projects will face similar problems, which will be a test for the poor and the local government.
