"The green tree village is on the edge, and the green mountain is sloping out." This is the first feeling of seeing Houyang Village in Qibu Town, Zhouning County. Walking into the village, the flowers in front of the house and behind the house are green, and the old and young are cool and talkative, and they are comfortable. Despite the summer heat, this landscape painting hidden deep in the clouds is very pleasant.

Houyang Village is a revolutionary old area village, more than 30 years ago was still a barren mountain, for many years to take the ecological priority, green development road, after the reclamation of the barren mountain has become a "green bank" for villagers to get rid of poverty and get rich, so that the masses truly feel that "green water and green mountains are golden mountains and silver mountains".

In 1983, Huang Zhenfang, a villager in Houyang Village, led his family to reclaim 50 acres of barren mountains, borrowed 80,000 yuan for afforestation, and planted potatoes, konjac, tea and other crops in the fast-growing forest. On February 23, 1989, Huang Zhenfang, along with seven other peasant representatives, was invited to the conference hall of the Ningde District Administration, sat on the rostrum, and made a report on the situation of the ten-year reform for the cadres of the prefectural organs. "The pheasant flew to the Phoenix Platform", and the peasants gave a situation report to the cadres, which was a good story in Ningde for a while.

Houyang Village adheres to the scientific road of ecological development, in recent years, Houyang Village has taken Huang Zhenfang's family forest farm as a sample, actively explored the industrialization development model of forestry and tourism integration, and created a colorful Houyang with beautiful environment, civilized integrity and social harmony. In 2020, the per capita income of villagers in Houyang Village reached 20,000 yuan, and the collective economic income of the village reached 147,000 yuan.

Good ecology is the most precious livelihood and well-being. The party branch of Houyang Village led the establishment of the Sanku Ecological Agriculture Professional Cooperative, guided more than 60 villagers and poor households to invest in the cooperative with diversified elements such as land, technology and labor, and took the form of "party branch + cooperative + farmer" to drive the development of grass coral and more than 100 mu of colored rice in the village.

Zhang Wenzhao, a 60-year-old poverty alleviation household, once suffered from kidney disease and had to support 3 children, making life very difficult. With the encouragement of the party branch of Houyang Village, he served as the river manager of the village and developed under-forest breeding, raising more than 300 chickens and ducks. "The monthly salary of the management of the river is 800 yuan, and the annual income of raising chickens and ducks is more than 20,000 yuan, and now life is getting better and better." Zhang Wenzhao said.

Houyang Village vigorously develops the economy under the forest, planting more than 100 acres of goldenrod, yellow essence, peony and so on. The introduction of harmonious animal husbandry project, with a total investment of 20 million yuan, covers an area of 50 acres, breeds more than 1,000 Holstein black and white flower cows, with an annual output value of more than 48 million yuan and provides 10 jobs. Houyang also attracted Sanshan flower enterprises to settle down, with an annual output value of 30 million yuan and more than 100 jobs. Through the provision of high-pole corn seedlings, order recycling and other ways to drive the masses to develop production, increase income and become rich.

"Green Bank" provides the foundation for the integrated development of "one,two and three" production, Houyang Village actively integrates into the global tourism strategy, vigorously develops the "family forest farm + rural tourism" tourism route, develops the breeding industry under the forest, introduces pastures and flower enterprises, and significantly enhances the "hematopoietic function" of the village collective, and it is expected that the total value of the village collective economy will exceed 500,000 yuan in 2021. Today's Houyang Village has more than 7,300 acres of forest farms, lined with trees and verdant.

Under the scientific guidance of the local party committee and government, Houyang Village has formulated the "Houyang Village New Rural Construction Plan" according to local conditions, with industrial development as the core, infrastructure construction and village appearance improvement as the focus, compiled the overall village construction plan, and carried out comprehensive construction of industrial development, infrastructure and public service facilities.

Houyang Village has raised more than 10 million yuan, completed more than 20 infrastructure projects, built tourism distribution centers, parking lots, 3D three-dimensional wall paintings, farmhouses, village roads connecting the three longitudinal lines, and repaired village-level organization activity venues, etc., the village has become more and more beautiful.

On July 20, the province's first "Forestry Ecological Civilization Practice Base" was established in Zhouning County's "Sanku" Ecological Civilization Learning and Practice Base (Huang Zhenfang Family Forest Farm). The practice base covers the "Three Libraries" ecological civilization practice theme exhibition, the "Three Libraries" Ecological Culture Square, the Color Rice Demonstration Base, the economic planting under the forest, etc., focusing on the "Three Libraries" concept, explaining the "Three Libraries" theory, telling the story of the "Three Libraries" through exhibition halls, characteristic landscapes, party building activities and other forms, emphasizing the "Forest Xingye" to create the "Huang Zhenfang" cultural brand.

"Forests are reservoirs, treasuries, and grain depots." Nowadays, Houyang Village actively explores the green development path of industrial ecology and ecological industrialization synergy, and gradually forms a development path that combines "forest, tea, fruit, animal husbandry and nutrition", realizing the unity of the three major benefits of economy, ecology and society, and the "Houyang Idea" of forestry development is still continuing to write a new chapter.
