Xinhua News Agency, Hefei, October 25 title: For fairness and justice in the heart - posthumously remembering "National Model Procurator" Wang Min

Xinhua News Agency reporter Zhang Ziyun

On Wang Min's desk before his death, it was piled high with law books and case materials. In addition to the detailed case records and analysis, the work notes are interspersed with neatly written transcripts, including articles such as "Be a Procurator with High Morals" and "Consciously Tempering the Cultivation of Party Spirit," as well as the deeds of advanced figures such as the top ten outstanding procurators in the country. There are also many places marked with experience and understanding: determined to be a "kind", "ideal and belief", "ready to sacrifice" person.

On June 19, Wang Min, deputy procurator general of the Shucheng County People's Procuratorate in Lu'an City, Anhui Province, died of a sudden illness at the age of 53. "My father always inspired himself with advanced figures throughout his life, and now he has become an example in the hearts of many people." When she learned that Wang Min had been posthumously awarded honorary titles such as "National Model Procurator" and "Outstanding Communist Party Member of Anhui Province", her daughter Wang Shuzhan could not cry.

Confused about the possibility of self-injury of the criminal suspect, he went to the hospital to consult experts in person; it was difficult to determine the number of stolen tombs, so he braved the scorching sun and used longitude and latitude to draw a fixed-point map of the scene... Wang Min is known for his rigor and meticulousness, and he often says, "We must clarify every question and approve every fact."

The He brothers' triad-related case sponsored by Wang Min in 2011 is a triad-related case with extremely bad influence in Lu'an, involving a large time span and wide scope, and it is extremely difficult to investigate.

As the organizer, Wang Min plunged into nearly 20,000 pages of files, came first and left the latest for more than 10 consecutive months, hand-drawn forms to sort out materials, and finally formed more than 1 meter high evidence materials, more than 90,000 words of review reports, and hundreds of pages of trial plans. The case was heard for six consecutive days, and the 26 defendants were finally punished as they deserved.

"Every case we handle affects the lives and families of others, and we must have a sense of awe." Regardless of the size of the case, Wang Min's highly responsible attitude in handling the case is always the same.

In a case in the mid-summer of 2010, the suspect confessed to the theft of tea leaves in some vague terms. Wang Min rode a bicycle with the clerk Xie Lei, checked the locations mentioned in the confession one by one, and retrieved the purchase list to check one by one. The price certification center determined that the value of the case was more than 270,000 yuan, and Wang Min could have done it accordingly, but he insisted on clarifying every question. The final approval of the case value of more than 220,000 yuan ensures that the sentence is more accurate. Xie Lei said.

So far, Wang Min has handled nearly 2,000 cases, not a single wrong case, not a single overdue detention, and not a single petition involving procuratorates. This meticulous professional spirit has inspired more young people to strive for the ultimate in handling cases, and the criminal prosecution department he is in charge of has been rated as an advanced collective by provincial and municipal procuratorial organs for many times.

Li Moumou's suspected embezzlement case was the last case handled by Wang Min before his death. Mr. Li is suspected of receiving a low security deposit for the elderly in a nursing home, repeatedly receiving nursing fees for the elderly, and filling his own pockets. In the face of the materials transferred by the investigation organs, Wang Min checked them verbatim and put forward 23 opinions on matters such as supplementing special accounting appraisals and improving evidence collection procedures.

Is it necessary to be so true? "Necessary! Be worthy of the legal supervision responsibilities on your shoulders! In Wang Min's heart, it is absolutely not allowed to affect the fairness and justice of the case handling for the sake of the superficial harmony of "hello and hello to everyone", even if it will offend people.

In a county-level law enforcement process, law enforcement officers clashed with groups operating illegally. Some people believe that the main facts of the case are clear and should be prosecuted for "obstruction of public service", and hope to solve the problem of illegal operation in the county. After review, Wang Min believed that law enforcement personnel had flaws in law enforcement, irregular procedures and insufficient evidence, and insisted on not prosecuting under great pressure. He said: "The more diversified the interests involved, the more we must adhere to fairness and justice." ”

Many colleagues have "learned" Wang Min's top really hard. When characterizing the case of Li Moushan and others in Chunqiu Township, Shucheng County, who were suspected of extortion and gathering crowds to disturb social order, there were differences between the county public security bureau and the procuratorial organs. "The public security advocated that the crime was extortion, and Wang Min insisted that the crime also involved gathering a crowd to disturb social order, and discussed in detail in terms of legal theory and the constituent elements of the crime in many rounds of consultations, and finally Li Moushan was sentenced to 17 years in prison, and other co-defendants were also sentenced, and the social effect was very good." Huang Xuezhen, deputy director of the Shucheng County Public Security Bureau, said.

Wang Min's impartial law enforcement has won the respect of colleagues. "Wang Min never considers whether he has offended people in safeguarding fairness and justice, because his heart is only the state and the collective, and there is no selfishness!" Chen Sheng, deputy secretary of the Political and Legal Committee of the Shucheng County CPC Committee, said.

Poverty and abundance of "workaholism"

A convenient bag, a bicycle, a procuratorial blue, Wang Min does not pay attention to eating, does not pay attention to clothing, has no hobbies, and dedicates the greatest enthusiasm to the procuratorial cause. In the childhood memories of his daughter Wang Shuzhan, the most is to accompany Wang Min to work overtime in the office. Surveillance footage from the procuratorate showed that he worked overtime almost every weekend, and the day of his death was also Saturday.

In the autumn of 2011, Wang Min had to take leave for surgery because he was dealing with the He brothers' case involving the mafia, and after sitting and working overtime for a long time, wang min had to take leave for surgery. After being discharged from the hospital, he went to work again despite the doctor's advice, "If you handle it one day late, the parties will get fair justice one day later." Because the wounds did not heal, Wang Min could only put computers and books on the stove higher in her home and stand in office. When colleague Sun Yan came to discuss the case, he saw that he was sweating and his face was pale, but he told him to "keep it a secret and not affect everyone's work."

His father, Wang Dexiang, was a staunch supporter of Wang Min's selfless dedication. This veteran party member who has been in the party for 40 years most often tells his son about the deeds of jiang jie, Dong Cunrui and other revolutionary martyrs. In the face of the pain of losing his son, 76-year-old Wang Dexiang choked up several times, saying: "Wang Min has not failed to live up to the cultivation of the party and the people, and I feel relieved and proud." ”

Wang Min remembered his father's teachings, and taught his daughter and his family in this way. When his daughter Wang Shuzhan got married, he instructed the wedding to be made simple and did not inform any colleagues; his younger brother Wang Wei worked in a community clinic until Wang Min's death, and colleagues did not know that he had a "brother in chief procurator".

"I will bow down to the interests of the party and the people on the procuratorial front..." Wang Min wrote in his volunteer letter for joining the party, and this is how he fulfilled his promise throughout his life.

After Wang Min's death, his family complied with his will and donated his cornea to two patients, so that the light would remain in the world. (End)
