Lin Jun was born in Surabaya, Indonesia in August 1949, and settled in China with his parents in May 1952. Lin Jun grew up studying and working in Beijing. He served as director and secretary general of the General Office of the State Planning Commission and general manager of the China Grain Reserve Management Corporation.

In April 2007, Lin Jun was transferred to the Party Group and full-time vice chairman of the All-China Federation of Returned Overseas Chinese. In January 2008, at the Fifth Plenary Session of the Seventh Session of the All-China Federation of Returned Overseas Chinese, he was elected as the Seventh Chairman of the All-China Federation of Returned Overseas Chinese and the Eighth Chairman in 2009. In 2014, he was elected as the ninth president, the youngest chairman of the all-china federation of returned overseas Chinese.

Serving overseas Chinese is the purpose of the Federation of Returned Overseas Chinese. Lin Jun has deep feelings for his hometown. During his return to his hometown, Lin Jun's parents briefed him on the past poverty in his hometown and the development and changes since the founding of New China. He said that he would often return to Anxi to see and make a modest contribution to the construction of his hometown. This is his inseparable hometown feelings. During his return to his hometown, he exchanged hokkien dialect with the villagers and expressed his feelings for his hometown.

Lin Jun's father, Lin Shengxiang, returned to his hometown to participate in the revolutionary struggle during the War of Resistance Against Japanese Aggression and became the secretary of the Longmen branch of the Communist Party of China in 1938. In October 1998, Longmen Town held the "60th Anniversary Commemorative Conference of the Underground Party Organization of the Communist Party of China". The congratulatory letter said: "On the occasion of the 60th anniversary of the reconstruction of the Longmen Underground Party, we are very happy to learn that Longmen Town plans to hold commemorative activities. In February 2012, Lin Jun inspected the planning exhibition hall of the South Wing New Town Management Committee, Haijia Semiconductor Industrial Park, Lianjie Hot Spring Villa and Cross-Strait Financial Center in Longmen Town, Anxi County, to understand the overall planning, project introduction and urban construction of Longmen Town. On November 24, 2017, at the 80th anniversary of the relocation of Anxi in Jimei School, Lin Jun was invited to return to his hometown to attend the commemorative meeting and announced the opening of the conference. During the friendship meeting, the hometown held the Ninth Congress of Returned Overseas Chinese and Overseas Chinese Relatives in Anxi County to elect a new leadership team. Lin Jun also met with the members of the new leadership team of the County Federation of Returned Overseas Chinese and took a group photo with everyone.

After Lin Jun retired, as an adviser to the All-China Federation of Returned Overseas Chinese, he still cared about Anxi's hometown. In mid-December 2020, he returned to his hometown in Anxi to visit his relatives again, and visited Longmen Central School and Digital Fujian (Anxi Industrial Park). He also went to the Anxi Overseas Chinese Vocational Secondary School, inspected the two statues of Chen Jiageng that had just been completed at the school and next to the Anxi Confucian Temple, bowed to the statue of Chen Jiageng, and remembered the great deeds of this great patriotic overseas Chinese leader.

Lin Jun is a deputy to the 16th and 17th National Congresses of the Communist Party of China, and an alternate member of the Central Committee of the 17th Central Committee. At the 18th Party Congress held in November 2012, he was elected as a member of the 18th Central Committee of the Communist Party of China. He was the first villager of Anxi to be elected to the Central Committee of the Communist Party of China.
