If individual organs and institutions in Nanning City consider implementing the "nine-to-five" work system, they may report to the Nanning Municipal Government for study and approval before implementation.

According to the Nanning Municipal Bureau of Human Resources and Social Security, the Notice of the General Office of the People's Government of Guangxi Zhuang Autonomous Region on Adjusting Office Hours (Gui Zheng BanDian [2019] No. 101) requires: "From May 1, 2019, the office hours will be adjusted to 8:00 a.m. to 12:00 a.m. and 3:00 p.m. to 6:00 p.m., and there will be no longer summer office hours and winter office hours." In April 2019, the Notice of the Office of the People's Government of Nanning Municipality on Adjusting Office Hours was issued, "From May 1, 2019, the office hours will be adjusted to 8:00 a.m. to 12:00 a.m. and 3:00 p.m. to 6:00 p.m., and there will be no longer summer office hours and winter office hours." At present, the working hours of most organs and institutions in Nanning City are carried out in accordance with the notice. At the same time, in order to facilitate the masses, the Civic Center and some window units have implemented the "nine-to-five" work system with the consent of the Municipal People's Government, that is, 9:00-12:00 in the morning and 13:00-17:00 in the afternoon.

The Nanning Municipal Bureau of Human Resources and Social Security said that the implementation of the "nine-to-five" work system does not conflict with the current national regulations on the working hours of employees. Some units in the autonomous region and Nanning City also have precedents for implementing the "nine-to-five" work system, such as the Government Affairs Service Center of the Autonomous Region, the Nanning Civic Center, the Economic Development Zone, the High-tech Zone, and some second-level window units of the Municipal Human Resources and Social Security Bureau, which have also implemented the "nine-to-five" work system according to their own conditions, which to a certain extent is conducive to improving the efficiency of government organs, especially service windows, alleviating traffic congestion, extending the rest time of relevant staff, better handling family affairs, increasing entertainment activities and expanding consumption, and promoting economic development.

At the same time, we must also see that, on the one hand, Nanning is a southern city, the high temperature time is long, and the appropriate rest at noon is conducive to the elimination of fatigue of cadres and workers and the quality and efficiency of work; on the other hand, the current work and rest system is consistent with the working hours of the autonomous region organs, which is conducive to the docking and communication of work from top to bottom.

The Nanning Municipal Bureau of Human Resources and Social Security said in its reply that because the nanning municipal organs and institutions have a greater impact on the full implementation of the "nine-to-five" work system and involve a wide range of aspects, it is necessary to conduct in-depth study of its necessity and feasibility. Under the current situation that the working system of Nanning Municipal Organs and Institutions remains unchanged as a whole, if individual organs and institutions in Nanning City consider implementing the "nine-to-five" work system, they may report to the Municipal People's Government for study and approval after implementation in accordance with the current examination and approval procedures.

Earlier, Li Qiongzhen and other deputies said in the "Proposal on the Implementation of the "Nine-to-Five" Work System in Organs and Public Institutions" that at present, the work schedules of organs and institutions in Nanning City's Zhihe District (County) are from 8:00 to 12:00 in the morning and from 15:00 to 18:00 in the afternoon.
