On October 20, the 2021 Chongqing Water Emergency Rescue and Disposal and Evacuation Drill for Passengers of Large Passenger Ships was held in Wushan. Chen Yongzhong, deputy director of the Municipal Transportation Bureau, and Deng Changjun, deputy secretary of the Wushan County CPC Committee, served as the general commander of the exercise.

The drill was sponsored by the Office of the Municipal Joint Conference on Water Search and Rescue and the Municipal Transportation Bureau, and hosted by the Municipal Port Navigation Affairs Center and the Wushan County Transportation Bureau. Wang Botao, director of the Municipal Port Navigation Center, served as the on-site commander-in-chief, and Chen Xiaoxiang, deputy director of the Municipal Port Navigation Center, and Chen Yong, director of the Wushan County Transportation Bureau, served as the deputy commander-in-chief of the scene.

With the theme of "Caring for Life, Green Development, and Jointly Building Safe Water Transport", the drill set up five subjects such as emergency plan activation and response, water life rescue (rescue of people falling into the water and evacuation of passengers), ship firefighting, out-of-control ship interception and towing, oil spill disposal, etc., 25 ships, more than 200 people participated, a number of high-tech rescue equipment such as unmanned aerial vehicles, intelligent lifeguards, and advanced rescue boats such as high-speed assault boats, high-horsepower tugboats, multi-functional rescue ships, cruise search and rescue boats appeared.

At the scene of the drill, the simulated accident passenger ship "Three Nations" collided with the cargo ship "Ocean 333", the personnel fell into the water, the cargo compartment caught fire, the ship lost control, the passengers on the passenger ship panicked, the situation was urgent, and rescue was urgent.

After receiving the alarm, the Municipal Port Navigation Center immediately launched an emergency plan, set up an on-site command center, and dispatched a UAV carrying life-saving equipment for fixed-point delivery at the first time, and at the same time used intelligent lifeguards and high-speed assault boats to quickly rescue the people who fell into the water. At this time, 2 rescue ships approached the wrecked passenger ship to carry out passenger evacuation.

Suddenly, the wrecked freighter exploded, and 2 firefighting ships "Yu Elimination Rescue 06" and "Changgong Elimination Finger 902" carried out fire extinguishing and disposal of the fire-fighting cargo ship, and quickly controlled the fire. In order to avoid the threat to downstream ships, bridges and other facilities caused by the out-of-control flow of the wrecked cargo ship, the on-site command sent a multi-functional rescue ship "Chongqing Rescue 111 Round" and a high-horsepower tugboat "Chongqing Rescue 113 Round" to approach both sides of the cargo ship, intercept it and take it to safe waters.

Wave after wave, wave after wave! When there was an oil spill in the accident waters, the command immediately laid two oil fences in the downstream waters, and rescued the speedboats to release linoleum in the oil and sewage area to control the pollution area and ensure that the water quality returned to normal as soon as possible.

After the testing of environmental emergency monitoring personnel, the water quality of the polluted waters meets the national standards, the oil spill danger can be eliminated, and the rescue ships are evacuated from the scene in an orderly manner. Since then, all the drill tasks have been completed.

The drill is a centralized test of the results of the construction of the local water traffic emergency response system in our city, taking the emergency rescue actual combat as the standard, testing the suitability of equipment and running into the emergency linkage mechanism, which plays an important role in promoting the construction of the emergency team and comprehensively improving the emergency rescue capability.
