On September 22, on the occasion of the first anniversary of China's "double carbon" goal, the Standards Working Committee of the China Green Development Council and the Enterprise Green Development (Haikou) Research Institute jointly organized a seminar on "Enterprise Carbon Evaluation Standards". The meeting invited 19 experts from national scientific research institutes, research centers, national energy administrations, the Ministry of Ecology and Environment, the Winning Bidding Institute, industry associations, scientific research institutions and enterprises. The meeting was presided over by Ma Yong, deputy secretary-general of the China Green Development Council, and the meeting mainly discussed the group standard of the "Enterprise Carbon Evaluation Standards (Draft for Comments)" jointly prepared and issued by the Enterprise Green Development (Haikou) Research Institute and the Green Committee Standards Committee.

Wang Fan, deputy secretary-general of the China Energy Research Association, an expert attending the meeting, believed that the China Green Development Council and the Enterprise Green Development (Haikou) Research Institute jointly compiled the "Enterprise Carbon Evaluation Standard", which was a very important and very necessary thing. I hope to make the "Enterprise Carbon Evaluation Standard" that can be recognized by enterprises and the industry.

For the evaluation indicators in the draft for comments, Deputy Secretary-General Wang shared his experience in the evaluation of advanced energy-saving enterprises that he participated in when he was working in the Energy Conservation Office of the State Economic Commission. He said that in the carbon evaluation of enterprises, it is necessary to accurately reflect the differences in carbon emissions and carbon neutrality. According to the current scoring standard, the weight of enterprises purchasing carbon sinks is relatively high, which may lead to high scores for enterprises with more carbon emissions due to the purchase of carbon sinks. For example, two enterprises produce the same product, A enterprise carbon consumption is higher than B enterprise, A enterprise's score should be lower than B enterprise, but A enterprise for carbon trading, the purchase of carbon sinks, B enterprise did not carry out carbon trading, the final result may be A's carbon evaluation score is higher than B enterprise. This can mislead companies into focusing on buying carbon sinks and ignoring their own carbon reductions. Therefore, it is important that the proportion of weights is allocated reasonably. Enterprises should be encouraged to reduce carbon as much as possible in the production process, and first tap the potential of their own carbon emission reduction. Buying carbon sinks is an actively participatory action by companies to be carbon neutral, but first of all, they must reduce their own emissions.

In those years, energy-saving advanced enterprises encountered various problems and contradictions in the evaluation, and in the end we still relied on energy consumption indicators. The solution is an energy audit. That is to say, all the energy consumed directly and indirectly by an enterprise (such as coal, electricity, oil, steam, water, consumables) are taken as input items, and finally what is the consumption of your output products? Using computer program calculations, all consumption can not be left out. Analogous to our carbon assessment, whether the input is direct or indirect, the carbon emissions cannot be omitted. It is recommended that consideration be given to the introduction of the concept of "carbon audit". The indirect carbon emissions of raw materials purchased by enterprises may vary depending on the purchase channel, but can be calculated according to the industry average.

The preparation team has done a lot of work in a short period of time, and the draft for comments has considered all aspects of the enterprise's carbon emission reduction work, hoping that the design of indicators and weights is more reasonable, and the score is more comparable, which can not only guide enterprises to use this evaluation standard to compare, but also in the future, the government can also refer to it to measure, and use the evaluation results as a reference for formulating policies, so that the significance of this standard is even more significant.
