On the afternoon of October 22, the Chengdu-Chongqing Twin Cities Economic Circle Collaborative Innovation and Development Summit and the 2020 Top Ten Chongqing Economic Annual Figures Selection and Award ceremony were held in Chongqing Liangjiang New Area. Wang Yiming, vice chairman of the China Center for International Economic Exchanges, member of the Economic Committee of the 13th National Committee of the Chinese People's Political Consultative Conference, and former deputy director of the Development Research Center of the State Council, delivered a keynote speech on "Promoting the Coordinated Innovation and Development of the Twin Cities Economic Circle in the Chengdu-Chongqing Region".

How can the Chengdu-Chongqing region enhance its scientific and technological innovation capabilities, optimize the industrial chain supply chain, and cope with the new situation and challenges facing scientific and technological innovation? Wang Yiming said that opening up brings progress, and it is necessary to promote open innovation and more actively integrate into the global innovation network, so that the Chengdu-Chongqing region will become an important stage for global scientific and technological openness and cooperation.

The recently released "Outline of the Planning for the Construction of the Twin Cities Economic Circle in the Chengdu-Chongqing Region" proposes in the field of scientific and technological innovation, "to build an important national scientific and technological innovation and collaborative innovation demonstration zone" and "to set up open and international high-end research and development institutions aimed at emerging industries and build the Chongqing Liangjiang Collaborative Innovation Zone".

"The development of information, automobiles and other industries in Chengdu and Chongqing has provided a possibility for industrial chain collaboration." Wang Yiming believes that Chengdu and Chongqing have many common needs for scientific and technological innovation, and also have a certain basis for cooperation in the transfer and transformation of scientific and technological achievements, docking cooperation, standardization and intellectual property cooperation.

Wang Yiming suggested the path selection of promoting collaborative innovation in Chengdu and Chongqing: with the goal of building a Chengdu-Chongqing innovation community, strengthen top-level design, improve the height of decision-making and implementation, and strive to make new breakthroughs in original innovation, collaborative innovation, institutional innovation, and open innovation. Specifically, efforts should be made in six aspects: building a Chongqing National Science Center, strengthening basic research and applied basic research, establishing a local advantage strategy in key areas, building a leading area for collaborative innovation in the industrial chain, building a collaborative innovation demonstration zone, building a Chongqing science and technology innovation corridor, and building an open innovation hub.

In terms of building the Chengdu-Chongqing National Science Center, it is recommended to coordinate the resources of Sichuan and Chongqing, start the joint declaration and construction of the Chengdu-Chongqing National Science Center under the existing cooperation framework, explore the construction of the Chengdu-Chongqing National Science Center, highlight the national cutting-edge technologies related to aerospace, nuclear energy technology, major equipment, rail transit, automobiles and military-civilian integration, and build it into a source of collaborative innovation and development of the twin-city economic circle in the Chengdu-Chongqing region.

In terms of strengthening basic research and applied basic research, it is recommended to strive for the landing of major scientific and technological projects, large scientific devices and state key laboratories, introduce high-level universities, scientific research institutions and innovative enterprises, promote the layout of scientific research platforms such as the Chinese Academy of Sciences, and use breakthroughs in basic research to drive leading original achievements and major breakthroughs in strategic technology products.

In terms of establishing the local advantages of key areas, it is recommended to take the initiative to select key investments in areas with good scientific and technological foundation, in line with the future direction of scientific and technological development, and with strong strategic value, and only by realizing the independent controllability of key core technologies and forming local leading advantages can we firmly grasp the initiative in development.

In terms of building a leading zone for collaborative innovation in the industrial chain, it is recommended to firmly grasp the new trend, focus on jointly building an internationally competitive and open modern industrial system, focus on forming a number of Chengdu-Chongqing collaborative industrial chains in terms of information technology and new application scenarios for integration and innovation, coordinate to promote the construction of the national new generation of artificial intelligence innovation and development pilot zones in the two places, jointly build a national digital economy innovation and development pilot zone, and coordinate to promote the construction of a new generation of information infrastructure such as 5G, artificial intelligence, data centers, and blockchain. Create a test site for new infrastructure, new technologies and new economic scenarios, and cultivate an industrial ecosystem, an innovative business circle, and an enterprise collaboration circle in Chongqing.

In terms of building a collaborative innovation demonstration zone, it is recommended to promote the reduction of transaction costs and institutional costs, coordinate the joint construction of bonded research and development centers, focus on increasing policy innovation in scientific research institutions, talents, finance, transformation of scientific and technological achievements, and international business environment, accelerate the barrier-free flow of all kinds of talents in Chengdu and Chongqing, combined with barrier-free settlement of off-site medical care, promote convenient migration of household registration, barrier-free transfer of pension insurance relations, standardization of registration management, and establish a mutual recognition mechanism for foreign high-end talents.

In terms of jointly building the Chongqing Science and Technology Innovation Corridor, it is proposed to build an industrial axis belt between the two cities in the Chengdu-Chongqing area, promote the agglomeration of innovation resources, build a scientific and technological innovation corridor, and form a collaborative innovation network. How to accelerate the construction of scientific and technological innovation network? Wang Yiming believes that it is necessary to use the existing national new areas or emerging industrial parks and other carriers, string points into a line, and strive to introduce a number of new university campuses, as well as various innovation platforms jointly built by scientific research institutes and localities, form an innovation network where emerging high-end innovation resources are concentrated, and focus on creating three Chengdu-Chongqing science and technology innovation corridors of "Cheng-Nei-Yu", "Cheng-Sui-Yu" and "Cheng-Lu-Yu".

In terms of building an open innovation hub, it is recommended to encourage colleges and universities, industrial parks and scientific and technological enterprises in Chengdu and Chongqing to build nationalized joint laboratories (research centers), deepen the construction of China-EU centers and national industrial parks, attract developed countries to establish enterprise R&D headquarters and regional R&D centers in Chengdu and Chongqing, promote the construction of a nationalized business environment in Chengdu and Chongqing, establish a flexible and efficient institutional system that conforms to international norms, jointly support the global layout of qualified enterprises, and jointly guide more advantageous enterprises in key areas to go global.
