On the 27th of this month, the HKSAR Government's Subcommittee on Personnel Establishment held a meeting to recommend the implementation of the relevant recommendations on the review of the structure of the disciplined forces, which was approved by all members and the agenda was adopted.

These include improving the salary scale of the Junior Police Officers of the Hong Kong Police Force, increasing the minimum pay point of the recruitment rank (i.e. the Police Officer grade) by 1 salary point (from HK$25,380 to HK$26,190) and the maximum salary point by 2 (from HK$36,290 to HK$38,365). • the minimum pay point of the second tier (i.e. the sheriff's grade) was increased by 2 pay points (HK$36,290 to HK$38,365) and the maximum pay point by 4 (HK$47,080 to HK$55,080); and the minimum pay point of the highest rank (i.e. the rank of police chief) was increased by 2 pay points (HK$44,380 to HK$47,080) and the maximum pay point was increased by 3 pay points (HK$62,340 to HK$69,535), with other disciplined forces adjusting to varying degrees.

The data shows that there are now more than 36,000 police officers in the Force, while the overall Disciplinary Force grade structure review covers about 63,000 Disciplined Force personnel in 29 grades and over 100 grades. Choi Kang Chang, chairman of the Standing Committee on Salaries and Conditions of Service for Disciplined Personnel, said that if implemented, the proposals would bring the remuneration of the disciplined forces into line with the requirements of the disciplined forces today, and also coincide with the complexity and hardships inherent in the work of the disciplined forces. As a result, disciplined forces can attract, retain and motivate talented people with appropriate talents.

Kwok Wai-keung, chairman of the HKSAR Civil Service and Staff Affairs Committee of the Financial Supporting Organisations, said that during the "black riot" period, the disciplined forces paid a lot to restore tranquility in Hong Kong. In the face of the wave of retirement of disciplined troop personnel, the problem of non-compliance is prominent, and it is believed that morale and service levels should be maintained through salary increases.

Mr Tse Wai-chuen, a member of the HKSAR Standing Committee on Salaries for Disciplined Officers, said that about 3,000 comments were received on the review of the grade structure of the disciplined forces, including representatives of the staff, who were pleased with the Government's acceptance of the opinions. He also hoped that the government would respond to and study issues such as health care, housing benefits, and working hours.
