Professor Zhang Shixian of the Institute of Industry and Economics of the Chinese Academy of Social Sciences: China's agriculture, dilemmas, challenges and ways out

On October 28, 2019, Professor Zhang Shixian of the Institute of Industry and Economics of the Chinese Academy of Social Sciences gave a keynote speech entitled "China's Agriculture, Dilemmas, Challenges and Ways Out" when attending the 2019 Annual Conference of Jifei Technology, a leading UAV company. He pointed out that "the comprehensive development of artificial intelligence and 5G communications based on digital technology, with intelligent manufacturing as the forerunner, and the gradual integration and development of the first, second and third industries, is a prominent feature of the future industrial system." The integration and development of digital technology and agricultural industry may be a bright road for the future development of China's agriculture. ”

He sighed, "The modern digital economy has brought us hope, and digital technology has brought us hope in the equipment industry." ”

He believes that "digital technology makes China's agriculture promising, and digital innovation and subversive coverage will eliminate farmers, turn farmers into migrant workers, and turn farmers into new farmers for the sake of possible." ”

The following is the transcript of Professor Zhang Shixian's speech.

In the '70s, I was an authentic farmer who used a plough hoe to put me in place. In the 70s college entrance examination, I was liberated. I escaped from the countryside, and I don't want to go back to the stage from now on. Later, after graduating from Renmin University, I was assigned to the Institute of Chinese Academy of Sciences, and I chose the Institute of Industry, I did not go to the Rural Research Institute, I felt that there was no hope in the countryside. So my title today is "China's Agriculture: Dilemmas, Challenges and Ways Out." I came with questions.

Has China's agricultural practices changed over thousands of years? As of yesterday, I still don't think it has changed. Because many of my classmates are still farming in the countryside, they are still farming in the same way. At most, when it comes to the busy season, field management is the same thing, and when it should be harvested, it is hired to collect and hire people to cultivate. Again, not much has changed. For thousands of years, whether we have a strategy of rural revitalization or not, what a good strategic thinking, the three rural issues have a bearing on the fundamental problems of our national economy and people's livelihood, but they cannot be solved. Therefore, we must put the three rural issues and the top priority of the work of the whole party, we must adhere to the priority development of agriculture and rural areas, improve the protection system of agriculture and rural areas, and develop various forms of moderate-scale operations. I do not know. This is all required by the central document. Implemented? Implemented. Why is there no effect? Why can't Chinese farmers get rid of poverty until now? I really don't understand, so I ask you this question.

Second, what kind of challenges are there? We all know that China's reform began with agriculture, anhui has divided up land, and the peasants have grain to eat and can fill their stomachs. Rural reform has promoted urban reform, which has brought about 40 years of rapid industrialization and urbanization in China.

We think, but what about the countryside? Because of the contract, the small pieces of small pieces are not suitable for large agricultural methods, and the land cannot be effectively increased. The peasants went to the city, and the peasants exchanged their wisdom and sweat for the city, and the result was that the countryside was desolate, the thunderbolts of a thousand villages, the sparseness of all things, the well-off and not the well-off, the key lies in the peasants.

Third, we have to find a way out, where is the way out? Only the coordination of the three modernizations can achieve sustainable development. Otherwise, China will not be able to achieve sustainable development. Urbanization is a fusion point to solve the dual structure of urban and rural areas, which everyone knows, in the past to mention urbanization, later to mention urbanization, the economic center to move down, these two years of urbanization, and then into the construction of beautiful countryside, can not find the integration point.

Because I study industry, I find that industrialization is a trap for county development with Chinese characteristics, and urbanization is only a sub-optimal solution to the development of urbanization.

In fact, not only China, but also many less developed countries have not found a worry-free solution to the problem of the three rural areas. Where is the fundamental way out? According to my thinking, this path is actually industrialization to promote urbanization, and urbanization to promote agricultural modernization.

The modern digital economy gives us hope, and digital technology gives us hope in the equipment industry. The integration and development of digital technology and agricultural industry may be a bright road for the future development of China's agriculture. Based on digital technology, the comprehensive development of artificial intelligence and 5G communications, with intelligent manufacturing as the forerunner, and the gradual integration and development of the first, second, and third industries, is a prominent feature of the future industrial system. It also makes me think about what you Jifei Technology is doing?

The first look at Jifei Technology belongs to the manufacturing industry, in fact, it is actually doing agriculture. As for agriculture, it is not farming, in fact, the company is doing the service of farmers, so it is a service industry. Digital technology is giving birth to the integrated development of the first, second and third industries, and has brought about the integration and development of productive forces. Therefore, intelligent manufacturing relies on the input of core elements such as data and software, supported by the industrial Internet, and promoted the integration of information and entities with e-commerce as a platform, and accelerated the integration and development of the first, second, and third industries.

Digital technology is fundamentally driving revolution and change in agricultural production methods.

Professor Zhang Shixian, Institute of Industry and Economics, Chinese Academy of Social Sciences: China's agriculture, dilemmas, challenges and ways out

If Alibaba and other e-commerce companies have changed the transaction model and business map. Then Jifei Technology is changing the mode of agricultural production for thousands of years, truly enabling farmers to get rid of the shackles of backward productive forces and insert modern wings for China's agriculture with faster, higher and more accurate operations.

Only by taking off in China's agriculture can China truly modernize. Therefore, Jifei let us see the possibility of China's agricultural take-off, if China's agriculture finds a way, many less developed countries can follow our model.

Therefore, digital agriculture not only transforms traditional agriculture, but also liberates farmers and changes the countryside, and the problem of three rural areas has an optimal solution because of the polar flying model.

Professor Zhang Shixian, Institute of Industry and Economics, Chinese Academy of Social Sciences: China's agriculture, dilemmas, challenges and ways out

Bidding farewell to the past, we went to the countryside 40 years ago, and Chairman Mao said that the vast world and great achievements have been made. Digital technology has made China's agriculture promising, and digital innovation and subversive coverage will eliminate farmers and turn farmers into migrant workers, so as to possibly turn farmers into new farmers. X-Fly is empowering new farmers around the world – this is the new term I learned today. Because I only have China's confusion, no global vision. Today I have gained the most, probably like me here, every friend here is a new farmer, let us take off together with the pole fly. Thank you. (End)
