But the United States at that time considered Nicaragua to be "very democratic."

Nicaragua has been so dismissive that it has been too lazy to respond.
The only time Nicaragua tried to strike the United States morally was in 1984.
Nicaragua filed a petition with the International Court of Justice on 9 April 1984 against the United States Government of directing United States military personnel to lay mines in Nicaraguan ports, to destroy Nicaragua's oil facilities and naval bases, to violate Nicaragua's air sovereignty, and to organize and finance military and paramilitary operations in Nicaragua in organizing and financing anti-Government groups.
After a lengthy trial, the International Court of Justice rendered its decision on 27 June 1986:
The judgment demanded that the United States cease its violation of Nicaragua's sovereignty and compensate Nicaragua with $1 billion.
But in the end, the United States not only refused to enforce this legal judgment, but even some people said that American officials tore up the judgment on the spot.
The successful Nicaragua subsequently requested the Security Council to enforce the decision of the International Court of Justice, but the United States vetoed it.
Since then, nicaragua has not said more than half a sentence in the face of the game with the United States, but has put it all into action, perfectly demonstrating the essence of "being able to do it and never talk much".
