The Globalization Think Tank (CCG) recently hosted a symposium in Beijing on ambassadors from Francophone and regional international organizations to discuss how its member states and regions and China can strengthen cooperation in the field of sustainable development in the post-PANDEMIC era.

In his keynote speech, CCG Chairman Wang Huiyao pointed out that what is in line with the era of global governance is the spirit of multilateralism, and the era of globalization needs more multilateralism. As China's leading international think tank, the Global think tank will work with the Organization of La Francophonie to improve global governance, and hopes to carry out more exchanges and cooperation with you to help China play a more active role in global governance.

Good afternoon, thank you all for your arrival, thank you Mr. Luo Zhiyi, Ambassador of Switzerland to China and Chairman of the Delegation of French-speaking International Organizations in China, for his opening speech, and also thank the French Ambassador to China Laurent Billy, madagascar Ambassador to China Robinson Jean Luiz, the three guests have made wonderful speeches, thank you again for your arrival.

Today, the Information Office of the State Council of the People's Republic of China published a white paper entitled Biodiversity Conservation in China. On 11 October, the first phase of the fifteenth meeting (COP15) of the Conference of the Parties to the United Nations Convention on Biological Diversity will be held in Kunming, and the outcome of the meeting will affect the United Nations climate change negotiations. It can be seen that China has played an increasingly important role in global governance in recent years, and today I would like to talk about my thoughts and suggestions from four aspects around China's role in global governance and china's cooperation with French-speaking countries.

First of all, China and the United States can strengthen coordination and cooperation on global governance issues and establish a tripartite coordination mechanism between China and Europe. We have seen that the occurrence of disasters such as climate change, environmental pollution, international terrorism, the outbreak of global epidemics such as COVID-19 has fully demonstrated that we live in an interconnected world, and that the real threat to the survival of mankind does not stem from the rise of individual states, but from global challenges. In the face of these challenges, it is pointless to emphasize ideology and divide the east-west camp, and only the cooperation of all countries can achieve sustainable human development. The OIF member states are numerous, widely distributed and developed to varying degrees, and the issue of global governance, such as the disaster of climate change, is of great concern to it. If China, the United States and europe can build a tripartite coordination mechanism between China and the United States on global governance issues such as addressing climate change, realize the normalization and institutionalization of the three parties, communicate in a timely manner, coordinate actions, and negotiate the reform of the global governance rules system, it will have profound significance for promoting the harmonious development of the world in the future and peacefully responding to the challenges of globalization.

Second, China can carry out third-party market cooperation with developed countries in Europe to complement each other's advantages and jointly help the developing countries of the Organization of La Francophonie to seek development. The number of developing countries in the Organization of la Francophonie is relatively large, while the majority of developing countries have developed more slowly due to historical reasons and the location of the international industrial chain, and the demand for infrastructure construction is strong, but there are deficiencies in their own funds, technology and talents. China and European developed countries have increased cooperation in the third world, and China's production capacity advantages, advanced technologies of European developed countries and the development needs of developing countries can be effectively docked, and individual differentiation advantages can be played in synergy, and the political and economic friction between China and Europe can also be alleviated.

Third, infrastructure construction can become a new starting point for cooperation between all parties, and China can cooperate with relevant countries to increase infrastructure construction in the member countries of the Organization of La Francophonie. Infrastructure investment is a global demand, and there are a large number of infrastructure construction needs in developing countries in Asia, Latin America, Africa, and the United States and Europe. In recent years, the world economy has been sluggish, major countries have underinvested in infrastructure, even reached a record low, and the COVID-19 pandemic has exacerbated the challenges facing countries. The AIIB's successful practices and innovations have been widely recognized by the international community, which can promote the AIIB's upgrading into a world infrastructure investment bank in a timely manner, and bring new vitality and vitality to global governance and the improvement of the international financial system. At the same time, the "Belt and Road" can be connected with the B3W plan proposed by the United States and the infrastructure construction plan proposed by the European Union. In this process, China can carry out more exchanges and cooperation with la Francophonie and promote the infrastructure construction of la Francophonie member states.

Fourth, working together to address the challenge of climate change is an urgent problem facing humanity. At present, climate change is the most severe ecological crisis facing mankind. At present, global cooperation on climate change has been stagnant for four years, and the international community is widely concerned about the United Nations Climate Change Conference to be held in November this year, and whether the Paris Agreement will raise the 2030 emission reduction target. In the process of achieving "carbon neutrality" as scheduled, China and Europe, as economies with a larger economy and a high degree of development, and occupy an advantageous position in terms of capital, technology, talent, industry, research and development experience, can enhance coordination and cooperation, assume more major country responsibilities in promoting cooperation between the north and the south in response to climate change, green economic development and clean energy revolution, open up greater cooperation space, and better play the role of research and innovation, leading demonstration and radiation.

In line with the era of global governance is the spirit of multilateralism, president Xi Jinping has repeatedly called or held video talks with French President Emmanuel Macron, and the two sides have reached a broad consensus on deepening cooperation.
