Introduction to the competition

In order to meet the needs of scientific and technological entrepreneurship in the field of computing and build a platform for the industrial transformation of scientific and technological achievements, the China Computer Federation (CCF) has held the "CCF Technology Entrepreneurship Competition (TEC)" for three consecutive years since 2021. A total of 683 science and technology innovation projects have participated in the three competitions, and 32 of them have registered companies in TEC partner cities such as Suzhou and Hefei, and have enjoyed the support of leading talents and other projects in the cooperative cities, and some enterprises have obtained financing. TEC has gradually gained the attention of government departments, investment institutions, industrial parks, and scientific research institutions.

In 2024, CCF will continue to join hands with the government departments of Suzhou City and Anhui Province, and invite investment companies, scientific research institutes, and recommending institutions to jointly hold the 4th CCF Science and Technology Entrepreneurship Competition (TEC2024), in order to attract outstanding scientific and technological achievements and talents to land in the competition partner cities; The second is to help participating teams or enterprises connect with high-quality resources, mainly including the "Green Pass of Leading Talent Policy", the landing reward of 1 million/2 million yuan for science and technology investment projects, "open application scenarios", and the docking of investment institutions, etc., to accelerate the implementation of projects and accelerate their growth; The third is to screen potential projects for investors and improve investment efficiency.

Track settings

(1) TEC Industry Competition

Four industry tracks have been set up around Suzhou's advantageous industrial resources, namely integrated circuits, intelligent equipment and intelligent systems, intelligent transportation, and industrial Internet.

There will be 5 first prizes and 5 second prizes in each track of the industry competition.

Host city: Suzhou

(2) TEC General Artificial Intelligence Special Competition

Four tracks are set up around general artificial intelligence technology and application, namely AI + underlying capabilities, AI + social services, AI + automobiles, and AI + industrial manufacturing.

There will be 1 first prize, 3 second prizes, and 6 third prizes in each track of the General Artificial Intelligence Special Competition.

Host cities: Hefei, Wuhu, Ma'anshan

Conditions of Participation

(1) Start-ups or teams that plan to start businesses within 2 years with scientific and technological achievements;

(2) The participating project has independent intellectual property rights, has no property rights disputes with other units or individuals, and has good market development prospects and expected economic benefits;

(3) There are no less than 2 core team members and no personal negative credit records;

(4) For projects that have won the TEC award in the past but have not yet been registered, they are eligible to participate in the competition again, but the maximum number of consecutive years of participation shall not exceed two sessions. If you have already participated in the competition for more than two consecutive years and won more than two times, you will need to suspend the competition for one year before you can resume your qualification.

TEC 2024 is divided into five stages: registration, preliminary evaluation, pre-competition counseling, finals, and post-competition follow-up counseling. The finals will be conducted in the form of a combination of offline roadshow defense and professional evaluation to extensively explore advanced information technology products and industrialization projects.

Reason 1: Local policy/incentive support

TEC Professional

(1) Support for science and technology investment landing projects

If the first-prize team of each track settles in Suzhou within one year and passes the field inspection, it can receive 50~2 million yuan of financial support for the landing of Suzhou science and technology investment promotion projects and the landing support of the "one thing one discussion" project for science and technology investment promotion in districts and counties.

(2) Policy support for leading talents

1. The first-prize project team of each track can obtain the interview qualification for the Gusu Innovation and Entrepreneurship Leading Talent Project in Suzhou City, and can also obtain the green channel for science and technology leading talents in Suzhou Xiangcheng District, Industrial Park, Gusu District, Zhangjiagang, Changshu, High-tech Zone, Wujiang District and other districts and counties;

2. Among the second-prize teams in each track, that is, the 6th-10th outstanding projects, can appropriately break through the restrictions of academic qualifications and time to Suzhou, and apply for the Suzhou Gusu Innovation and Entrepreneurship Leading Talent Project and Suzhou Xiangcheng District, Industrial Park, Gusu District, Zhangjiagang, Changshu, High-tech Zone, Wujiang District and other districts and counties Science and Technology Leading Talent Projects.

TEC General Artificial Intelligence Special Competition

If the winning team of the competition voluntarily signs a settlement agreement with the prefecture and city (including counties and districts), registers a company in Anhui within one year after participating in the competition and passes the field inspection, in accordance with the principle of "landing and giving", it will be awarded 1 million yuan, 500,000 yuan and 300,000 yuan in graded competitions, and at the same time enjoy the policies related to industries, talents, and scene docking of artificial intelligence enterprises in the place where they settle down.

Reason 2: CCF policy support

CCF will give away the one-year bronze partner membership of the team that won the competition and settled in the host place, enjoy the rights and interests of the corresponding level of partner membership, free access to the CCF digital library, free participation in about 50 annual trainings for engineers and CTO CLUB activities, preferential participation in academic activities and various trainings held in the CCF Business Headquarters & Academic Exchange Center, and preferential use of conference rooms; Qualified professionals can also be recommended to join CCF's professional committees and other branches to obtain growth opportunities and resources.

Reason 3: The CCF guarantees that the competition is fair and fair

Over the past 62 years since its establishment, CCF has created a fair and equitable environment within CCF through mechanisms such as democratic supervision, evaluation and elimination, and stakeholder avoidance throughout the process, as well as the general spirit of questioning and speculation. Once the contestants find any unfair or unfair problems, they can directly report to the project team of the competition, and if the problems are true, the investigation and handling mechanism will be initiated.

The chairman of the review committee is Dr. Zhang Wensong, a CCF fellow, an executive director of CCF, a deputy director of the Open Source Development Committee, and the founder of Antuo Mengqiu.

Reason 4: Raise the starting point for the participating teams

The rules of the competition require that the contestants must be technical teams or enterprises that really want to start a business, and the organizing committee will conduct a preliminary screening of the participating teams, and only the qualified teams will be allowed to participate. CCF will provide appropriate coaching to participating companies, including but not limited to technology, business model, team building, business plan writing, roadshow presentation content, etc. In addition to the above-mentioned policy support, the award-winning projects can also help connect with investment institutions and entrepreneurship counseling institutions. Through the above measures, we ensure that the participating companies or teams have a suitable starting point and increase their likelihood of future success.

Reason 5: Focus on important science and technology areas

In the new round of scientific and technological revolution and industrial transformation, the TEC competition focuses on innovation and entrepreneurship of cutting-edge technological achievements. On the one hand, the cooperative city has abundant industrial chain resources, and the contestants can find more suitable application scenarios and market opportunities through the competition. On the other hand, contestants can conduct proof of concept and transform innovation achievements to serve the innovation of industrial clusters in the region.
