The 2024 National Unified Entrance Examination for Adult College Admissions will be held from October 19 to 20. The Ministry of Education recently issued a document to deploy the work related to examination enrollment. Among them, it is proposed that from the fall of 2025, the names of "correspondence" and "part-time" will no longer be used in continuing education for higher education, and will be unified as "non-full-time".
For this year's adult recruitment, the Ministry of Education requires to strengthen standardized management, strictly examine the style and discipline, maintain fairness and justice, and ensure the safe, stable and orderly enrollment of the examination. It is necessary to strengthen the construction of standardized test centers and the work training of examination personnel, and strictly organize and manage examinations. All localities and schools should conscientiously carry out the examination of application qualifications and the review of the admission qualifications of new students, especially the examination of the pre-academic qualifications of candidates applying for the post-secondary examination. It is necessary to actively adopt information technology means to ensure that the collection of candidates' registration information is accurate. For candidates who apply for the examination in other places, it is necessary to further refine the requirements for candidates to apply for the examination, and strictly control them, and resolutely prevent intermediary agencies from organizing personnel who do not have the learning conditions to apply for the examination, admission and study in other places. For candidates who apply for additional points, exemption from examinations and other relevant care policies, they should strengthen the qualification review in conjunction with the relevant competent departments, and publicize them in strict accordance with the relevant regulations.
At the same time, all localities should guide their local colleges and universities to conscientiously carry out the review of the admission qualifications of new students, and compare and verify the admission notices, ID cards, extra points and exemption admission qualification certificates required for new students to register with the roster and electronic files of admitted freshmen one by one, and strictly prevent impersonation through technical means. Those who do not meet the requirements for applying for the examination, or who commit fraud, violation of discipline and malpractice, will be disqualified from admission in accordance with relevant regulations, recorded in the "Candidates' Examination Integrity File", and notified to the provincial enrollment examination agency where they are located for investigation and accountability.
The Ministry of Education also requires reasonable arrangements for the enrollment plan for adult high recruitment. All localities, departments, and colleges and universities should strengthen the analysis and prediction of the demand for adult higher education in their own regions and industries, comprehensively consider factors such as social needs, school-running conditions, and student sources, further optimize the structure of enrollment majors, and scientifically and reasonably arrange college enrollment plans in accordance with different forms of learning such as full-time, part-time, and correspondence courses. For majors whose training quality is not high, the social demand is insufficient, and the training is excessive, the enrollment plan should be appropriately reduced. According to the spirit of the "Implementation Opinions of the Ministry of Education on Promoting the Reform of Continuing Education for Ordinary Colleges and Universities in the New Era", from the fall of 2025, the names of "correspondence" and "amateur" will no longer be used in continuing education for higher education, and will be unified as "non-full-time".
In addition, all localities should also strengthen the governance of examination-related training institutions. Each region's administrative departments for education, in conjunction with departments such as for internet information, public security, and market regulation, should strengthen the regulation and governance of social training establishments' carrying out training and consultation related to examinations, and severely crack down on false publicity, price fraud, organizing or participating in cheating on examinations, interfering with and undermining the order of examination enrollment, and other violations of laws and regulations.
