Hazardous chemicals are flammable, explosive, toxic, harmful and other characteristics, if there is leakage, fire or explosion and other accidents during transportation, it will pose a serious threat to the safety of people's lives and property. For a long time, the six detachments of the Beijing Municipal Traffic and Transportation Comprehensive Law Enforcement Corps have taken the initiative to perform their duties, making full use of scientific and technological means and regional linkage mechanisms to strictly investigate illegal hazardous chemical transport vehicles and protect the safety of the people.
Recently, the sixth detachment of the corps found through the intelligent law enforcement system that vehicles with license plate numbers Jing ALM*** frequently entered and exited a hazardous chemical production enterprise, and were suspected of transporting dangerous goods without permission. Law enforcement officers accurately locked the trajectory of the car through off-site forensics technology, and on September 2, the detachment and Haidian District traffic police successfully intercepted the car on Hanjiachuan Road, Haidian District.
After investigation, the car illegally loaded and transported 510 liters of liquid nitrogen, did not use gas cylinders that meet national standards in accordance with the regulations, and the relevant drivers did not obtain the qualification certificate, suspected of illegally engaging in road transport of dangerous goods. Law enforcement officers seized the vehicle on the spot and transferred the driver to the Haidian Public Security Bureau. The volatilization of liquid nitrogen can easily cause suffocation, and when the temperature rises, vaporization in a closed container will cause a sharp increase in pressure, and there is a risk of explosion. The person in charge of the enterprise to which the vehicle belonged and the driver involved were sentenced to five days of administrative detention for "illegally transporting dangerous goods in conjunction with others, and the circumstances were relatively minor".
In this incident, the law enforcement officers of the six detachments of the corps made full use of the dual-network integration mechanism of "co-construction, co-governance, and co-security" through off-site law enforcement, and multi-department online and offline linkage, which quickly and safely disposed of them, eliminated the hidden dangers of road cargo transportation in a timely manner, and ensured the safety of the city.
