The General Office of the Zhejiang Provincial People's Government recently issued the "Implementation Opinions on Strengthening School Food Safety Management", starting from the aspects of responsibility compaction, compliance management, process supervision and co-construction and co-governance, further refining and clarifying the relevant task requirements of school food safety management, and taking the lead in the country to put forward measures such as the digital full-chain traceability of school ingredients, the "four-color code" credit grading and classification supervision, the card position responsibility system, the on-site management of the kitchen color code, and the promotion of large container "disinfection room".

The "Opinions" came into force on October 1 this year.

Zhejiang has further promoted the special rectification of outstanding food safety problems in primary and secondary schools

In recent years, Zhejiang Province has actively explored the reform of school food safety management, created a responsibility performance mechanism of "multiple card positions, tasks to the person" and "double directors, multiple food safety officers", innovated the model text of the school canteen service contract, and successfully created an intelligent governance model with "sunshine distribution" and "sunshine kitchen" as the core.

In order to further promote the special rectification of outstanding food safety problems in primary and secondary schools, all parts of the province have seized the summer vacation window period of schools in July and August, solidly promoted the transformation and upgrading of school canteens, further made up for shortcomings, and continuously improved the level of food safety and security. Up to now, a total of 2,388 primary and secondary school canteens in the province have been upgraded with a new "hard foundation" during the summer vacation, with an investment of 410 million yuan.

The "Implementation Opinions on Strengthening the Management of School Food Safety" put forward 19 work measures, including a series of innovative measures with Zhejiang characteristics, and took the lead in the country to put forward the digital full-chain traceability of school ingredients, the "four-color code" credit grading and classification supervision, the card position responsibility system, the on-site management of the kitchen color code, and the promotion of large container "disinfection room" and other measures, aiming to improve the level of school food safety in an all-round way.

Implement the "four strictest" requirements, and consolidate the responsibilities of the main body of food safety schools, industry supervisors, departmental supervision and territorial management

The "Opinions" require that the responsibilities of all parties be tightened and consolidated.

  • Strictly implement the principal (principal) responsibility system, and require the principal (principal) to be responsible for the school's food safety management;
  • Strictly implement the responsibilities of industry supervisors, require the education administrative departments to be responsible for the industry management and supervision and inspection of school food safety, and supervise and guide schools to implement management responsibilities;
  • Strictly implement departmental regulatory responsibilities, requiring the health administrative departments to be responsible for organizing and carrying out school food safety risk monitoring, the market supervision departments to be responsible for the supervision and management of food safety in schools and surrounding areas, and the public security organs to severely crack down on all kinds of food crimes involving schools and surrounding areas in accordance with the law;
  • Strictly implement the responsibility of territorial management, strengthen the implementation of the responsibility of territorial management of food safety, improve the responsibility system for food safety work, and include the funds for school food safety work in the financial budget of the government at the same level.

Campus food safety is inseparable from people, and in order to build a strong line of defense for campus food safety, it is necessary to improve the level of campus food safety compliance management

The "Opinions" put forward stricter requirements for strengthening the management of school canteens, off-campus meal management, flavor specialty stall management, on-campus supermarket management, food safety management around the school and other school food safety-related formats, requiring schools to implement the mechanism of "double directors and multiple food safety officers", and determine the off-campus feeding units through public bidding and other methods to ensure that the flavor specialty stalls have hardware facilities that match the business varieties and quantities, and incorporate them into the unified management scope of the school. Kindergarten supermarkets should avoid selling high-salt, high-sugar and high-fat foods in schools, and non-boarding primary and secondary schools and kindergartens are not allowed to set up food stores and supermarkets in schools in principle. At the same time, the illegal activities such as unlicensed operation around the school, as well as the sale, storage and use of "three nos", expired food and spoiled food, will be severely cracked down on and rectified.

The "Opinions" also put forward higher requirements for the process supervision of school food safety:

  • Clearly regulate the behavior of business leasing, colleges and universities that introduce social forces to contract (entrust) and other methods to operate school canteens shall be open to rent, and rural compulsory education school canteens that implement nutrition improvement plans shall not be contracted (entrusted) to operate;
  • It is required to standardize the traceability of the whole chain of food ingredients, and the products included in the key catalog of the "Zhejiang Food Safety Digital Traceability Regulations" must be strictly entered or confirmed by the "Zhejiang Food Chain" system;
  • It is required to standardize the management of the back kitchen of the canteen, and the school canteen should have the hardware conditions that match the scale of the meal, build a "sunshine kitchen" in an all-round way, encourage the installation of IoT equipment at key points such as tableware disinfection, and actively introduce advanced on-site management methods such as "color code management, 4D method, five-permanent method, and 6T method";
  • It is required to standardize the cleaning and disinfection of dining utensils, and the school canteen should be equipped with cleaning, disinfection and cleaning facilities, and a special hot air disinfection room or special physical disinfection facilities should be set up for the disinfection of large containers, and the capacity and quantity should meet the needs of processing and feeding;
  • It is required to standardize the control of vector organisms, equip anti-rodent, anti-fly and insect-proof equipment and facilities as required, and establish and improve the regular inspection, evaluation and rectification mechanism for the prevention and control of vector organisms;
  • It is required to standardize the management of emergency plans, and schools should establish a food safety emergency management and emergency reporting system to ensure that food safety risks are strictly prevented and controlled.

According to the requirements of the "Opinions", Zhejiang will create a pattern of co-construction and co-governance

Zhejiang will continue to promote science popularization and education, balanced diet and nutrition, social coordination and co-management, and actively promote thrifty food culture, regularly carry out special training on food safety, nutrition and health knowledge and infectious disease prevention and control skills for school administrators, canteen practitioners and teachers, provide balanced and nutritious diets according to the age and growth and development characteristics of students, actively promote the participation of social representatives in school food safety supervision and inspection, and run the green concept of resource conservation into education, management and other work.
