Recently, the "Implementation Plan for the Trade-in of Consumer Goods with Ultra-long-term Special Treasury Bond Funds in Hunan Province" was issued to increase efforts to support the trade-in of consumer goods in the province. Among them, the subsidy for scrapping and updating fuel vehicles has been increased from 7,000 yuan to 15,000 yuan, and the subsidy for scrapping and updating new energy vehicles has been increased from 10,000 yuan to 20,000 yuan.
What are the requirements for applying for vehicle scrapping renewal? Individual consumers scrapping fuel passenger vehicles with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018 (including that date), and purchasing new energy passenger vehicles or fuel passenger vehicles with an displacement of 2.0 liters and below included in the "Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax", the subsidy standard will be increased to 20,000 yuan for the purchase of new energy passenger vehicles and 15,000 yuan for the purchase of fuel passenger vehicles with an displacement of 2.0 liters and below. Consumers who apply for subsidies from the date of issuance of the "Detailed Rules for the Implementation of Car Trade-in Subsidy" shall be subsidized in accordance with the standards of the program. Consumer passenger car replacement subsidies are also increasing. For individual consumers who purchase new passenger cars in the province and transfer out old passenger cars that meet certain conditions under their personal names, they will be given a subsidy of up to 14,000 yuan according to the type of car purchased and the purchase price. In the first half of this year, according to the province's "preferential purchase of Hunan cars" replacement and renewal subsidies, the subsidy amount for fuel passenger vehicles is up to 5,000 yuan per vehicle, and the subsidy amount for new energy passenger vehicles is up to 6,000 yuan per vehicle. This means that, according to the new policy, the replacement subsidy has risen sharply, more than 1 times. Among them, the central scrapping renewal subsidy and the passenger car replacement renewal subsidy are not applied for repeatedly. It is understood that on the basis of the central automobile scrapping and renewal policy, our province focused on the automobile field with high consumer attention to carry out trade-in, and the provincial finance allocated 140 million yuan to support car replacement and renewal. At present, relying on the "Preferential Purchase of Hunan Cars" activity, through apps such as "Xiang Yiban" and "UnionPay", 21,000 people have submitted applications for car scrapping and renewal subsidies, and 31,000 people have applied for car replacement and renewal subsidies, driving passenger car sales of more than 8.5 billion yuan.
