Diversified linkage, work together to resolve conflicts and disputes. Actively build an integrated rights protection model of "trade unions + courts + procuratorates + human resources and social security + justice", promote the realization of multi-directional empowerment and co-direction of labor law supervision of trade unions and legal supervision of relevant functional departments, and promptly issue "one letter and two letters" for labor law supervision of trade unions for violations of labor laws and regulations and infringement of employees' rights and interests. In addition, after receiving cases of wage arrears, the department personnel will form a mediation team, formulate a plan, clarify responsibilities, intervene in a timely manner, actively communicate, comfort and guide workers at the first time, let negative emotions be channeled, and further deepen the management of litigation sources, effectively safeguard the legitimate rights and interests of the masses, and promote the harmony and stability of labor relations.

Improve the mechanism and build harmonious labor relations. Always adhere to innovation, breakthroughs, and practical results, to deepen the creation of harmonious labor relations as the carrier of enterprise activities, earnestly strengthen the construction of the wage collective negotiation system, promote enterprises to establish and improve the wage co-determination mechanism and the normal wage growth mechanism, create a stable and harmonious soft environment, and improve the cohesion and centripetal force of enterprises. Since the beginning of this year, 99 collective bargaining contracts have been signed, covering 65 enterprises and 6,169 employees, 26 regional wage agreements have been signed, covering 507 enterprises and 3,078 employees, and 8 industry-wide wage agreements have been signed, covering 102 enterprises and 1,538 employees. The implementation of the workers' congress and the member congress of the "two in one" model, issued 105 reminder letters, urged enterprises to standardize the system, further promoted the harmony and stability of enterprise labor relations, and laid a solid foundation for the development of enterprises.

Invited lawyer to participate in labor and employment disputes. Actively select lawyers with firm political positions, excellent professional quality, and rich practice experience from the employee rights protection lawyer group, employee legal service group and trade union legal counsel to participate in the mediation work, 2 specially invited lawyers, 8 court mediators, and 6 trade union mediators, mainly through appointed mediation and entrusted mediation, to divert qualified labor disputes and labor dispute cases to the studio for mediation, and give them enforceability through judicial confirmation or the issuance of a mediation document. Shorten the mediation time required by employees after the occurrence of labor disputes, simplify judicial procedures, and realize the convenience, diversification and standardization of labor dispute mediation.

Go deep into the enterprise and "check the pulse" to prescribe a good prescription. Focusing on the new situation of labor relations and the new expectations of the masses of employees, with the "one letter and two letters" of labor law supervision of trade unions as an important starting point, a "lawyer + trade union cadre" and "rule of law physical examination" group was set up, and the "legal physical examination" of labor and employment was carried out in enterprises on a regular and irregular basis, sorting out and investigating the legal risk points existing in the enterprise, and issuing a "legal physical examination" report, so as to truly start at the source of labor disputes, resolve them in the "bud", and promote the healthy development of enterprises.
