"Only by catching criminals with your own hands can you satisfy your inner love for the cause of public security!" At a recent meeting to learn and share the deeds of heroic models of public security organs in Shantou City, Li Xiaoyan, head of the anti-narcotics brigade of the Jinping Branch of the Municipal Public Security Bureau, said that justice is done for innocent people, so that criminals have nowhere to hide, and she is full of a sense of accomplishment from the police.
From the police for 26 years, when it comes to investigating cases, Li Xiaoyan always rushes to the forefront. In the cold wind, under the scorching sun, and in the sleepless squatting and control of the day and night, she competed to participate in the most difficult and dangerous parts; she never lacked a position in the highway to check and block, and to clear and crack down on drug-making and trafficking dens. Since 2014, she has led her colleagues to solve 7 drug-related target cases involving the Ministry of Public Security, 18 provincial target cases, and 27 municipal target cases, just to achieve "no drugs in the world" as soon as possible.
Li Xiaoyan has successively won the titles of Second-Class Heroic Model of the National Public Security System, Advanced Individual of the National Public Security Organs' 100-Day Battle against Narcotics, Outstanding Off-campus Counselor of the "6.27" Project of National Drug Prevention Education for Adolescents, Advanced Worker of Guangdong Province, Outstanding People's Police of the Province, and "March 8th Red Banner Bearer" of the province and city; he has been awarded the titles of "Third Class Meritorious Service" once and third-class meritorious service five times.
"I was transferred to the police force to solve the case."
Li Xiaoyan's father is a grassroots policeman, influenced by his father, she has dreamed of becoming a policeman since she was a child.
Before entering the police camp in 1995, Li Xiaoyan worked in the street Youth League Committee and was promoted because of her outstanding work. At that time, coinciding with the Open Admissions Selection of the Force, she resolutely chose to register.
"You are a girl, and you can only play a supporting role when you go." The police profession is so dangerous and hard, you will regret it. In the face of the persuasion of her leading colleagues, she did not flinch.
In the end, Li Xiaoyan joined the police force as she wished. At first, out of love, the organization arranged for her to engage in back-office work, responsible for sorting out the case file and filling in the information. Li Xiaoyan, who has a strong interest in investigating and solving cases in her heart and is young and vigorous, is not convinced in her heart: "I have worked so hard to transfer to the police force, I have come to solve the case!" ”

In 1996, there was a homicide in the precinct. During the visit, Li Xiaoyan was keenly aware from a casual remark by the victim's classmates that the victim often went in and out of a certain community before he died. Subsequently, Li Xiaoyan rummaged through the garbage cans in the community to find the victim's voucher to enter the community that day, thus locking the community as the first scene.
Every day after work, Li Xiaoyan would come to this neighborhood, pay close attention to suspicious people, and finally lock her eyes on a bachelor living alone. For several consecutive nights, she followed the suspect alone, quietly finding out the suspect's foothold and whereabouts, which became the key to the cracking of the case.
This battle made the police force look at the young policewoman with disdain and began to involve her in the investigation of the case. Li Xiaoyan lived up to expectations, fought wits and courage with cunning suspects, and won a hard battle. The Shantou Municipal Public Security Bureau and other departments have also repeatedly "borrowed" Li Xiaoyan to participate in the investigation and arrest of the case.
Inter-provincial arrest of mega-drug traffickers

Since joining the police, Li Xiaoyan has insisted on fighting in the front line of criminal investigation, and has repeatedly solved major cases on the anti-drug front.
In July 2014, Li Xiaoyan asked Miao to lead the anti-drug police to drive more than 10 hours to other provinces to arrest Qi Moumou, a suspect in a target case supervised by the Ministry of Public Security. "This is a principal member of a drug trafficking case, with a lot of previous convictions, and being caught means a heavy sentence or even a death sentence, and he is a criminal with extreme viciousness." Li Xiaoyan said.
It was a hot summer day, Li Xiaoyan just happened to be sick, coupled with motion sickness and vomiting, the whole person's mental state was very bad, but she still insisted. According to the clues he grasped, Li Xiaoyan led his comrades-in-arms to secretly investigate in the neighborhood where the suspect lived, but the suspect was very cunning and never found.
Li Xiaoyan and the police officers handling the case together interrogated the suspects involved in drug abuse and trafficking in the case.
The turnaround occurred 4 days later: the Rear Intelligence Section had new and important clues and was informed that the suspect would be somewhere to meet with others. Li Xiaoyan led the team to deploy control in advance and lock the arrest scene. After the suspect arrived, the police tried to lure the suspect out to check by turning off the power of the room, but the other party was very cautious and did not come out. Li Xiaoyan broke through the door and captured Qi Moumou on the spot. A total of 11 kilograms of methamphetamine were seized in this case.
On the way back to Shantou escorting Qi Moumou, he said bluntly to Li Xiaoyan: "Your fate is really big, good luck." The drug dealer sighed, knowing that once he was caught, he would die, and he wanted to die together, but he did not go out with a gun that day. This is the danger that the anti-drug police often have to face, but they always rush to the forefront.
"Whenever criminals are brought to justice, there is always a sense of accomplishment in my heart." Li Xiaoyan said.
Li Xiaoyan knows very well that as a female anti-narcotics policeman, she can only achieve it by paying a hundredfold and relying on collective strength to spell out a world in the police camp of the "men's nest".
In March 2018, Li Xiaoyan led a team to investigate a criminal gang that sold "cough water", and found that two people in the urban area often hired people to carry a larger amount of "cough water" from the surrounding cities to the urban area to sell.
All the police officers of the anti-narcotics brigade have made concerted efforts, some have taken clues to the disease, some have studied and judged, and some have walked the streets and alleys day and night to collect evidence. With the efforts of the team, the case gradually became clear.
On April 22, 2018, after the anti-narcotics brigade grasped the accurate information that the two commanded accomplices Huang X and Chen X to drive drugs from Puning to Shantou for trafficking, they decided to take the Yuepu exit of the Shankun Expressway as the main battlefield and set up ambushes and interceptions at the exits of various expressways in Shantou.
Li Xiaoyan introduced the anti-drug knowledge to the masses.
At about 4 p.m. on the same day, when Huang X, Chen X and others drove to the Yuepu Expressway toll station, they found that the police set up a card to check and immediately accelerated, trying to punch the card. Li Xiaoyan led the team to quickly carry out interception, and arrested Huang, Chen and a batch of "cough water" carrying drugs at the scene.
At the same time, the police who have long been squatting at various points have simultaneously closed the net and "one pot end" of the gang. A total of 28 gang members were arrested in this case, and nearly 5,000 bottles of "cough water" were seized, more than 130 kilograms of bulk cough water, and 3 imitation guns, which dealt a heavy blow to the illegal trade of "cough water" in the city. "If this batch of cough water circulates in Shantou, how many young people and students will be harmed?" Must be hit hard! Li Xiaoyan said firmly.
As a member of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference, in recent years, Li Xiaoyan has actively proposed to strengthen Guangdong's anti-drug work from the role of "anti-drug person", and her appeal has also received positive responses from many parties. In her spare time, she often participates in various research and visit activities, and her proposals involve anti-drug, environmental protection, campus safety and other fields.
