We in Suqian City resolutely implement the standard of good cadres in the new era, clearly establish the "three-fold and three-first" selection and employment orientation of putting development first, putting career first, and focusing on the frontline, taking morality first, actual performance first, and giving priority to grass-roots units, making overall plans to promote the selection, breeding, and effective use of cadres, striving to answer the propositions of the times, and effectively ensuring the high quality of development with the high quality of the team.

Profoundly grasp the practical needs of modernization

The key to responding to changes, cultivating opportunities, opening up a new situation, and seeking rejuvenation lies in building well and strengthening the party's leading bodies and cadre contingents at all levels.

First of all, the political quality should be even more excellent. The higher the wind and waves, the more boulder ballast is needed. In the process of modernization, whether or not we can seize major strategic opportunities and overcome various risks and challenges tests the political judgment, political understanding, and political execution of party members and cadres. Second, professional ability should be more excellent. In terms of the training system, we should pay attention to planning and advancing from a higher level and in a wider range of fields, integrate the comprehensive training of the organization and personnel departments, the operational training of functional departments, and the autonomy training of individual cadres, and greatly improve the professional level of the cadre team. In terms of training content, improve the quality of training resources such as teaching staff, curriculum development, and base construction, accelerate the updating and alternating of training knowledge fields and knowledge structures, timely summarize and discover the front-line experience of modernization construction, develop and select on-site teaching points, high-quality courses and high-quality routes, and turn the front-line battlefield of modernization into a training site for cadres to improve their ability. In terms of training methods, we should make good use of teaching methods such as research- type, interactive, case-based, experiential, and scenario simulation- and learning forms such as outward training, special lectures, student forums, observation and commentary, and online education to enhance the vitality and attractiveness of education and training.

Third, the practical experience should be more excellent. Practice produces true knowledge and exercises long talents. In the practice of modernization, weathering the storms, seeing the world, and developing talents is an effective way to enhance the level of ability to adapt to modernization. It is necessary to adopt methods such as taking up posts on temporary posts, studying with the class, and participating in special work, and systematically select and dispatch cadres to the frontline of reform, development, and stability, the forefront of major tasks and major struggles, hardships and complicated places, and key and arduous posts to be tempered, so that cadres can have richer experience, more solid ability, and more excellent work style.

Effectively expand the supply of high-quality and specialized cadres

Building a contingent of high-quality professional cadres who can adapt to modernization is a systematic and long-term project, which includes both static adaptation and dynamic adaptation; both individual adaptation and overall adaptation; both immediate adaptation and long-term adaptation. Only in this way can we accurately connect and seamlessly with the needs of modernization and provide a sufficient supply of cadres with excellent quality.

Focus on the suitability of people and posts, and "allocate" cadre resources. Strengthen and improve the inspection work, close contact, multi-angle analysis, in-depth understanding of the main functions of the team, the core business of the post, the development of the situation and tasks, and dynamically grasp the ability and quality of cadres, personality traits, work status and the degree of matching of the post. On this basis, we should grasp the head of the plate and the deliberative team as a daily work, and scientifically use methods such as tenure-type exchanges, adjustment-type exchanges, and training-type exchanges to put the most suitable cadres into the most suitable posts. Closely combined with the needs of promoting key tasks in modernization construction such as project promotion and rural revitalization, special investigations and other methods are adopted to track and understand the needs of practice, enrich cadre resources, and achieve personnel integration and mutual promotion.

Focus on blending and promoting each other, and "match the strength" of the team. The modernization drive requires good cadres with high quality and specialization, as well as good leading bodies with excellent structure and strong functions. Select the best and strongest candidates for the party and government posts, and put the most capable people in the most difficult posts. Reasonable matching of team members, considering both the adaptability of people and things, but also the compatibility of people and people; considering the adaptability of age, knowledge, profession, ability structure, but also considering the complementarity of temperament characteristics and experience, and matching "strong individuals" and "strong combinations" with "strong structure".

Focus on cultivating reserves and "matching" young cadres. General Secretary Xi Jinping pointed out that building our country into a socialist modern power is a long-term task that requires generations of people to continue to struggle. In the long run, after the change of the party committees of cities, counties and townships, we will immediately launch the implementation of the "Su Xinrui" training plan for young cadres, and use 5 years to train more than 1,000 outstanding young cadres from top to bottom, so as to reserve sufficient reserve resources for modernization. For the training targets, we regularly carry out six modules of study, such as the improvement of party spirit cultivation, grass-roots front-line experience, and key tasks to tackle tough problems, and constantly improve their quality; build a comprehensive performance "radar analysis map", dynamically evaluate the "seven abilities", and promote the implementation of special training, hanging exercises, exchanges and other personality training measures to promote "making up for shortcomings and strengths"; make overall plans for the construction of leading bodies, organize young cadres to recommend and select every year, and break the hidden steps to use boldly.

Fully stimulate cadres and talents to take on the role as the driving force

Solving problems requires ability, and tackling tough problems is more responsible. To turn the grand blueprint of modernization into a beautiful reality, it is necessary for the broad masses of cadres to overcome difficulties and take responsibility for their deeds, and it is necessary to continuously stimulate the motive force for cadres and officials to start a business and transform it into sufficient momentum for modernization.

Clearly encourage the orientation of responsibility. Only those who have the ability to do things have a position, those who are capable can go up, and those who are excellent will be given priority, and only cadres who want to be officers, willing to be officers, and able to do things will continue to emerge. Give full play to the role of the "baton" of comprehensive assessment, combine the examination of personnel with the examination, and build a new mechanism of "double introduction and double linkage" of "index leadership, advanced leadership, upper and lower linkage, and joint personnel examination", form a closed-loop chain in which achievements are based on the examination of events and the theory of performance, and constantly enhance the entrepreneurial spirit of officers. It is necessary to give prominence to the orientation of cadres on the basis of actual performance, regard whether they dare to carry things, whether they are willing to do things, and whether they can accomplish things as important criteria for identifying cadres, judging their merits and inferiorities, and rewarding and punishing them for promotion and demotion, and regard what they have done, how much they have done, and whether the masses recognize or not what they have done as an important basis for selecting and promoting cadres. During the change of term, 78 people were newly promoted to the county (district) party and government groups and township party committee groups, of which 39 people with outstanding assessment results in their units accounted for 50%, and 28 people who have won excellent grades many times, accounting for 35.9%, highlighting the employment orientation of putting the cause first and putting the actual performance first.

Create an atmosphere of willingness to take responsibility. Under the premise of not violating the principles of organization, we should do our best to help cadres solve personal problems such as long-term employment and separation between the two places; implement relevant policies such as physical examinations, annual leave, and health convalescence, and safeguard the legitimate rights and interests of cadres and officials in starting their own businesses; regularly carry out heart-to-heart talks and visits to cadres, understand their psychological state in a timely manner, help cadres release and reduce pressure, and achieve political incentives, work support, treatment guarantees, and psychological care, and constantly improve measures to guarantee the treatment of cadres. For grass-roots cadres, especially those who are fighting in the front line of rural revitalization, formulate the "five priorities" measures of giving priority to the sinking of institutional establishment, giving priority to promotion of posts and grades, giving priority to the allocation and recruitment, giving priority to the development of human resources, and giving priority to the improvement of treatment and rewards, so as to promote the gathering of organizational resources in the front line of rural revitalization, so that cadres and talents can take root in the grass-roots level and work with peace of mind.

Improve the mechanism for supporting responsibility. Persist in taking the role of organization to drive cadres to take responsibility, and open up a broad space for cadres and officials to start a business. Strictly implement the "three distinctions," promptly clarify the names of cadres who have been falsely reported, make good use of the quasi-"three mechanisms," and take a clear-cut stand to encourage and support cadres who dare to take responsibility, do things in a down-to-earth manner, and do not seek private interests. Give prominence to the treatment of pre-existing diseases and the elimination of minor diseases, establish and improve working mechanisms for strengthening prevention, timely discovery, and early correction, strictly implement systems such as heart-to-heart talks, reminder letters, and exhortations, do a good job of biting the ear and pulling off sleeves, reminding and helping, and prevent small problems from turning into big problems. Thoroughly implement "embedded" supervision, extend supervision to all aspects of cadres' daily management, and simultaneously understand the work style of cadres in cadre assessment, education and training, and supervision of democratic life meetings, timely discover problems, and help rectify and improve.
