It has been a month since the implementation of the revised "Shanghai Non-motor Vehicle Safety Management Regulations" (hereinafter referred to as the "Regulations") on June 1. From the full coverage of the new regulations to the implementation of the results, Changning Urban Management, as one of the specific law enforcement departments, not only adheres to the legal compliance at the law enforcement level, but also pays attention to analyzing the crux of the problem, and actively explores the social co-governance plan for the source governance efficiency of electric bicycles.
In order to guard the "first" line of defense and let residents consciously standardize parking and charge safely, the squadrons of Changning Chengguan will combine the normalized publicity with the warm-hearted service of the Chengguan community studio, and post the "Shanghai Non-motor Vehicle Safety Management Regulations" law popularization poster on the community bulletin board, and at the same time use the electronic screen to play the "New Regulations for Electric Vehicles - Nong Knows Van" propaganda cartoon, creating a strong atmosphere of safety governance in the jurisdiction, and continuously improving the safety awareness and self-defense and self-rescue ability of car owners.
"In the community, the more prominent illegal charging phenomenon has been significantly improved" "The fire picture is impressive, and we really need to be vigilant"...... With the increase in the frequency of publicity, the residents' feelings are more obvious.
In fact, Article 29 of the "Regulations" clearly stipulates that electric bicycles and their batteries should be charged safely, and shall not violate the safety requirements of electricity to privately pull wires and sockets to charge electric bicycles and their batteries, and also specifically clarify the specific places where electric bicycles and their batteries are prohibited from parking and place, such as public parts and areas such as foyers, shared walkways, evacuation passages, and safety exits on the first floor of buildings.
A few days ago, the Huayang Road Street Comprehensive Administrative Law Enforcement Team has completed the third round of inspections, covering 89 communities. During the law enforcement inspection, the team members focused on the work goal of "cars do not enter the building, cars do not enter closed places, and cars do not block the road", and admonished those suspected of unauthorized occupation of electric bicycles in public parts of the property and charging of "flying wires". At the same time, the Huayang Road Street Comprehensive Administrative Law Enforcement Team also increased the frequency of inspections, expanded the scope of inspections, communicated with the problems and hidden dangers found in a timely manner, and supervised rectification.
Not only Huayang urban management, since the implementation of the "Regulations", the squadrons of Changning urban management have gone into the community and the building arrangement, focusing on visiting some old communities with cramped space, especially focusing on the old communities, buildings and other weak areas of property management, and have repeatedly joined the public security, fire protection, street and other departments to strictly investigate and deal with violations of laws and regulations in accordance with the law, and strive to find and deal with potential safety hazards such as illegal parking and charging in different places.
Just last week, the Hongqiao Street Comprehensive Administrative Law Enforcement Team issued its first ticket. That night, during the inspection, the law enforcement team found that someone in a community on Anshun Road was pulling a wire from the window to charge his electric bicycle parked on the sidewalk. In view of the fact that it was not the first time that the party had been found to have a "flying wire" charging problem, the law enforcement team issued a fine of 50 yuan to him. At the same time of punishment, the law enforcement team members also carried out criticism and education for the parties to guide the citizens to develop standardized charging habits.
"There are many safety hazards associated with this practice, such as tripping pedestrians and even causing fire accidents." In the face of difficult management, difficult punishment and other realities, law enforcement team members have communicated with grassroots staff and property companies many times, and it is generally believed that such problems cannot be completely solved by law enforcement alone, not only to "block", but also to "sparse", the key is to guide electric bicycle users to develop good charging habits, consciously abide by laws and regulations, and do not let safety rectification become a "gust of wind".
In order to improve the efficiency of law enforcement, the Xianxia Xincun Street Comprehensive Administrative Law Enforcement Team also used the "Electric Bicycle Special Action" module in the "Shanghai Urban Management" App to turn on the law enforcement recorder throughout the process, dynamically record the rectification situation, and report the problem to the system as soon as possible, further standardize law enforcement behavior, and effectively ensure that the "Regulations" are implemented and effective.
