Cities that are willing to participate in the application pilot shall prepare the application form in accordance with the relevant requirements of the Notice on Carrying out the Pilot Application of Intelligent Networked Vehicles "Vehicle-Road-Cloud Integration", and the local provincial-level competent departments of industry and information technology shall review and approve them in conjunction with the competent departments of public security, natural resources, housing and urban-rural construction, and transportation, and jointly issue written recommendations, and submit relevant materials to the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the Ministry of Housing and Urban-Rural Development. Selection process. The five departments jointly set up a special working class, organized the preparation of the "Intelligent Connected Vehicle "Vehicle-Road-Cloud Integration" Application Pilot Review Management Measures, and carried out the pilot review work accordingly, mainly including material form review, expert meeting review, on-site defense review and other links. The formal review of materials mainly reviews the qualifications of the applicant subject, the completeness and authenticity of the application materials and whether the procedures are complete. The review of the expert meeting is mainly to score the relevant content in the application materials and form a review opinion, and the working class will confirm the cities participating in the on-site defense review after synthesizing the expert opinions. The on-site defense review is to invite each city to modify and improve the application plan according to the experts' opinions, participate in the on-site defense, and the review experts will score and form the review opinions, and the work class will comprehensively evaluate and perform the corresponding procedures to determine the list of pilot cities.
2. How to ensure the overall requirements of "the same architecture, unified standards, interoperability, security and reliability" in this application pilot?
First, in view of the same architecture, the application pilot cities should further optimize and improve the construction plan of "vehicle-road-cloud integration" under the guidance of the five departments and in combination with the opinions of relevant experts, clarify the interrelationship between the components of "vehicle, road, cloud, network, map, and security", formulate a platform construction plan in accordance with the three-level cloud platform architecture of central cloud, regional cloud, and edge cloud, create a unified platform base, and build a cloud service platform that carries diversified applications in combination with their respective development characteristics.
Second, in view of the unification of standards, the five departments organized relevant standardization organizations and industry institutions to jointly carry out the development of the vehicle-road-cloud integration standard system and the recommended standards for the application pilot, sort out the relevant national standards, industry standards, and group standards to support the application pilot, and support the application pilot with technical standards. Fourth, for safety and reliability, all pilot cities should adhere to the bottom line of safety, coordinate the relationship between development and safety, further strengthen the research and improvement of relevant policies and regulations, introduce local regulations and management requirements in a timely manner, strengthen risk prevention and control, hidden danger investigation, emergency response and other whole-process safety guarantee capabilities, and meet the national regulatory requirements for road traffic safety, network security, data security, geographic information security and other regulatory requirements in the process of industry development.
3. What are the expected outcomes of this application pilot?
The first is to build a low-latency, high-reliability networked cloud control infrastructure. With the goal of covering the whole area of the pilot cities, we will continue to improve the coverage of intelligent roadside infrastructure and cloud control infrastructure platforms; Through the large-scale deployment of standardized networked cloud control infrastructure, it can meet the consistency and continuity requirements of cross-regional services of intelligent networked vehicles, comprehensively improve the assembly rate and use effect of vehicle-mounted networked terminals, and lay the foundation for large-scale application and promotion across the country.
The second is to promote the large-scale application of multi-scenario autonomous driving. Combined with the needs of smart cities, intelligent transportation, industrial development and other needs, we will carry out large-scale application pilots in multiple scenarios such as smart public transportation, smart passenger vehicles, automatic parking, urban logistics, and automatic distribution according to local conditions, so as to continuously meet the growing mobile travel needs of the public and the vehicle operation needs of different commercial scenarios, and comprehensively improve the level of urban traffic safety and travel efficiency.
The third is to explore the formation of a new business model of "vehicle-road-cloud integration" investment, construction and operation. Clarify the commercial operation entities of the "vehicle-road-cloud integration" pilot of intelligent networked vehicles, encourage the exploration of the development model of multi-entity investment and joint operation of state-owned platforms, car companies, operators, technology companies, etc., and explore the formation of a new business model of mutual integration and symbiosis, division of labor and cooperation, and benefit sharing.
Fourth, form a unified standard and test evaluation system. At present, a total of 17 national-level intelligent networked vehicle test areas, 7 Internet of Vehicles pilot areas, and 16 "double intelligence" pilot cities have been built across the country, more than 32,000 kilometers of test roads have been opened, more than 7,700 test licenses have been issued, more than 120 million kilometers of test mileage have been tested, and more than 8,700 sets of intelligent roadside units (RSUs) have been deployed in various places. However, the construction of "vehicle-road-cloud integration" in various places is in the initial stage, and a complete system architecture has not yet been built, and there is a "fragmentation" phenomenon in infrastructure construction, which is difficult to support the large-scale application of autonomous driving technology and network functions.
The pilot project of "vehicle-road-cloud integration" of intelligent networked vehicles will give full play to the construction foundation of the pilot work such as the preliminary test area, the pilot area of the Internet of Vehicles, and the "double intelligence" pilot, and promote the implementation and large-scale application of the "vehicle-road-cloud integration" technology of intelligent networked vehicles. 5. How to give full play to the main role of the application pilot cities and do a good job in organizing and implementing the work?
Under the guidance of the five departments, the application pilot cities should further optimize and improve the construction plan of "vehicle-road-cloud integration", do a good job in top-level design and planning, and solidly promote the construction task in accordance with the pilot work plan. The first is to give full play to the role of the municipal collaborative work mechanism, form a joint force in supporting policies, capital investment, construction planning, safety supervision, etc., and pragmatically promote the implementation. The second is to determine the main unit of city-level "vehicle-road-cloud integration" construction and operation, and explore the "construction, management, operation, service and research" model of intelligent networked infrastructure throughout the life cycle in accordance with the government-guided and market-led operation ideas. 6. What is the comprehensive assessment mechanism for the application of pilot cities?
The five departments will set up an expert committee to jointly strengthen the overall guidance and comprehensive evaluation of the application pilot work. First, all cities are required to summarize and report construction progress, existing problems, advanced models and typical cases in a timely manner, and complete the submission before the end of March each year. The second is to regularly organize relevant experts to conduct investigation and research on the application of pilot cities, carry out the annual construction progress and application effect evaluation of the application pilot cities, form expert guidance on the existing problems in a timely manner, and summarize and promote the advanced experience and typical practices of the pilot.
