Engaging in political attachment refers to taking refuge in powerful people in order to seek their own promotion and reuse or other political interests, which is in essence to pull relationships and build "antennas" in politics, find backers in the background, and engage in personal dependence. Engaging in political attachment runs counter to the nature and purpose of the party and is incompatible with the identity of party members and cadres.
In supervising the work of enforcing discipline, it is also necessary to pay attention to distinguishing between political clinging and the behavior of running for official positions. Engaging in political clinging is a violation of political discipline by engaging in non-organizational activities where political interests and economic interests are intertwined; Running for official positions and demanding official positions refers to the behavior of deliberately seeking official positions and power through relations and going through the back door, which is a manifestation of the vicious expansion of individualistic ideology and an unhealthy trend in the work of selecting and appointing cadres; it usually does not involve the issue of economic interests, but those involving economic interests may constitute violations of discipline such as buying and selling official positions and engaging in political clinging.
In addition, the punishment provisions for engaging in political clinging are newly added in this revision, but it does not mean that the conduct of "engaging in political clinging" does not constitute a violation of discipline before January 1, 2024, and in the past, such conduct was usually handled in accordance with Articles 69 and 76, Paragraph 1 of the 2018 "Regulations on Disciplinary Sanctions of the Communist Party of China" or Articles 62 and 73, Paragraph 1 of the 2015 "Regulations on Disciplinary Sanctions of the Communist Party of China".
